The study of accessibility is commonly utilized to further the social equity debate. However, the accessibility literature is ingrained with, and perpetuates, a form of spatial error; aggregation error. The presence of this spatial error severely hinders the applicability of accessibility research in the study of our environment. This thesis seeks to eliminate forms of spatial error from the study of accessibility through the use of comprehensive high resolution spatial information. The university satellite campus is a recent planning instrument used to revitalize struggling downtown cores. The satellite model, however, is not without controversy. To gain an insight into the debate, this study focuses on the perceptions of groups involved in bringing the Lyle S. Hallman Faculty of Social Work satellite campus to downtown Kitchener, Ontario. Urban sprawl continues to advance further and further into the countryside, as individuals trade cramped urban spaces for much larger rural lots and longer commutes to work. This increased sprawl permanently converts productive agricultural land to urban uses, especially in regions surrounding rapidly expanding cities. It is for this reason that farmland preservation has become a significant issue for policy officials in recent decades. According to the literature, there are numerous methods of protecting prime agricultural land in the face of urbanization; however there are few studies that focus on how these different policy techniques affect farmers. The purpose of this study is to provide a detailed examination and analysis of neighborhood satisfaction determinants among residents living within defended and defensible gated communities in the United States. The study considers whether there are significant differences in the determinants at national or regional levels and whether there are significant differences within the components of individual household characteristics, neighborhood quality characteristics, or both.

The theoretical framework and model for neighborhood satisfaction used with this study is based on a modified model of Lu's work on neighborhood satisfaction (1999, pp. 78-79) and residential mobility (1996) that were based on Speare's …

PlanPDX worked to assess existing district conditions and assist in the development of goals for the district that could inform and guide future improvement efforts. Utilizing a variety of research methods including community outreach efforts, in-person interviews, technical analysis and organizing two well-attended community workshops, the Vision Team and PlanPDX successfully generated a set of recommendations for Main Street Park Rose. The rapid growth of Las Vegas has resulted in negative consequences for the health of its residents to a level that threatens the area’s sustainability. This article reviews key indicators of population health in Las Vegas through the framework of the US Centers for Disease Control and Prevention’s Healthy People in Healthy Places and concludes that public health professionals, citizens, businesses, and political leaders must act now to protect and improve population health.

The Placeworx project is an innovative community-university partnership between the University of Illinois at Chicago and the Mexican Fine Arts Center Museum located in Pilsen, the heart of Chicago's Mexican community. This field report describes a participatory research initiative that created opportunities and spaces for young people to creatively participate in planning the future of their community. The Placeworx project offers a model for engaging and empowering young participants. In 1997 the Richmond Redevelopment and Housing Authority received a HOPE VI grant from the U.S. Department of Housing and Urban Development in the amount of $26.9 million to revitalize the Blackwell scattered site public housing community. The mixed income approach of HOPE VI calls for a reduction of public housing units, thus requiring all households to relocate to other neighborhoods. This research analyzed socioeconomic data to examine the relocation of households, assess whether they moved to better neighborhoods, and compare them to other poor households. While many people both inside and outside Oregon envision the state as a place of picturesque coastal bluffs, mountain ranges, the Columbia River Gorge, and oldgrowth forests, the population is primarily urban. It has been for many decades. In 2000, three-quarters of Oregon’s 3.4 million residents lived in towns and cities. Almost one-half of Oregon’s population lived in the metropolitan Portland area. This paper offers an overview of population dynamics in the Portland-Vancouver metropolitan area, which includes five of Oregon’s thirty-six counties–Clackamas, Columbia, Multnomah, Washington, and Yamhill–and Clark County in the state of Washington. This article explores the politics of urban growth in a transitional society. Korea, which is experiencing rapid industrialization, urbanization and democratic transition exemplifies a set of conditions that may seem to favor the emergence of an urban growth politics and business-led growth coalition much like that found in urban areas at the time of industrialization, and still prevalent in much of the US and other western democracies today. Regional cost-of-living differences affect the quality of life that individuals and families experience in different metropolitan areas. Yet, lack of metropolitan cost-of-living indexes has left analysts without the ability to make accurate cost-of-living adjustments to measures of economic wellbeing. This paper evaluates alternative approaches to cost-of-living measurement and then applies the ACCRA cost-of-living index to various US metropolitan area datasets, including median household income, the number of people living in poverty, and family eligibility for the Free and Reduced Price School Lunch and Head Start programes to illustrate some of the policy impacts of adjusting economic indicators of wellbeing for …

The Tigard-Tualatin School District (TTSD) enrolled 12,300 students in Fall 2006, an increase of 167 students (1.4 percent) from Fall 2005. Growth was concentrated in the elementary grades (K-5), which grew by 195 students (3.6 percent) between Fall 2005 and Fall 2006. This report presents the results of a demographic study conducted by the Portland State University Population Research Center (PRC). The study includes analysis of population, housing and enrollment trends affecting the District in recent years, estimates of the impacts of new housing development on TTSD enrollment, and forecasts of district-wide and individual school enrollments for the 2007-08 to …

Using Ordinary Least Squares (OLS) regression analysis, this study attempts to capture variation in dropout rates across Virginia counties and cities. With the respective dropout rates as the dependent variable, seven independent variables are used accordingly in order to provide as much explanatory power as possible. At the 10 percent significance level, four of seven variables are statistically significant with an adjusted R2 of .374. Important policy implications can be derived from the model and its statistically significant variables. In August 2006, Cleveland State University was asked to conduct an initial assessment of the Cuyahoga County Commissioners' Report and Recommendations on Foreclosure that would assist the county in planning for future phases of the project. This report presents the findings of this initial assessment of the first 18 months of the initiative. It documents the process undertaken by the county, assesses the progress made toward reaching goals, identifies successes and concerns, and offers some preliminary recommendations about program operations. It also offers suggestions for a more formal evaluation process going forward

Across New England communities have been experiencing a rapid outward surge of development away from our community and downtown centers. Effects of sprawl include a loss of wildlife habitat, farm and timber lands; increased costs of community services and higher taxes; auto-dependency, longer commutes, and increased congestion; increases in air and water pollution; a sedentary lifestyle and increased obesity; and losses to one’s sense of place and social ties.

School District Enrollment Forecast Reports

The area served by the Three Rivers School District (TRSD) has experienced population and housing growth in recent years, but the District’s K-12 school enrollment in 2006-07 is 17 percent lower than its 1995-96 peak. Total K-12 enrollment has fallen in each of the past 11 years and is now lower than in any of the past 30 years. Losses have been greatest in the elementary grades (K-5), which enroll 27 percent fewer students than in 1996-97. The middle grades (6-8) have lost 20 percent in enrollment during the same period, while the high school grades (9-12) have lost only …

Six years ago, Rochester, NY Mayor William A. Johnson contracted with the consulting firm Idea Connection Systems (ICS) to create a program then called Biracial Partnerships for Community Progress. Since that time over 400 leaders from all areas of the Rochester community have participated. ICS has established this program, since renamed the Mosaic Partnerships Program, in several cities.
