Development in the urban and metropolitan context continues to be a vibrant area of scholarship and debate in the social sciences. This study continues and augments this research by examining two overarching issues: first, how development at the local level is impacted by fragmented political structures and inter-municipal relations, and second, the extent to which local, non-profit organizations and state agencies whose policies involve land-use planning and environmental conservation, are addressing issues of uneven- and parochial-centered development as a by-product of political fragmentation.

Vision Zero Oregon (VZO) is a street safety philosophy that aims to create streets where no one will be killed or seriously injured. Vision Zero Oregon prioritizes road safety above all else. Every life is worth more than an increase in speeds or road capacity for vehicles. The broad question is has the leisure space in the city adapted toreflect the increasingly multicultural Dublin population? Microscopic traffic simulation (MTS) is a cost-effective approach for the evaluation of traffic conditions in urban highways networks. In MTS models, traffic demand that is entered into the network is specified by one or several Origin-Destination (O-D) matrices. A major challenge in the application of MTS for large urban networks is the specification of the O-D matrices. This dissertation proposes a methodology that may be used to transform a O-D matrix from a transportation planning model (which is based on Traffic Analysis Zone, or TAZ, and is readily available) into a O-D matrix for a MTS model (which is traffic …

A two-pronged process, AmplifyPDX required managing two parallel and concurrent but mutually informative processes: creation of the Community Assessment Workbook as well as implementation of the Workbook in a particular community. To develop the Workbook, Mosaic Planning Group conducted a literature review, assembled an Advisory Committee and interviewed key informants with expertise on neighborhood planning, community organizing, and the Portland metropolitan region. Finally, in order to develop a user-friendly and effective community assessment workbook, Mosaic Planning Group tested certain elements of the Workbook in the Southeast Portland neighborhoods of Brentwood-Darlington and Woodstock. In December 2010, City Council passed Resolution 2261 which directed the City’s Committee for Citizen Involvement (CCI) to prepare a more formal action plan for smart growth and sustainability. Emerald Solutions, a team of Portland State Master’s students, was tasked with furthering these efforts by completing a Sustainability and Smart Growth Pilot Plan for the Town Center Pilot Area (TCPA). The plan works to develop a complete concept, structure, and community outreach process that will guide the City in the creation of a broader, citywide plan. This project was conducted under the supervision of Sumner Sharpe and Ellen Bassett.

Realizing public goals of an inclusive and vibrant society requires an advocacy approach to urban planning and economic development. Adelante Planning outlines strategies based on research and case studies to successfully implement a Mercado as an economic development and business incubation strategy for Portland’s Latino community. A Mercado is a strategic planning approach targeted toward Latino populations and other minorities, particularly in gentrifying locations of the Portland Metro region.

In the Fall of 2009, the Center for Puerto Rican Studies (CENTRO) undertook the Centro Cultural Competence Initiative (CCI) with the support of a one-year grant from the U.S. Department of Education’s Fund for the Improvement of Postsecondary Education (FIPSE). The goal of the CCI is to address the need for culturally appropriate work in a variety of professions by training students to be culturally competent practitioners. Spray-painted atop an old tenement building in the East Village of Manhattan is a large fossilized graffiti image of a tyrannosaurus rex that reads: “NYC EATS ITS YOUNG.” With its ribs exposed and mouth open, this image represents symbolically what many young people in the neighborhood already know intimately and have experienced: New York City (NYC) is not an easy place to grow up. Their social safety nets are being dismantled and the public institutions they rely on every day often fail them. Food insecurity is defined as “a household‐level economic and social condition of limited or uncertain access to adequate food” (USDA Economic Research Service 2009). Low‐income households tend to be food insecure for many reasons. The first and most obvious would be the access to monetary resources. If a household does not have a sufficient income, it is difficult to keep an adequate amount of food for all household members at all times. Another reason would be that many low‐income households cannot afford a car and/or do not have easy access to public transportation or reliable private transportation.

This study contributes to the literature on national long-distance travel demand modeling by providing an analysis of households' annual destination choices and time allocation patterns for long-distance leisure travel purposes. An annual vacation destination choice and time allocation model is formulated to simultaneously predict the different destinations that a household visits and the time it spends on each of these visited destinations, in a year. The model takes the form of a Multiple Discrete-Continuous Extreme Value (MDCEV) structure (Bhat, 2005; Bhat, 2008). Nationwide, approximately 30% of children consume fast food on a typical day, and caloric intake from fast food has increased fivefold over the past three decades. Our analysis adds to a growing body of public health and planning research through a geospatial analysis of fast food restaurants in Santa Clara County, California. We selected 41 high schools, representing 97% of enrollment in the county, and examined proximity to fast food restaurants within 400 meters (437 yards) and 800 meters (875 yards) of the schools. Our results indicate that fast food restaurants are clustered near high schools with higher obesity rates. …

This research focuses primarily on the analysis of exit ramp performance related to safety and operations. The safety analysis focuses on the impacts of different exit ramp types for freeway diverge areas and different factors contributing to the crashes that occur on the exit ramp sections. The operational analysis is based mainly on simulations by TSIS-CORSIM. Different ramp effects and guidance for selecting optimal exit ramp type are concluded. Issues related to ramp sections and crossroad sections are also demonstrated. Minimum ramp length and minimum distance between ramp terminal and downstream or upstream intersections are calculated. This study is primarily about the theory of uneven geographical development. In an era when it is proclaimed that, through globalization, the world has become flat, the unevenness of economic and social development is often overlooked or suppressed. As the nexus between global and local processes, the urban space often becomes the site of conflict between those defining the hegemonic narrative of the space, from a global and flat perspective; and those experiencing heterogenous local narratives, whose uneven positions are reinforced by this hegemonic narrative.

Across the country and world, cities are building urban greenways to achieve environmental, economic, and social objectives. Greenways are recreational trails that provide functions beyond recreation, such as stormwater management, economic development, community development, and aesthetic improvements. A plan to build an urban greenway in downtown Tampa is underway. The greenway is proposed to be built underneath and adjacent to the Selmon Expressway, in conjunction with a widening and redecking project. A feasibility study was performed and approved by the Hillsborough County Metropolitan Planning Organization; now the biggest hurdle standing in the way of the Selmon Greenway is finding funding. …
