No. 13: The State Of Food Insecurity In Harare, Zimbabwe, Godfrey Tawodzera, Lazarus Zanamwe, Jonathan Crush Jan 2012

No. 13: The State Of Food Insecurity In Harare, Zimbabwe, Godfrey Tawodzera, Lazarus Zanamwe, Jonathan Crush

African Food Security Urban Network

Harare is at the epicentre of the economic meltdown and political crisis that has devastated Zimbabwe over the last decade and led to a mass exodus from the country. Those who remained in Zimbabwe’s largest city and capital endured unprecedented hardship as the formal economy collapsed, unemployment soared and poverty deepened. Household surveys conducted in Harare with official sanction between 2003 and 2009 appear to demonstrate that food insecurity was not a particularly serious problem, a conclusion sharply at odds with reality. In 2008, at the height of the crisis, AFSUN therefore implemented its own baseline food security survey in …

Public Housing Transformation And Crime: Making The Case For Responsible Relocation, Susan J. Popkin, Michael J. Rich, Leah Hendey, Chris Hayes, Joe Parilla, George C. Galster

Urban Studies and Planning Faculty Research Publications

The research in this article examines the effect on crime rates of public housing transformation in Atlanta and Chicago, focusing on the neighborhoods receiving households relocated with housing vouchers. Modeling the complex relationship between voucher holder locations and crime, using quarterly data, our analysis found that crime rates fell substantially in neighborhoods with public housing demolition, whereas destination neighborhoods experienced a much lesser effect than popular accounts imply. Nevertheless, on average, negative effects emerge for some neighborhoods with modest or high densities of relocated households compared with conditions in areas without relocated households. Overall, we estimate small net decreases citywide …

Environment, Economy, And Equity: Can We Find A Language For Fairness In Regional Planning?, John Provo, Jill Fuglister Jan 2012

Environment, Economy, And Equity: Can We Find A Language For Fairness In Regional Planning?, John Provo, Jill Fuglister

Institute of Metropolitan Studies Publications

Metropolitan Portland is often cited as a model for regional planning and growth management. In the 19905, both academics and the popular press "discovered" the Portland region, connecting our quality of life--vibrant urban places, natural beauty, and healthy economy--with our unique forms of regional cooperation and land use planning. Metropolitan Portland became the avatar of an emerging New Regionalism, a movement characterized not only by its spatial nature, but also by an interest in holistic solutions integrating a variety of issue areas. One central tenant of this movement is the ability of regional policies to address growing inequities and inefficiencies …

Critical Issues 2005, Craig Wollner, Deborah Elliott

Institute of Metropolitan Studies Publications

Biennially, the Institute of Portland Metropolitan Studies (IMS) undertakes to identify the most compelling concerns, problems, and dilemmas facing citizens of the Portland metropolitan region. The region is defined as Clackamas, Colwnbia, Multnomah, Washington, and Yamhill Counties and Clark County in Washington. IMS staff analyzes the results of two Critical Issues list surveys, one of area residents at large conducted by the Survey Research Laboratory (SRL) of Portland State University (pSU), and the other a mail survey of regional opinion leaders. The opinion leaders are elected and appointed officials serving in jurisdictions throughout the six-county metropolitan region, academic experts in …

Trade, Transportation, And Freight Mobility: Invest Now Or Pay Later?, Eric Jessup Jan 2012

Trade, Transportation, And Freight Mobility: Invest Now Or Pay Later?, Eric Jessup

Institute of Metropolitan Studies Publications

An efficient multi-modal transportation system that out-performs other international gateway cities will provide a regional. competitive advantage. Achieving this goal requires a strategic plan and a concerted effort based upon access to accurate, timely, relevant data and investment prioritization that maximizes efficient utilization of limited resources. Once a plan is developed, the public must buy-in, a process that involves an educational and information exchange function where public-private benefits are enumerated, understood, and presented to voters, legislative bodies, lobbyist, and state policymakers in a clear, convincing manner. This process applies any time in history but is especially important given the current …

Responding To The Mortgage Crisis: Three Cleveland Examples, W. Dennis Keating, Kermit J. Lind Jan 2012

Responding To The Mortgage Crisis: Three Cleveland Examples, W. Dennis Keating, Kermit J. Lind

Law Faculty Articles and Essays

Just as SVD [Slavic Village Development] fought back against predatory lending, mortgage fraud, and speculator flipping, the City of Cleveland and Cuyahoga County also sought to prevent these practices and stem the rising tide of foreclosures. This included legislation, litigation, and homeowner counseling. This article will focus on three examples of the response to the mortgage crisis in Cleveland: the Cleveland Housing Court, the Cuyahoga County Land Reutilization Corporation (land bank), and community development corporations (CDCs) and local intermediaries (namely, the Cleveland Housing Network (CHN) and Neighborhood Progress, Inc. (NPI)). Each of these entities has developed initiatives aimed at the …

Talent, Place, And Prosperity: Metro Portland's Changing Labor Market And Economic Outlook, Joseph Cortright

Institute of Metropolitan Studies Publications

After three years of a sluggish national economy, it looks as if we may be poised to grow again. Although the Portland economy benefited mightily from the boom of the 19905, it was harder hit than the nation as ? whole during the 2001 recession and the "job-loss" recovery that followed. What is the outlook for growth in the region in the years ahead? In particular, how will our labor market influence growth opportunities? This article examines changes in national and local labor markets and the role of migration in shaping Portland's economic opportunities. It identifies some key challenges and …

Changing Climate, Changing Behavior: An Interview With Angus Duncan, Michael Burnham Jan 2012

Changing Climate, Changing Behavior: An Interview With Angus Duncan, Michael Burnham

Institute of Metropolitan Studies Publications

In a 2010 report, the Oregon Legislature-created Oregon Global Warming Commission (OGWC) stated "with confidence" that human activities were primarily responsible for a 1.5 degree Fahrenheit increase in 20th century temperatures in the Pacific Northwest. Transportation and electricity were responsible for about 70 percent of Oregon's greenhouse gas emissions during the 2003-2007 period of study, while agriculture, waste, combustion, leakage, and other sources were responsible for the balance of emissions. Metroscape's Michael Burnham sat down with OGWC Chairman Angus Duncan recently to discuss the commission's work and how a warming world might affect the metropolitan Portland area economically, socially, and …

Periodic Atlas Of The Metroscape: Planning For Our Aging Society, Alan Kenneth Delatorre, Tomoko Delatorre, Margaret Neal, Paula C. Carder, Jenny Weinstein, Michael Deshane, Keren Brown Wilson

Institute of Metropolitan Studies Publications

The fact that the U.S. is aging is not new; many headlines in 2011, while not heralding the coming of the Boomers, were related to the demographic phenomenon of population aging, including those concerning the government's failed efforts to find solutions to budget deficits, questions pertaining to the future solvency of Social Security, and the extended debate over our nation's health care system. The aging population presents both challenges and opportunities for our region, state, and country in the coming years. The challenge for leaders and policymakers now is to better understand the dynamics that we are facing and to …

City Of Brick And Stone : New York And Hanover Square From Settlement To Revolution, 1626-1783, Jeffrey Heymann Knaack

Legacy Theses & Dissertations (2009 - 2024)

As the only city occupied for the duration of the American Revolution, 1776-1783, New York City has been the subject of numerous studies that have sought to evaluate the nature of the British occupation, its significance militarily and culturally, its impact on the populace, and the loyal or rebel character of the population. In general, these studies single out specific individuals or groups; themes or trends; or attempt to place the story of New York City during the American Revolution in the greater context of the founding of a nation and the development of a people. The character and impact …

The Work Of The Urban Commons: Limited-Equity Cooperatives In Washington, D.C., Amanda Huron Jan 2012

The Work Of The Urban Commons: Limited-Equity Cooperatives In Washington, D.C., Amanda Huron

Dissertations, Theses, and Capstone Projects

This research theorizes the work of the urban commons through close examination of a group of ten limited-equity housing cooperatives in Washington, D.C. Limited-equity co-ops, or LECs, are a noncommodified resource that is collectively owned and maintained by their members. I argue that LECs are a manifestation of the commons, and that they represent a specific form of the commons - the urban commons. In this research, I ask: how does the urban commons - as manifested in this case by limited-equity housing cooperatives - function? The commons, as I theorize it, is a space that both provides a basis …

A Case Study Of The Baldock Restoration Project, Andrée Tremoulet, Ellen M. Bassett Jan 2012

A Case Study Of The Baldock Restoration Project, Andrée Tremoulet, Ellen M. Bassett

Urban Studies and Planning Faculty Publications and Presentations

Since the 1980s, homelessness has become an increasingly visible and seemingly intransigent part of American society. It affects not only those who experience it directly, as a condition in their own lives, but also a broad spectrum of interests that deal with its effects. One such interest is owners and managers of public land, where homeless individuals commonly seek refuge, sometimes forming communities. Although their business may be transportation, natural resources management, recreation or some other public service, managers of public land are called upon to deal with this complex environmental, legal and human problem. This is a case study …

Responding To Foreclosures In Cuyahoga County 2011 Evaluation Report, Kathryn W. Hexter, Molly Schnoke Jan 2012

Responding To Foreclosures In Cuyahoga County 2011 Evaluation Report, Kathryn W. Hexter, Molly Schnoke

All Maxine Goodman Levin School of Urban Affairs Publications

The foreclosure crisis hit Cuyahoga County earlier and harder than the rest of the nation. The crisis continues to weaken the County’s already weak housing market, as evidenced by declining property values, increasing numbers of vacant and abandoned properties and the continuing high rates of foreclosure filings. In 1999, there were 4,900 residential foreclosure filings in Cuyahoga County. That number doubled to about 10,000 by 2005 and peaked in 2007 at close to 14,000. In 2011, the County had just over 11,000 residential foreclosure filings. In total, an estimated 68,000 homes in the County have been “touched” by foreclosure. The …

A Systems Approach To Ecological Economic Models Developed Progressively In Three Interwoven Articles, Takuro Uehara Jan 2012

A Systems Approach To Ecological Economic Models Developed Progressively In Three Interwoven Articles, Takuro Uehara

Dissertations and Theses

My dissertation develops and analyzes ecological economic models to study the complex dynamics of an ecological economic system (EES) and investigate various conditions and measures which can sustain a developing economy over the long term in view of resilience and sustainability. Because of the intrinsic complexity of the system, I take a systems approach, using economics as the foundation for the basic structure of an ecological economic model, and system dynamics as the method to build and analyze such a complex ecological economic model. Throughout my dissertation, the model developed by Brander and Taylor (1998) is adopted as a baseline …

Public Policy And Sexual Geography In Portland, Oregon, 1970-2010, Elizabeth Morehead Jan 2012

Public Policy And Sexual Geography In Portland, Oregon, 1970-2010, Elizabeth Morehead

Dissertations and Theses

Drawing on the concept of sexual geography, this study examines the social and political meanings of sexualized spaces in the urban geography of Portland, Oregon between 1970 and 2010. This includes an examination of the sexual geography of urban spaces as a deliberate construct resulting from official and unofficial public policy and urban planning decisions. Sexual geographies, the collective and individual constructions of sexuality, are not static. Nor are definitions of deviant sexual practices fixed in the collective consciousness. Both are continuously being reshaped and reconstructed in response to changing economic structures and beliefs about sex, race and class. Primary …

Addressing Increased Ridership And Demand: Grtc – Care Paratransit Service Sustainability For The City Of Richmond, Ashray Pande

Theses and Dissertations

The objective of this thesis will be to evaluate and assess the current Care Service being offered by GRTC and recommend economic efficient, equitable and sustainable opportunities for a better Human Mobility Service transportation effectiveness and coordination. Transportation demand management strategies that generate revenue and contain costs are required to meet the demands and needs of future aging populations without compromising quality of service. With the baby boomer population set to retire and advancing health care improvements, the elderly population and disabled segment of the population is bound to rise, increasing the demand for human mobility services. This trend and …

Toward An Age-Friendly Portland, Dawn Hanson, Mark Person, Garrett Phillips, Colin Rowan, Collin Roughton, Alison Wicks Jan 2012

Toward An Age-Friendly Portland, Dawn Hanson, Mark Person, Garrett Phillips, Colin Rowan, Collin Roughton, Alison Wicks

Master of Urban and Regional Planning Workshop Projects

Toward an Age-Friendly Portland connects the people-friendly efforts of the Portland Plan with input and specific needs expressed by older Portlanders to create a vision for what people want their neighborhoods to be like as they grow older. This vision informs recommendations that may be integrated into Portland’s planning efforts. Orca Planning found that the needs of older adults now and in the future are not adequately met by the transportation, housing and greenspace options available in today’s Portland. This project was conducted under the supervision of Ethan Seltzer and Gil Kelley.

Active Transportation Measurement And Benchmarking Development: New Orleans State Of Active Transportation Report 2010, Billy Fields

UNOTI Publications

Over the last decade, there has been a surge in bicycle and pedestrian use in communities that have invested in active transportation infrastruc-ture and programming. While these increases show potentially promising trends, many of the cities that have shown the highest growth are geo-graphically concentrated in the northern tier of the country. Communities in the South have tended to lag behind the northern and western cities in terms of active transportation use.

The Active Transportation Measurement and Benchmarking Development: New Orleans Case Study aims to improve the policy making and planning framework by creating a comprehensive set of active transportation …

An Integrated Framework For Freight Forwarders:Exploitation Of Dynamic Information For Multimodal Transportation, Farshid Azadian Jan 2012

An Integrated Framework For Freight Forwarders:Exploitation Of Dynamic Information For Multimodal Transportation, Farshid Azadian

Wayne State University Dissertations

Advent of real-time information broadcasting technologies, growth in demand for air-cargo, and increased congestion and variability on air-road network, are the main forces compelling today's air-freight forwarders to improve their operational decision-making to be more competitive and responsive to needs of customers. This research studies the air-cargo transportation on both road (short-haul) and air (long haul) network from the perspective of a mid-size freight forwarder.

We develop a routing algorithm for congestion avoidance on air-network based on historical data and introduce an innovative approach to incorporate real-time information to enable dynamic routing of cargo on a stochastic air-network. In the …
