How The Economic And Fiscal Benefits Of Economic Development Incentives Are Affected By Targeting, Housing Policy, And Incentive Design, Timothy J. Bartik

Upjohn Institute Technical Reports

This report finds that reformed state economic development policies can raise residents' per capita incomes by over 5 percent while generating a fiscal surplus exceeding 4 percent of state and local tax revenue. In other words, they can pay for themselves. Traditional policies, by contrast, boost incomes by less than half a percent and carry a net fiscal cost of more than 3 percent of tax revenue. Traditional policies rely on untargeted cash incentives such as tax abatements, credits, and grants, and leave zoning unchanged. Reformed policies instead provide customized business services (site-specific infrastructure, job training, business advice, incubators), target …

Institute for Tourism and Recreation Research Publications

This study was designed to better understand how residents respond to wildfire smoke in their community, and the associated impacts it has on their travel and outdoor recreation behavior (if any at all). The Institute for Tourism and Recreation Research (ITRR) conducts resident studies quarterly to better understand current topics across the state. Respondents were asked whether they check current smoke conditions before leaving for a trip and at what level of …

Benefits And Costs For Chattanooga Residents Of Incorporating Training Into Economic Development Strategies, Timothy J. Bartik, Iryna V. Lendel, Sevrin Williams 2026 W.E. Upjohn Institute for Employment Research

Benefits And Costs For Chattanooga Residents Of Incorporating Training Into Economic Development Strategies, Timothy J. Bartik, Iryna V. Lendel, Sevrin Williams

Upjohn Institute Technical Reports

This report evaluates the benefit-cost tradeoffs of adding a workforce training component to Chattanooga's economic development incentive packages, using the Bartik Benefit-Cost Model of Business Incentives. Focusing on hypothetical projects across seven industries, the analysis compares the present value of training costs against resulting gains in residents' per capita income over a 20-year horizon. Findings show that training, layered onto existing PILOT-based tax incentives, delivers benefits more than 25 times its costs—driven by training's greater cost-effectiveness in inducing business location decisions and its stronger tendency to direct new jobs toward local residents. While training is not self-financing from a city …

Nepal’s catastrophic 26 August 2026 Bhote Koshi–Trishuli flood should be understood not only as a humanitarian tragedy but also as a potentially major turning point in updating national settlement and reconstruction policy. Engineers and scientists have described the floods as a glacier–bedrock collapse that triggered an ice-rock avalanche and debris flow. As per the live updates on September 7, 2026, the total death toll was 1,355, and 4,996 people were missing (The Hindu, 2026). Indian and Nepali rescuers worked urgently to locate and rescue people buried under hydropower tunnels, buildings, mud, and landslide debris.

Fiscal Decentralization, Local Government Size, And Regional Economic Growth: Evidence From Indonesia, Faizul Mubarok, Hasta Dwi Pradana, Etty Puji Lestari

Bulletin of Monetary Economics and Banking

This study investigates the dynamic relationship between fiscal decentralization, local government size, and regional economic growth in Indonesia. Integrating fiscal federalism theory with the Armey curve framework, the study examines whether decentralization reshapes the scale of subnational governments and how this influences growth outcomes. Using balanced panel data from 26 Indonesian provinces over the period 1995–2020, the analysis employs dynamic panel estimators based on the Generalized Method of Moments (GMM) to address endogeneity, persistence, and unobserved heterogeneity. The results reveal a nuanced relationship between fiscal decentralization and government size. Greater revenue autonomy is associated with a contraction in government size …
