Taking two factors into account—size and concentration of industry—Central Ohio’s dominant industries include the Health Industries, the Business & Financial Services Industries, the Information Technology and Telecommunications Industries, and the Transportation and Logistics industries. Not having substantial employment in the manufacturing industries differentiates Central Ohio’s economy from other major regions of the State. Of about 1.4 million workers in Central Ohio, only 82,000 or 6% are production workers.

As state governments shrink their budgets, more school districts are debating consolidation. In considering school consolidation, governments must evaluate costs per pupil and student achievement. Factors associated with costs per pupil include schools per district, district enrollment, income per individual, percent of pupils eligible for free lunch, pupil-teacher ratio, and average teacher salary. Factors associated with achievement include school enrollment, percent of pupils eligible for free lunch, suspension/expulsion rates, pupil-teacher ratio, and average teacher salary. Despite the struggling economy and the challenges that have plagued the commercial aviation market, the national Aerospace and Aviation industry has experienced growth from 2005 to 2009. U.S. Aerospace sales increased by 21 percent and profits increased by 29 percent. However, at the same time, aircraft production lines have contracted as a result of decreased defense spending over the past 15 years. This contraction has limited production surge capacity, an event that is looming as a result of aging aircraft in both the commercial and defense fleets. This is a review of recent literature on best practices for implementing inclusionary zoning. Existing policies for creating affordable housing in the United States are briefly discussed. Common components of inclusionary zoning ordinances are then detailed, and legal and economic considerations are explained. Finally, the success of inclusionary zoning, its application to large cities, and expert policy recommendations are addressed, before concluding.

Community food security, an extension of household food security, should be measured in order to better understand the food systems of towns and cities in Connecticut.

In the 1970s, the world began moving towards free market policies. Open borders, lower taxes, and market-based economies became more prominent as centrally planned governments declined in both number and significance. In order to participate in European trade and to enhance its global position, France also moved towards decentralization. French socialists became less concerned with centralized government, yet continued to preserve their strong national desire to protect French citizens. France experienced substantial growth in its employment costs during the 1980s. By the early 1990s, France introduced labor contracts that better defined the duration of employment. The Disability Screening Process And The Labor Market Behavior Of Accepted And Rejected Applicants: Evidence From The Health And Retirement Study, Seth H. Giertz, Jeffrey D. Kubik

This paper uses Social Security earnings records linked to data from the Health and Retirement Study to examine the labor market behavior of rejected and accepted disability applicants prior to their application. We find that rejected applicants have substantially lower earnings and labor force participation rates during the decade prior to application than beneficiaries. Also, we find some evidence of a divergence between these groups, with rejected applicants leaving the labor force at a faster rate than beneficiaries as their application date approaches.  One interpretation of these results is that the disability screening process on average separates those who are …

As at the end of last year, our official reserves stood at $288 billion compared to a gross domestic product of $304 billion and bank deposits (domestic bank units or DBU) of $781 billion. In the event of a financial meltdown, the reserves would be far too small to bail out our banks. During the recent global financial crisis I was very anxious for Singapore when the Monetary Authority of Singapore announced a guarantee (until end last year) for all our DBU deposits of up to $150 billion.

This paper estimates the effect of the Hiawatha Light Rail Transit (LRT) line on land use change in Minneapolis, MN, between 2000 and 2010. I use a binomial logit model and find that within the 1-mile submarket near LRT, the effect of distance to LRT stations on land use change had a different radius and magnitude depending on existing land use. The effect of LRT on conversions of low-density housing to denser uses only extended out to 90 feet from stations after LRT went into operation. There have been many differing opinions over the new health care bill passed in 2010. My research is aimed at finding what factors play a role in forming an opinion on the new health care bill. Specifically looking at the economic and demographic circumstances of citizens of the United States and how it has affected their opinions on the health care bill. Since 1998 the State of Minnesota has funded the building of the Xcel Energy Center, Target Field, and TCF Bank Stadium. The focus of this research is to locate voting trends within the Minnesota House of Representatives towards these venues. I recorded the votes of each member on the legislation approving these venues from the Minnesota Journal of the House and then constructed data sets for all three buildings. From this data, trends emerge potentially linking the voting tendencies of members based on party, gender, and geographical location of their district. This paper follows existing literature on local industrial conditions and agglomeration economies in an adapted shift-share framework. The purpose of this study is to develop a cost-efficient empirical model that meets the needs of local government in analyzing changes in industrial composition. The data for this model is obtained from the Bureau of Labor Statistics' Quarterly Census of Employment and Wages (QCEW) with nondisclosed data provided by the Virginia Employment Commission which is sorted by North American Industrial Classification System (NAICS) 2-digit industrial sectors.
