Reactions To The Stigmata Of Inner City Living, Jerome Krase

The Journal of Sociology & Social Welfare

This paper discusses the problem of living in a stigmatized inner city community. The reactions of residents are categorized into "Four Moral Careers", and implications for the community of each career are discussed. Major attention is focused upon the "activist" career which aims to overcome the stigma of the community. The activists are discussed and described through the use df materials from intensive interviews of local community leaders who have tried to cope with the stigma of the area. The St. Johns River flows for approximately 39 miles through Duval County to the ocean. Shoreline uses range from residential, industrial, military, port, central business district, open spaces, to saltwater marshes. Environmental and design improvements are needed. Background studies were developed as part of the study. Topics covered included geophysical aspects, terrestrial vegetation, aquatic ecology and fishery resources, wildlife, historic resources, portand river-related industry, port maintenance, and commercial fishing. Development Intensity Analysis was conducted for the river corridor. Five environmental factors utilized were vegetation, wildlife, soils, slope, and flood probability. American society is a very mobile one, with approximately twenty percent of the populace changing its place of residence every year. It has been estimated that over two-thirds of all moves take place within the city. Geographic studies of intra-urban migration generally treat the relocations as either 1) movement from one areal unit to another, such as inter-census tract flows, or as 2) individual-level, unrelated moves between respective origins and destinations. In reality, however, each change of residence is one part of a much longer sequence of changes.

Community control of inner-city schools first was proposed by parents in the Harlem section of New York City in 1966. The proposal aimed at improving the quality of public schools serving low income minority youngsters by providing for school accountability to parental representatives. In practice, the two cities that have tried to provide some measure of community control - New York City and Detroit - have utilized for this purpose decentralized sub-districts based upon the suburban school district model rather than upon the original school staff accountability model. Transportation has been considered in the discipline of geography largely within the context of distance and cost constraints, particularly with reference to industrial location decision-making processes. These costs are easily-quantifiable and measurable, and transportation geographers have tended to depend upon distance and tariff costs as the major transportation inputs in locational decision-making processes.

This dependency upon cost considerations is no longer evident in the real world.
