As the United States ascended to hyper-power status during the late 1970s, it changed colonial policy in Puerto Rico. The change, which included the elimination of favorable tax legislation and demilitarization, devastated Puerto Rico’s economy. Puerto Rico borrowed heavily in a failed effort to offset the dramatic decline in capital inflows. The federal government enacted PROMESA after Puerto Rico announced it could not repay the debt. The law was designed to restore Puerto Rico to financial solvency by imposing oppressive austerity measures. PROMESA was a watershed event because it stripped Puerto Rico of the limited sovereignty the federal government had …

In the book “Divine Right’s Trip”, by Gurney Norman, the author provides a more modern, psychedelic-age epic, where the traditional theme of homecoming, often witnessed in Greek epics like the Odyssey, makes a connection with environmentalism. One reason for the unique combination of these themes is the effect created by a specific appeal for environmental support accompanied with the return of the main character, Divine Right (D.R.), to his small hometown in Eastern Kentucky where coal mining remains the prevalent employer. In particular, this paper investigates the idea that an influential Russian presence affects the perception of governmental corruption amongst Ukrainian business owners and managers.

Are worker cooperatives and the solidarity economy viable tools for revolutionary change in a neoliberal, capitalist system? I approach this question by considering the arguments of utopian socialists, scientific socialists, and anarchists from the Industrial Revolution and the influence of these on the theory of the solidarity economy today. These theoretical perspectives are compared to the reality of members of worker cooperatives in the solidarity economy in Barcelona. The experiences of worker cooperative members are elucidated through focus group discussions and participant produced drawings. A comparison of worker experiences with theory shows worker cooperatives can be spaces for practicing equitable …

Trends And Disparities In Leave Use Under California's Paid Family Leave Program: New Evidence From Administrative Data, Sarah H. Bana, Kelly Bedard, Maya Rossin-Slater

We use novel administrative data to study trends and disparities in usage of California's first-in-the-nation paid family leave (PFL) program. We show that take-up for both bonding with a new child and caring for an ill family member increased over 2005–2014. Most women combine PFL with maternity leave from the State Disability Insurance system, resulting in leaves longer than 6 weeks. Most men take less than the full 6 weeks of PFL. Individuals in the lowest earnings quartile and in small firms are the least likely to take leave. There are important differences in take-up across industries, especially for men.

Inequality has been rising across the world in recent decades. Latin America has been an exception to what otherwise seems to be the prevalent trend in the U.S., Europe and Asia. In the U.S. the rise in inequality since the 1970s has coincided with the rise in Mexican immigration. In Mexico, inequality has been declining since the mid-1990s, a period during which emigration to the U.S. first increased to historic highs and then declined steeply.

Our review of the literature suggests that low-skilled immigration to the U.S., much of it from Mexico, has only played a minor role in rising …

Latinoamérica ha sido una excepción a lo que, por lo demás, parece ser la tendencia prevalente en los Estados Unidos, Europa y Asia. En los Estados Unidos, la acentuación de la desigualdad desde los años 1970 ha coincidido con el aumento de la migración mexicana. En México, la desigualdad ha disminuido desde mediados de la década 1990, periodo durante el que la emigración a los Estados Unidos se elevó, primero a niveles nunca antes visto, para luego declinar de manera abrupta.

Political economy debates about the influence of power configurations in expanding and maintaining global liberalization ebb and flow with the wax and wane of the concentration of power in the international system. This article engages the debate in a novel way from previous scholarship. Employing a series of econometric models that account for regional power, I argue that the global power concentration is ill fit to be the primary predictor of trade liberalization, but instead, regional power fluctuations can dampen and enhance global trends. This thesis is an interdisciplinary exploration of Venezuela’s political paradoxes and their consequences during the Chavista years. On a concrete level, in this work I propose how the manner in which Hugo Chávez implemented his at first apparently benign redistributive politics in fact precipitated the country's current humanitarian crisis and what I will argue are the times of starkest inequality in modern Venezuelan history. Integral to this, although on a more philosophical level, here I also offer a theory of how and why Chávez’s representations might have been so misinterpreted.

Despite the Thai state’s long record of rice market interventions, historically politicians failed to leverage rice subsidies in their pursuit of political support, notwithstanding the large number of farmers in the country. Since Thaksin Shinawatra’s election in 2001, though, each government has subsidised rice producers, although at varying degrees. What explains this change? This article traces the four-decade history of rice price support programmes. It is proposed that these policies be interpreted through the dual lens of institutionalism and public choice theory, demonstrating how political institutions have shaped incentives for politicians to cater to different constituencies. The Arab Spring revolts of late 2010 and 2011 were a profound moment in the history of a region troubled by decades of authoritarianism. Years of economic mismanagement and security force repression trammeled on the rights and aspirations of people striving for a better life. When social movements and anti-government protests erupted throughout the region, each country responded to the uprisings with different methodologies. This study examines the theory that quality of governance is largely dependent upon political accountability, and that the effect of political accountability on governance varies based on three main determinants: level of democracy, level of information available to the public, and diversification of the economy (Adserà et al. 2003).
