Policy capacity and effectiveness are two themes that have opened new pathways for academic and empirical enquiry throughout the policy sciences. In the contemporary discourse of policy design, effectiveness has taken on a more foundational meaning that goes beyond what is understood as only the attainment of specific policy goals. Rather, it has come to occupy a central position in the study of policy design, signifying the broader logic of deliberate policy action used to articulate policy problems and present alternative ways of addressing them. The dissertation explores the role of human capital, education, and political institutions in the process of economic and political development. The first chapter shows that economic development such as secondary school enrollment rates during the democratization period exerts long-lasting effects on growth, possibly by giving permanent birthmarks to newly minted democratic institutions. Specifically, democracies born in weak development tend to have weak institutions and slow growth, while in contrast, those with adequate development at the political transition time establish strong institutions and achieve faster growth. The Cold War in Latin America had marked consequences for the region’s political and economic evolution. From the origins of US fears of Latin American Communism in the early 20th century to the collapse of the Soviet Union in the early 1990s, regional actors played central roles in the drama. Seeking to maximize economic benefit while maintaining independence with regard to foreign policy, Latin Americans employed an eclectic combination of liberal and anti-imperialist discourses, balancing frequent calls for anti-Communist hemispheric unity with periodic diplomatic entreaties to the Soviet bloc and the nonaligned Third World. The so-called Polish “gambling affair” of 2009 resulted in the adoption of a new Act on Gambling. The regulation significantly changed the legal environment in Poland. It was also the starting point of what we identified as the search of equilibrium - a number of further legislative changes aimed at creating a sustainable environment for gambling. Some market segments became delegalized, some monopolized, and others liberalized. The Polish Ministry of Finance and the parliament tried to find the right balance between consumer protection, business growth, and government revenue. A goal that is still to be achieved.

The Office of the United States Trade Representative, under the direction of President Donald Trump, has implemented protectionist tariffs to an extent not seen in the past several decades. This paper explores data from the U.S. Census Bureau to analyze how the values of U.S. imports and exports have differed from what would have been expected for 2018 in the absence of tariffs. This is done by using past years’ data to create a predictive curve for 2018 trade values across several different product categories, which have been subject to tariffs. Can the stock market be used to determine the political preferences of individual economic sectors? This paper explores the conceptual relationship between electoral outcomes and financial markets in Mexico. Specifically, it analyzes how financial markets predict the expected effects of a given political platform on the performance of firms within specific sectors. To do this, the study used event-study methodology to calculate abnormal returns on stock prices across the nine sectors listed on the Bolsa Mexicana de Valores stock exchange following the historic election of leftist candidate Andrés Manuel López Obrador (AMLO), On July 1, 2018. This paper examines the use of blockchain, or distributed ledger, technology for the potential supplantation of the antiquated process of international trade financing. Using the technology for this purpose has the potential to narrow the enormous gap in unmet demand for trade finance experienced by small-and medium-sized enterprises in the developing world. The current process of trade finance is still paper-based and relies heavily on manual labor. National security measures are often framed from a masculinist, hegemonic viewpoint, determining that the wellbeing of a state and its citizens is dependent on protection by a patriarchal government. This paper argues that the health and strength of a country and its citizens are better promoted through a focus on human security, defined by the United Nations as the right of all people to live in freedom and dignity, free from poverty and despair. For example, countries such as Pakistan and Iraq have received considerable amounts of aid meant to address the root causes of political violence. On October 30, 2017, the General Assembly of Pennsylvania passed an act that repealed the state’s fireworks law, which had prohibited the sale of most fireworks to Pennsylvanian consumers for nearly 80 years. The law’s replacement generally permits Pennsylvanians over 18 years old to purchase, possess, and use “Consumer Fireworks.” Bottle rockets, firecrackers, Roman candles, and aerial shells are now available to amateur celebrants for holidays like Independence Day and New Year’s Eve.
