This paper provides a vision of how accommodating such high growth may affect one rural residential area of the county, La Pine North. It will first draw a profile of La Pine North as it exists currently. Then, two possible futures for that space and its residents will be depicted. These futures represent the minimal and the most radical responses to the present and intensifying problem of nitrate/nitrogen pollution of ground water in the area. The continuing oppression and violation of human rights in Mexico is predicated on the abuse of executive power, suppression of the powers of the Comision Nacional de Derechos Humanos (the National Commission for the Protection of Human Rights), and the usurpation of the authority of the judiciary. This thesis conducts a comparative analysis of the protection of human rights under the Constitution of the United States, the German Basic Law, and the Constitution of Mexico. This project will analyze the current workforce development programs and services provided by Community Based Organizations (CBBs), Community Development Corporations (CDCs), community colleges, and the Workforce Development Board (formerly TPIC) in Multnomah and Washington counties. Documentation of the gaps and/or redundancies in the provision of workforce development will be provided to the Workforce Development Network (WDN) based upon service provider interviews and research on national models in workforce development. This documentation will be provided in three forms: as a database; as a resource directory; and as an analysis of the gaps in the current system.

Until recently, few have questioned the notion that the separation of uses in land use zoning is inherently correct. Many observers of the city are now suggesting that zoning, as it has been practiced in this country over the last 80 years, has created cities that are fractured and function poorly. Others propose that zoning should be reconsidered as a remedy for urban dysfunction. They suggest that the whole notion of zoning be rethought.

Geographic information systems (GIS) are being increasingly deployed by transportation agencies to help them display, review, and utilize data. The primary items of interest are transportation facilities and services, which may take the form of highways, airports, bus routes, and seaports, among others. Using GIS software, transportation facilities are represented as geometric shapes; i.e., points, lines, and areas. However, it is increasingly apparent to GIS users in the field of transportation that a geometry-based approach is not sufficient.

Projections indicate that the disparity in population numbers will widen further by the year 2025 when the global population is expected to be 8.5 billion, and at that time about 84% will be living in the developing countries (World Resources Institute, 1992). The greatest proportional increase will occur in Africa, where the population is projected to nearly triple, from a 1990 level of 642 million to 1.6 billion in 2025. Jamaica is currently experiencing the highest rate of deforestation in the world, with severe environmental consequences attendant to the loss of its ecologically significant forests. It also possesses extreme rural poverty and the intense need for development. In Jamaica, as throughout much of the tropics, peasant farmers are blamed as the primary agents of forest colonization. The purpose of this thesis, therefore, is to elucidate how the development and land use decisions of peasant farmers at a study site are constrained by external forces. Traditional ecological analyses of burglary have a number of shortcomings. First, break-ins occurring within a neighbourhood have been regarded as a solely the product of local residents. Second, the relationship between burglary and its determinants has been considered constant across space. Third, the data used in ecological analysis has been treated as statistically independent. Responding to contemporary urban changes and increasing social complexities, this research endeavours to determine whether recently arrived immigrants still follow residential configurations as prescribed by traditional urban ecological models or whether ethnic groups are displaying a new dispersed (i.e. ‘shot gun’) domiciliary pattern characterized by enclave scattering. A new conceptual model describing various spatial outcomes relative to primary destinations of initial immigrant settlement and subsequent relocation is developed according to propositions discussed in the literature review. This document presents a design for a Land Use Network. It is a starting point from which to build a network that connects, educates, and motivates stakeholders within the Johnson Creek Watershed to facilitate effective participation in the land use process. The Johnson Creek Watershed Council contracted the Watershed Network Group (WNG) to design the Network as a mechanism for organizing efforts to promote environmentally sound development throughout the watershed. The purpose of this study is to examine municipal involvement in international relations in the United States. This municipal phenomenon is occurring concurrently with both a shift away from the traditional nation-centric structure of international relations under the influence of globalism as well as a sharp decline in intergovernmental aid. One of the most important issues in Automated Highway System (AHS) deployment is intelligent vehicle control. While the technology to safely maneuver vehicles exists, the problem of making intelligent decisions to improve a single vehicle’s travel time and safety while optimizing the overall traffic flow is still a stumbling block. We propose an artificial intelligence technique called stochastic learning automata to design an intelligent vehicle path controller. Using the information obtained by on-board sensors and local communication modules, two automata are capable of learning the best possible (lateral and longitudinal) actions to avoid collisions. Sliding Mode For User Equilibrium Dynamic Traffic Routing Control, Pushkin Kachroo, Kaan Ozbay

Presents a solution to the user equilibrium dynamic traffic routing (DTR) problem for a point diversion case using feedback control methodology. The sliding mode control technique which is a robust control methodology applicable to nonlinear systems in canonical form is employed to solve the user equilibrium DTR problem. The canonical form for this problem is obtained by using a feedback linearization technique, and the uncertainties of the system are countered by using the sliding mode principle. Simulation results show promising results.

For the last fifty years, Boston’s Chinatown has been a shrinking community. Squeezed in by highways on two sides, its land is being gradually consumed by two medical institutions, Tufts University Medical School and New England Medical Center. During the last few decades, these two medical institutions have swallowed up nearly one third of the land in Boston’s Chinatown. Despite this, both medical institutions want more.
