This report examines the Multi-Family Recycling Program sponsored by the City's Bureau of Environmental Services (BES), and operated by Portland State University's Recycling Education Project (REP). The program operated from July 1, 1989 to June 30, 1990. The purpose of the program was to implement a pilot recycling program that addressed the unique needs of apartment and condominium dwellers. The effort involved establishing recycling systems in 200 multi-family buildings. The program used a multi-materials approach that included separating newspaper, clear, green, and brown glass, tin, aluminum, and cardboard.

Commercial Gentrification: An Exploratory Case Study In Broad Ripple, Indiana, Stephen Ronald Degoosh

The study investigates the existence of a commercial form of gentrification. Seventeen characteristics of residential gentrification--developed empirically by researchers of that process--are advanced as working hypotheses and tested in Broad Ripple, Indiana. Methodology includes a questionnaire, direct interviews, and various other data sources. The research concludes that commercial gentrification exists, and is a private-market process which expands via contagious spatial diffusion. The study area was one of the city's oldest neighborhoods, had a unique physical character, was in a favorable location for commercial activity, was accessible to its market, contained sound, available, and affordable structures, and experienced a rapid increase …

In one sense, American history is "a sequential process of regional development marked by a persistent tension between regional cultures and economic interests and integrative national institutions and values." Since the 1890's, regional history has been an active enterprise supported by academic instruction, leading university presses, specialized journals, and professional organizations. A survey of college and university departments of history yielded data to analyze the present ambiguous position of regional history within the evolving discipline of American historical studies.

Portland State University has been engaged by the Facilities Planning Branch, Division of Engineering, Bonneville Power Administration, to collect background information, analyze current activities, and provide recommendations for greater Branch efficiencies, and the most timely service to its customers, based on current and projected resources and financial responsibilities. This information is to extend and compliment the efforts of an in-house systems integration team which initially addressed these issues. Historically the control of housing conditions was based upon a concern for the health of the community and was safeguarded by the enforced repair and improvement of substandard property. In the United Kingdom the high cost of repair eventually induced a policy based upon subsidy to both home owners and private landlords as the price of healthier housing. This paper outlines the process by which the legislative standards invoked to protect health were modified to distribute subsidy. In 1989 the standards are poised to become criteria for the measurement of poverty rather than the identification of unhealthy housing conditions. In …

This paper presents an overview of those parameters that define health aspects of rural and urban housing. It begins with a brief historical account of the major preoccupations faced by those concerned with environmental health. It then examines how dwelling hygiene and safety can be ensured by accounting for biological, chemical, engineering and physical parameters that are relevant to human health and well-being in residential quarters. The authors are at present engaged in a Swedish-Chinese interdisciplinary and crossectional project on housing and health in Beijing. This article is concerned with a literature review on the topic and general observations during two recent visits to China.

After some basic assumptions concerning high-rise dwellings, private space and life style, this paper contains explicit comparisons of the design, use and experience of traditional courtyard houses, flats in midrise and high-rise buildings as well as a comparisons of two vulnerable groups , i.e., children and elderly residents.

Housing, Health And Well-Being: An International Perspective, Gregory Goldstein, Robert Novick, Morris Schaefer

At present around 1,000 million people live in grossly inadequate housing, and 100 million have no shelter whatsoever. Adverse trends in housing status and environmental conditions threaten the health and well-being of additional millions of people world-wide. The relationships between housing and health are reviewed, with an emphasis on the house structure, sanitation, pollution, and overcrowding. Possible approaches to improved housing and municipal planning are examined, and the key requirements include new policies of municipal and national governments, intersectoral coordination, the mobilization and "enabling" of communities, and strengthened environmental health services.

Utopia And Bureaucracy: The Fall Of Rajneeshpuram, Oregon, Carl Abbott

During 1981-1985, the followers of Bhagwan Shree Rajneesh built a large utopian community in eastern Oregon's solitude and named it Rajneeshpuram. While Rajneeshpuram appeared to be physically isolated and removed from government intervention, it was actually embedded in a dense system of laws and bureaucratic regulations, quite within reach of local, state, and national bureaucracies. It was this ability of the local and state regulators to limit the development that was one of the major factors for the sudden collapse of Rajneeshpuram in the fall of 1985. GIS address-matching and overlay techniques can be used in the analysis of specialized transportation problems. These techniques enhance the spatial resolution of transportation services relative to the locations of potential users of the service. This allows planners to evaluate accessibility issues for identifiable user groups and thus make decisions about the feasibility of adjusting routes or schedules, or providing new services for these users. A case study focused on the commuter base of Oregon Health Sciences University is presented as an example of such an application.

Oregon Population Estimates and Reports

This report provides population estimates for Oregon and its counties and cities for the years 1980 through 1989. As mandated by Oregon law, the Center for Population Research and Census at Portland State University, acting on behalf of the State Board of Higher Education, annually estimates the July 1 population for each incorporated city and county in Oregon. These figures must be certified to the Secretary of State by December 15. When certified the population estimates are used in the allocation of certain state tax revenues to cities and counties.
