When communities change economically, culturally, and politically, few institutions are expected to adapt and respond as quickly as are public schools. In part, this expectation is justifiable. Free and compulsory education is a cornerstone of modern democracy. But do we expect too much? Should our public schools, whose funding we always seem to begrudge, be expected to overcome issues of poverty, race, and language that other societal institutions struggle with unsuccessfully? Looks at the history of public education in Oregon, the functions it is presumed to fulfill, and public expectations. Examines the social and demographic factors affecting the makeup of public schools, and continued struggles over financing and mounting costs. Argues that schools and school administrations must work in partnership with the public to create schools that will be supported and successful.

Past and current planning efforts by the City of Portland, such as the South Park Blocks Urban Renewal Area and the West End plan, have sought to promote new mixed-use development through increasing the residential density and investment in the area. The West End plan focused primarily on the area north of SW Salmon Street and the urban renewal area currently does not have a standing advisory committee to represent the Downtown neighborhood’s interests. Small Cities Blues: Looking For Growth Factors In Small And Medium-Sized Cities, George A. Erickcek, Hannah J. Mckinney

The purpose of this exploratory study is to attempt to identify particular public policies which have the potential to increase the economic viability of smaller metropolitan areas and cities. We identify characteristics associated with smaller metro areas that performed better-than-expected (winners) and worse-than-expected (losers) during the 1990s, given their resources, industrial mix, and location as of 1990. Once these characteristics have been identified, we look for evidence that public policy choices may have promoted and enhanced a metro area's ability to succeed and to regain control of its own economic destiny. Despite historically low interest rates, organizations across the nation have become increasingly concerned about the impacts of regulatory constraints and anti-growth sentiments on the availability and cost of housing. This concern is by no means limited to a few “high cost” areas like Boston and San Francisco. It can also be found in Iowa City, where new single-family houses were recently selling from $150,000 to $375,000 (prices readily considered affordable in many larger metropolitan areas) and even in rural areas where spill-over growth and “drive to qualify” solve the commuter’s affordability problem while creating unforeseen affordability problems for the rural …

Examines the effectiveness of vehicle buy-back programs such as the Bay Area Quality Management District's vehicle buy-back program, the largest publicly-funded scrapping program in the country. Attempts to identify who participates in such programs, and what the effects of participation are on efforts to reduce the amount of pollution generated by older vehicles.

During World War II the Hanford Nuclear Reservation was one of several secret sites where the first nuclear bombs were built. This 586 square mile site was part of the land designated for the First Nations in the Treaty of 1855. This land was to be returned to the First Nations after it had been cleaned by the U.S. government. In 1994, after decades of contamination, the U.S. Department of Energy and other government agencies setup a board to advice on cleaning up of the site. The Hanford Advisory Board was to utilize a facilitator to assist the board members …

School District Enrollment Forecast Reports
This is the fourth annual report prepared by the Population Research Center (PRC) forecasting future enrollments for the Portland Public Schools (PPS). Previous annual reports were based on October 1999, 2000, 2001, and 2002 enrollments; this report considers October 2003 PPS enrollments. This report provides a district-wide Enrollment Forecast, Enrollment Forecasts for individual schools, and demographic information for Portland Public Schools. The report considers several factors that are likely to affect the school district's enrollments between the October 2003 and 2015, including the future number of births, net migrants, and the proportion of school-age children and youth enrolled in the …
