This report presents the results of a study conducted by the Population Research Center (PRC) to address the long-range planning needs of the Gresham-Barlow School District (“District”). It provides annual enrollment projections by grade for the District's eleven elementary and five middle school attendance areas from 2006 to 2015. It also provides annual enrollment projections by grade for elementary and middle schools. The projections correspond to the medium growth District-wide scenario developed by PRC in the 2004 study. The Gateway Gardens Site Analysis takes a comprehensive look at a largely-vacant land area in Portland’s Gateway District. Currently owned by the Oregon Department of Transportation (ODOT), the 38-acre site currently serves as right-of-way for surrounding freeways, namely Interstates 84 and 205.

The project team developed a sequential process for completing this report. To gain an understanding of the project site, the initial step consisted of identifying key historical events and land uses that formed the site into what it is today. Redrawing The Color Line : A Case Study Of The Alliance Of Minority Chambers Of Commerce In Portland, Oregon, Francisca Inez Trujillo-Dalbey

This study focused on a minority coalition formed in 2002 to secure municipal parking lot contracts in the City of Portland, Oregon. It is grounded in Bates and Howell's (1998) theory of barriers to minority entrepreneurship. The minority group's actions are applied to Butler (1991), Prabhu (1999), and Dees' (2001) theory of social entrepreneurship. The formation of the coalition provides empirical support for Allport (195411979) and Pettigrew's (1998) positive intergroup contact theory.

The creation of minority group coalitions for community economic development purposes, using the chamber of commerce structure, adds to the community economic development literature. Further, the intercultural communication …

To address the negative environmental, political, and social consequences of the dominant, industrialized global food system, communities around the world have developed goals and values underlying a sustainable food system. Conceptualizing food production, distribution, and consumption as systems helps clarify the ways food affects social and natural environments, with the distribution element as the critical juncture where the product reaches the consumer. Urban food systems are a particularly important environment in which to study movements toward sustainability. Part of every UNLV engineering student’s academic experience, the senior design project stimulates engineering innovation and entrepreneurship. Each student in their senior year chooses, plans, designs and prototypes a product in this required element of the curriculum. A capstone to the student’s educational career, the senior design project encourages the student to use everything learned in the engineering program to create a practical, real world solution to an engineering challenge.

The case study describes a successful smart growth initiative in the town of Amherst, Massachusetts, at an intersection known as Atkins Corner. The initiative grew from two motivating factors: the necessity of realigning Route 116, a major north-to-south artery through the town, to decrease traffic accidents at the intersection and improve pedestrian safety; and a desire on the part of Hampshire College and the Town to create a village center at the intersection. This bibliography summarizes fourteen studies of interlocal collaboration in fire and/or police services. It directs scholars to research materials that examine the patterns of cooperation and relative financial and other advantages (if any) of contracting out these services to other governments. It also includes studies related to the consolidation of police and fire services. Though not exhaustive, this collection of studies includes materials from different time periods and with diverse approaches.

The exploration of urban-environmental changes and how those transformations co-vary with observed socio-economic realities is currently a major research initiative in geography. To that end, this thesis develops an urban-environmental assessment regime that examines how environmental change co-varies with observed socio-economic conditions. Research has demonstrated existing linkages between observed conditions in regard to socio-economic status (SES) and a particular greenness index, as represented by, normal difference vegetation index (NDVI). However, a gap within the literature has been identified concerning the current methodologies that propose to predict SES using remotely sensed data. In recent years there has been a growing interest in using land use planning to reduce reliance on the automobile long-term, through ideas such as smart growth, New Urbanism, pedestrian pockets, and transit-oriented development (TODs). Many growing regions throughout the United States, are turning to these concepts to address problems of traffic congestion and suburban sprawl. However, the effectiveness of such policies in reducing automobile travel and improving livability is largely unknown. The North Santiam School District (NSSD) covers about 100 square miles of Marion and Linn Counties in Western Oregon, and includes the communities of Lyons, Mehama, Stayton, and Sublimity. The area served by the District has experienced sustained growth in population, housing, and public school enrollment in recent years. This report presents the results of a forecast conducted by the Portland State University Population Research Center (PRC) indicating that NSSD enrollment will continue to grow during the next twenty years. The Population Research Center has prepared district-wide and individual school Enrollment Forecasts for the Portland Public Schools (PPS) for the past 7 years. This year’s forecast relies on October 2005 PPS enrollment figures. It considers several factors that are likely to affect the school district's enrollments between the October 2005 and 2015, including the future number of births, net migrants, and the proportion of school-age children and youth enrolled in the public schools. The Hillsboro School District (HSD) has experienced enrollment growth throughout the 1990s and 2000s. This report presents the results of a forecast conducted by the Portland State University Population Research Center (PRC) indicating that HSD enrollment will continue to grow during the next ten years. PRC’s methodology links enrollment trends with population dynamics and housing development. Population and housing are closely related to employment levels. By itself, the District’s past growth is no guarantee of future long-term growth, but in the context of expected employment, population, and housing growth, enrollment is likely to continue to increase at all grade levels. …

This is a reflective essay on the ways in which community-based learning (CBL) enriches the work life of a faculty member who retains working-class roots and an interest in social justice. Using examples from courses and applied research on community development, housing, ,:and poverty, the essay explains how meaningful relationships with community organizations act as a counter-balance to the isolation of an academic career. It also discusses the value of community-based learning when teaching about social justice themes.

If what they say is true, that first impressions are always the most important, then the city of Norfolk, Virginia could impress anyone. The Norfolk Botanical Garden began as approximately 30 acres surrounding Mirror Lake, adjacent to the proposed Norfolk Municipal Airport in 1938. Today the Garden consists of 158 acres that include a variety of garden styles, manmade canals, and extensive educational facilities. It serves as the first and last view visitors have of Norfolk. This work is an update to the Regional Economic Indicators: Business and Innovation Climate report that was issued in August 2004. Although many of the same economic indicators are used in the analyses, there is a major difference between the two reports. The August 2004 release had a broad focus on the overall business climate in 36 comparable metro areas. The result was a single index—business and innovation climate. In this report, we focus almost exclusively on innovation and entrepreneurship, each with its own index.

Empirical studies on the link between land use characteristics and travel behavior may generate biased estimates when the choice of residential locations is influenced by mode preference (i.e., residential self-selection). Without appropriately addressing this matter, the effects of land use characteristics on travel behavior may be overestimated. This study aims specifically to address the residential self-selection problem related to transit service. It also aims to take into account the effects of density and transit service at the origin and destination on mode choice because the level of transit service is often correlated with density.
