Overcoming Fear Of The ‘Other’, Tan K. B. EUGENE 2013 Singapore Management University

Overcoming Fear Of The ‘Other’, Tan K. B. Eugene

Research Collection Yong Pung How School Of Law

In a commentary about the political and economic changes in Myanmar, SMU Associate Professor of Law and NMP Eugene Tan opined that deep-seated sectarian conflict could prove to be the Achilles heel of Myanmar’s reforms. He noted that the mere introduction of democracy anywhere will not miraculously transform voters into fair-minded citizens and that democracy requires the rule of law, a minimal level of education and political maturity, or it would degenerate into the tyranny of majority rule where might is right. Associate Prof Tan said that Myanmar must guard against this tendency and embrace the rich diversity in its …

By Choice Or By Chance? Why Is Nevada Last In Federal Funding And What Can Be Done About It?, Tracy M. Gordon 2013 Brookings Institution

By Choice Or By Chance? Why Is Nevada Last In Federal Funding And What Can Be Done About It?, Tracy M. Gordon

Brookings Scholar Lecture Series

The federal government spends more than $600 billion or 17 percent of its budget each year on grants to states and localities. Nevada consistently ranks at the bottom among states in its allocation of federal dollars per capita. This presentation will examine the reasons for Nevada’s “donor state” status including state demographics, federal funding formulas, and state policy decisions. It will focus especially on Medicaid, the largest federal grant program, and Governor Brian Sandoval’s recent decision to participate in the program expansion scheduled for 2014 under the Affordable Care Act. The presentation will also discuss reasons for intergovernmental grants and …

Contract Enforcement: A Political Economy Model Of Legal Development, Fali HUANG 2013 Singapore Management University

Contract Enforcement: A Political Economy Model Of Legal Development, Fali Huang

Research Collection School Of Economics

In an effort to understand why the relative usage of relational and legal contracts differs across societies, this article builds a political economy model of legal development where legal quality of contract enforcement is a costly public good. It finds that legal investment tends to be too small under elite rule but too large under majority rule in comparison with the socially optimal level. Furthermore, elite rule, low legal quality, and high-income inequality may form a self-perpetuating circle that hinders economic development. In contrast to the conventional view, this article suggests that the often-observed association between heavy reliance on relational …

Can State And Local Revenue And Expenditure Enhance Economic Growth? A Cross-State Panel Study Of Fiscal Activity, Christopher Arthur Clarke 2013 University of Nevada, Las Vegas

Can State And Local Revenue And Expenditure Enhance Economic Growth? A Cross-State Panel Study Of Fiscal Activity, Christopher Arthur Clarke

UNLV Theses, Dissertations, Professional Papers, and Capstones

The slow economic recovery since the 2008 financial crisis and Great Recession requires state and local governments to continue to make difficult decisions concerning which taxes to raise and which expenditures to decrease in order to maintain a balanced budget. As expenditures usually raise economic growth and taxes generally hinder it, seeking the optimum combination of tax structures and expenditure options is necessary to encourage prosperity in a state. In this paper I study the effects of various expenditures and revenue combinations on growth in state personal income from 1977-2010 for 49 states and the District of Columbia. I find …

The Universal Savings Credit, Christian Weller, Sam Ungar 2013 University of Massachusetts Boston

The Universal Savings Credit, Christian Weller, Sam Ungar

Public Policy and Public Affairs Faculty Publication Series

The financial crisis of 2007 to 2009 took a tremendous toll on household wealth and shattered the sense of financial security for millions of American families. American households lost more than $20 trillion in wealth (in 2012 dollars) in the Great Recession, and households still had $10 trillion less in wealth at the end of 2012 than they had before the crisis. This massive wealth decline contributed to a widespread loss of economic security, particularly among lower-income and moderate-income families, single women, and communities of color.

This economic insecurity can have long-ranging adverse effects on U.S. economic growth as American …

Explaining China’S Economic Performance From The Perspective Of Non-Conventional Determinants, Jingjing Yang, Sana Khalil 2013 Hunan University, China

Explaining China’S Economic Performance From The Perspective Of Non-Conventional Determinants, Jingjing Yang, Sana Khalil

Business Review

We analyze forecasts concerning China’s growth slow-down and future prospects concerning its economic performance. Extending the discussion on China’s possibility of going through a slow-down in future, we focus on the avoidance of such a possibility by drawing forth the role of gross capital formation, trade openness, higher education enrollment ratio, higher education expenditure, R&D expenditure, population growth and number of inventions in determining per capita income. These non-conventional determinants: number of inventions, government R&D expenditure, higher education enrollment ratio and higher education expenditure, show not only significantly positive link with per capita income but also exhibit strong explanatory power …

Blue Growth In The Middle Kingdom: An Analysis Of China’S Ocean Economy, Rui Zhao, Stephen Hynes, Guang Shun He

Working Papers

This paper builds on the work carried out by OEAS in China, which established the framework of ocean economy accounting in China. It also demonstrates how it is possible to compile ocean economy data, from the existing government databases in China. The Chinese ocean economy was divided into two separate parts for the purpose of the analysis presented; the ocean industry and ocean-related industry. Data was collected for 12 major ocean industries. Using a similar methodology to that developed in previous international studies, it was found that the major ocean industries produced US$239.09 billion in value added output in 2010 …

The Economic Theory Of Deregulation, Samuel D. Gass 2013 Syracuse University

The Economic Theory Of Deregulation, Samuel D. Gass

Renée Crown University Honors Thesis Projects - All

One of the consequences of the financial crisis of 2008 was a renewed focus on the issue of deregulation. The broadly recognized connection between the greatest economic downturn since the Great Depression and the systematic deregulation of our financial markets dating back over three decades reinvigorated the economic and political debate around the appropriate balance between market freedom and government regulation. This paper explores this theme historically, analyzing several economic markets that were highly regulated prior to the late 20th century. Through this analysis it establishes a foundational framework for the study of the widespread deregulation of the late …

The Curse Of Windfall Income: How Foreign Aid And Natural Resource Dependence Constrains Growth, Adams Bailey Nager 2013 Washington University in St. Louis

The Curse Of Windfall Income: How Foreign Aid And Natural Resource Dependence Constrains Growth, Adams Bailey Nager

All Theses and Dissertations (ETDs)

Literature exists on two ‘curses,’ the natural resource curse and the curse of foreign aid, which limit growth in developing nations. At their core, both the natural resources curse and the curse of aid derive from the same root cause- the curse of windfall income. The windfall curse is a macroeconomic side-effect that negates the positive effects of unearned capital by raising domestic prices and lowering competitiveness. While windfall income creates growth in a countries service sector, it represses growth in the manufacturing sector. These trends help explain the inability of both foreign aid and natural resources to fuel sustained …

Can Neoclassical Trade Theory Explain Congressional Voting?, John Dellipriscoli 2013 The University of San Francisco

Can Neoclassical Trade Theory Explain Congressional Voting?, John Dellipriscoli

Master's Theses

The neoclassical trade model has notoriously been unable to empirically predict trade flows throughout the world, however there has been a notion that the same theories and predictions could also be applied to democratic voting on free trade legislation. Using roll-call votes on three 2011 United States bilateral trade agreements with Colombia, Panama, and South Korea, respectively, a simple empirical model based on the neoclassical concepts, specifically the Heckscher-Ohlin and Stolper-Samuelson corollary theorems, is outlined. After an analysis using a logit estimation method, it is revealed that there is conflicting evidence whether the voting on the 2011 free trade agreements …
