Economic development is one of the most important elements of an effective community development plan. Economic development can mean jobs for the community, as well as the development of new businesses and the enhancement of a city's tax base, which provides the funds to operate the government. Economic disparity between urban white America and urban black America is becoming more pronounced, whether in central cities, suburbs, or edge cities. African-American employment prospects have declined in central cities, increased slightly in suburbs, and increased substantially for the few African Americans living and working in edge cities. William Julius Wilson cites the decline in stable, higher-paying, blue-collar employment in the industrial cities throughout America. Others identify the changing structure of metropolitan employment as characterized by more rapid professional and white-collar employment growth in suburbs and edge cities and declining employment in central cities. One of the most striking things about the United States is the degree to which racial inequality remains a pervasive fact of life. Indeed, since the end of the 1960s the black-white gap in life chances (for example, jobs and income) has worsened for large segments of the black community. To persistently face high unemployment and declining income is especially troublesome in a capitalist economy like that in the United States, where goods and services are rationed by a harsh market and where there is, at best, a very modest social safety net. This subject is timely and important given the continuing crisis surrounding the social and economic development of black communities in urban America. Poverty, poor health, unemployment, inadequate housing, and other related concerns, will continue to plague black communities to a greater extent than other communities until effective and comprehensive economic development strategies can be developed and pursued.

The federal government should focus its policies towards economic development on areas in which the federal government has some unique advantages. Federal policy should: (1) discourage financial subsidies to specific large firms by state and local governments; (2) expand the federal role in economic development services in which national action has some special advantages, such as developing information on foreign markets, encouraging large national banks to be more involved in economic development, supporting the development of the "Information Superhighway," and encouraging new technology development; (3) provide modest support for state and local efforts to increase business productivity through technology extension …

Oregon Population Estimates and Reports

This report provides population estimates for Oregon and its counties and cities for the years 1980 through 1993. As mandated by Oregon law, the Center for Population Research and Census at Portland State University, acting on behalf of the State Board of Higher Education, annually estimates the July 1 population for each county and incorporated city in Oregon. These figures are certified on December 15. When certified, the population estimates are used in the allocation of certain state tax revenues to cities and counties.

Oregon's estimated July 1, 1993 population is 3,038,000 which represents about 1.2% of the United States …

The purpose of this study is twofold. The first part of the study is an analysis of the waste stream from a sample of seven Portland Public Schools. The second part of the study provides recommendations· for waste reduction, recycling opportunities and potential cost savings for the district. In order to receive the greatest benefits from waste reduction, it will be important to tie in recycling education with facilities management.

Cities exist because they serve two basic functions--to generate economic value and to sustain social and cultural values. In the most fundamental sense, the interaction of these two urban roles determines the growth of metropolitan areas and patterns of land use and settlement within those urban areas.

Within this framework of metropolitan functions, five factors have strongly affected American urban settlement patterns. The first section of this report briefly introduces these broad forces. "Creating Community Through Urban Gardening" represents the commitment of four individuals to assist the Oregon Food Bank (OFB) in its efforts to meet the food needs of the people of Oregon. The project was specifically designed to assist OFB in achieving its strategic goals which seek to "triple the amount of quality food acquired and made available to disadvantaged people" and to "impact the conditions underlying hunger and to promote the empowerment of disadvantaged people to achieve economic independence." There are twenty-eight formal Ontario Heritage Act “heritage conservation districts” currently in place in Ontario. Though some of these are now more than a decade old, little is known about how they have functioned. This study outlines the social and economic context out of which the Ontario Heritage Act was created and then examines a sample of four heritage conservation districts, including reviews of the district plans, field examinations of each district and interviews with the district administrators. This dissertation is a case study of the history of urban transportation policy in Portland, Oregon, between 1872 and 1970. The emphasis is on mass transit policy formulated and implemented by the private and public sectors as response to crises within both the local transit industry and the urban political economy. 'Environment' As A Social Concern: Democratising Public Arenas In Singapore?, Lily Kong

This paper explores the question of who defines the agenda of environmental concerns in Singapore. It argues that the state plays an inordinately large role in defining the agenda and implementing the solutions. Few other competing environmental agendas have been set in alternative public arenas. While this has worked generally well in Singapore, there are larger roles for environmental groups, businesses and industries, and other bodies to play. It is in the enlarged roles of these bodies that the hope for a greater democratization of public arenas in Singapore lies.

This is a case study of a federal bureaucracy and its Information Resource Management (IRM) organization. The Bonneville Power Administration (BPA), a federal power marketing agency and part of the Department of Energy, significantly impacts the western United States. BPA is responsible for developing electric power resources, transmission of electric resources, power conservation programs, and fish and wildlife programs.

The decline in property value can be due to owner's act or exogenous act from the operation of landfills. Landfill neighbors, especially home owners, perceive landfill operation to pose environmental safety problem such as ground water contamination and methane gas leakage that could affect home value.

Owners of landfills, especially those landfills that accept only dry waste (limited purpose landfill), claim that since their facilities meet the requirements of environmental regulations and the type of waste they accept could not possibly produce methane gas and leachate there is no property value impact of their facilities.
