Forest Grove School District: Enrollment Forecasts 2007-08 To 2011-12, Portland State University. Population Research Center
School District Enrollment Forecast Reports
The Forest Grove School District (FGSD) enrolled 6,102 students in Fall 2006, an increase of 175 students (3.0 percent) from Fall 2005. Growth was concentrated in the high school grades (9-12), which grew by 101 students (5.5 percent), and elementary grades, which gained 66 students (2.9 percent) between Fall 2005 and Fall 2006. This report presents the results of a demographic study conducted by the Portland State University Population Research Center (PRC). The study includes analysis of population, housing and enrollment trends affecting the District in recent years, estimates of the impacts of new housing development on FGSD enrollment, and …

New and small firms make two indispensable contributions to the American economy: they generate change and competition through market structure changes and they are an essential vehicle by which hundreds of thousands of individuals enter the economic mainstream of American society. Small business formation is hailed as the "engine for economic growth," contributing more than 60 percent of net new jobs in the United States. The central issue of this dissertation is to understand the extent to which entrepreneurs are helped by government agency programs in assembling resources that contribute to the performance of new firms.

Although a multiplicity of local governments is often regarded as promoting efficiency in the supply of public services, political fragmentation can generate economies of scale and externality problems. Several exogenous solutions, including the creation of overlapping districts governments, consolidation of existing units and establishment of a metropolitan government, or direct state or federal intervention, have been offered. We argue that cooperative governance offers a potential endogenous solution to this dilemma. By combining transaction cost and social exchange theories within the institutional collective action framework, we investigate how local governments themselves address inefficiencies from externalities and economies of scale. Performing Tourism In Venice: Local Residents In Focus, Bernadette Quinn

In contrast to the growing literature on tourist mobility as a performed art, relatively little attention has been paid to resident mobility in tourism places. This paper examines how residents encounter tourists using the concept of tourism as a performance. Drawing on the case of the historic city-center of Venice in northeastern Italy, it explores the spatialities produced through the embodied practices of local mobilities. The paper finds that their movements demonstrated a marked degree of agency. It concludes by arguing that the concept of tourism as performance affords useful insights into how local residents are proactively and intricately involved …

One And A Half Decades Of Apartment Loss And Condominium Growth: Changes In Chicago's Residential Building Stock, Center For Urban Research And Learning, Julie Lynn Davis, David F. Merriman

We use data from the Cook County Assessor to document the decline in Chicago apartments and growth in condominium units from 1989 to 2004. While the total number of housing units in Chicago remained approximately constant at a little over one million, we find that at least 44,637 and perhaps as many as 97,894 apartment units were removed from Chicago’s housing stock during this period. Over the same period 102,408 condominium units have been added to the housing stock. The promotion of homeownership opportunities represents an important approach used by localities to support the revitalization of deteriorated urban neighborhoods. Homeownership is associated with a variety of social and economic benefits to the homeowner including increased residential stability and equity accumulation. The introduction of new homeownership opportunities into a deteriorated urban neighborhood as part of local public policy is intended to capitalize upon the anticipated positive social and economic outcomes. Since the Oregon Trail School District (OTSD) was formed in 1997, overall K-12 enrollment has changed very little, with very small increases or decreases in most years. The K-12 total of 4,164 in 2006-07 is 164 students (3 percent) below the 1998-99 peak, but nearly identical to the total seven years ago in 1999-2000. After a period of sustained enrollment growth from the late 1980s through the 1997-98 school year, total enrollment in the Junction City School District (JCSD) has fallen in eight of the past nine years. During the period, all schools have lost enrollment, and the K-12 total has decreased by 248 students, from 2,083 in 1997-98 to 1,835 in 2006-07. This report presents Enrollment Forecasts prepared by the Portland State University Population Research Center (PRC) exploring three possible scenarios for JCSD enrollment during the next five years, each with a unique assumption about the pace of expected housing development.

Jefferson Village is an incorporated municipality in Northeastern Ohio, with a population in 2000 of about 4000 residents. Originally founded in 1803 and incorporated in 1836, the Village has been the county seat for Ashtabula County since 1807. The Village is centrally located in Ashtabula County, 10 miles south of Lake Erie, and 10 miles west of the Pennsylvania border. This study uses several indicators to measure the strengths and weaknesses of the high-tech sector in Northeast Ohio (NEO) in comparison to the U.S. High-tech industries are analyzed in terms of employment, average wage, gross regional product (output), and productivity. High-tech occupations are analyzed in terms of employment. Research and development activity is analyzed by examining trends in industry R&D funding and academic R&D expenditures.

Explaining Local Government Cooperation On Public Works: Evidence From Michigan, Kelly Leroux, Jered B. Carr
Working Group on Interlocal Services Cooperation
In recent years, analysts have begun to study cooperation on public services among local governments. These studies have often concluded that services with scale economies are likely candidates for shared service delivery. This article contributes to the emerging literature on this topic by examining interlocal service arrangements for ten public works services in Michigan. Despite the fact that public works exhibit substantial scale economies, many local governments do not cooperate on these services. Empirical studies of local government contracting suggest four groups of factors that may help explain why local governments opt to collaborate on public services: local economic factors, …
