Portland State University, Hatfield School of Government (PSU), and Northwest Energy Efficiency Alliance (NEEA), has formed a partnership to develop Sustainable Municipal Operations Plans that documents sustainability and energy management best practices. The goal of this partnership is to determine how a county/municipality can actively manage energy as a controllable expense by following a predetermined operation protocol. The PSU team developed a framework of best practices for sustainable municipal operations in different categories including facilities, fleet, purchasing, operations and the work environment. This proposal develops transportation-related projects through the work of designBridge. This active, student-based organization is composed of members from the University of Oregon’s School of Architecture and Allied Arts working cooperatively with participants from the UO’s Planning, Public Policy and Management, Landscape Architecture, Geography, and Art departments. The program provides an opportunity for students to gain valuable, real-world experience by encouraging them to explore significant design issues in the community, to seek appropriate solutions to transportation problems, and to develop professional skills. The role of a mayor is integral within local governance. Their leadership and influence directly effectuates outcomes for the cities over which they preside. For big city mayors, their impact extends beyond local government and into the national policy arena. The way an individual demonstrates the role of mayor can be influenced by his/her perception of their own identity. The Town of Cohasset is considering the construction of a new Senior Center that will provide the opportunity for expanded programming within a dedicated building. In support of planning efforts by the Town of Cohasset, a study was conducted by the Gerontology Institute of the McCormack Graduate School at UMass Boston. Utah has become an unlikely leader in regional planning through a voluntary partnership of key leaders, agencies, local government, and the general public. Given that regional planning efforts around the nation have generally evoked strong reactions from residents concerned about losing local control, the success of Envision Utah—the organization that emerged as a key driver of regional planning in Utah—in building a consensus around regional growth management holds lessons for other regions.

This study examines the implementation of social goals through government action and the context and relations of agencies charged with demonstrating and enforcing equality in transit. Specifically, I explain complexities involved in the top-down federal mandate to demonstrate equal transit service for minority communities and low income residents. Institutional entrepreneurship by local government agencies influenced the legislation and regulation that they were charged to enforce. The local Metropolitan Planning Organizations (MPOs), created to enable a local voice in major capital road projects, acquired new institutional capabilities as federal agencies tasked them with implementing new social goals. In this article three important policy questions are suggested in light of signs of recent growth of nonprofit news and the possibility of a great deal more similar growth in the future: 1) Does nonprofit news production pose a plausible solution to the economic troubles of the U.S. news industry? 2) Would industrial subsidies of nonprofits, like those for “welfare state” health and human services co-production offer a potential solution to the economic problems of the U.S. news industry? 3) Can the currently evolving internet-based system of news production by volunteer citizens be sustainable in the long run?

A Historical Review And Assessment Of Urban Heat Island Research In Singapore, Matthias Roth, Winston T. L. Chow

This historical review of 20 studies since the 1960s examines the influence of urban development on the thermal environment in Singapore, a fast growing tropical island city-state. Past observations are critically assessed with regard to experimental controls and station metadata. Given the availability of historical climate and developmental data spanning almost 50 years, changes in urban heat island (UHI) intensity and spatial coverage can be traced temporally. Rapid urban expansion in Singapore is clearly reflected in spatially and temporally changing air and surface temperature patterns. As urban agriculture grows in popularity throughout North America, vacant lots, underutilized parks, and other open spaces are becoming prime targets for food production. In many post-industrial landscapes and in neighborhoods with a high density of old housing stock, the risk of lead (Pb) contamination at such sites is raising concerns. This paper evaluates the extent to which soil Pb contamination may be an obstacle to the expansion of urban agriculture in Oakland, California. Using a combination of soil sampling at 112 sites, GIS, “hot spot” analysis, and reconstructed land use histories, the research reveals that soil Pb concentrations are …

Oregon's Health Insurance Coverage Holds Steady, But The State's Uninsured Rate Remains High, Jason R. Jurjevich, Jack Byerly

Data released in August 2012 from the U.S. Census Bureau’s Small Area Health Insurance Estimates (SAHIE) program show that Oregon continues to have one of highest rates of uninsured residents in the U.S. According to Census estimates, 639,710 or 19.7 percent of Oregonians under age 65 were without health insurance coverage in 2010. For the under-65 population, Oregon’s uninsured rate ranks as the 15th highest rate in the country.
Compared to 2009, the 2010 data show no statistically significant change in the overall uninsured rate for Oregon. Similarly, there were no statistically significant changes for Oregon between 2009 and …

Milwaukee, Wisconsin is considered the most segregated city in the country and has the most disproportionate rate of minorities in Wisconsin’s juvenile justice system. The State of Wisconsin recognizes disproportionate minority contact (DMC) is a product of both differential offending by minorities and the racist differential processing by the juvenile justice system. Milwaukee’s residents are locked in a conflict about the role of racism in the high rates of minority crime and whether to address DMC with more stringent punishment or increasing alternatives to incarceration. Today, nearly two and a half million people in the U.S. are living in cages, with New Orleans holding the highest per capita rate of incarceration. While we have consistently seen that building cages does not bring us any closer to actualizing safety, the sheriff and other city officials of New Orleans justify a financially profitable plan to create more cages-to warehouse more of the city's people-in the name of safety.

This practice guide was developed by the Environmental Finance Center Network (EFCN) through the Capacity Building for Sustainable Communities program funded by the US Department of Housing and Urban Development and the US Environmental Protection Agency. Through a cooperative agreement with HUD, EFCN is providing capacity building and technical assistance to recipients of grants from the federal Partnership for Sustainable Communities, an interagency collaboration that aims to help towns, cities, and regions develop in more economically, environmentally, and socially sustainable ways.
The Constructs Of Coexistence: Visualizing Contemporary Saint-Louisien Identity Among The Architectures Of A Colonial Past, Isaac Lindy

Saint-Louis, Senegal occupies a unique place among other Senegalese cities because of its history as the former colonial capital and, therefore, its profound experience with cross-cultural interactions. This study demonstrates how an urban identity predicated on coexistence is cultivated. Through interviews with Saint-Louisien residents and urban technicians, a metropolitan image is herein illustrated. Included in that image are specific sites of appropriation and the dreams of a utopian future, highlighting the continued dynamism among the architectures of a colonial past.

Since 2010, New York State Governor Andrew Cuomo has closed nine state prisons for adults. For the prison towns that dot diversely rural and urban places of New York —each uniquely tied to the maintenance of mass incarceration— the closure of a state prison marks the end of an infusion of state capital constructed and construed quite explicitly as projects of economic development in the 1980's. After decades of growing corrections budgets and expanding prisons across the United States, why is New York closing prisons now? This report presents the results of a study conducted by the Population Research Center (PRC) to address the long-range planning needs of Yamhill County and produce population forecasts at the county and sub-county level. This report considers recent and historical demographic changes experienced within the County and provides forecasts from 2010 to 2035 in 5-year intervals and for years 2012 and 2032. Expected future populations that result from the most-likely demographic trends throughout Yamhill County are presented in this report. The history of planning in Oregon in the latter part of the 20th century is in many respects a history of the state attempting to reassert its interests in local planning and zoning after having granted the power to plan and zone to local governments early in the 20th century. The Oregon land use planning program evolved as a means for ensuring that state interests in the use of resource land and the prevention of sprawl were carried out meaningfully through local planning and zoning. In order to examine and obtain a better understanding of the local food system within Adams County, Pennsylvania, this study explores the characteristics and perspectives of the customers and vendors at the farmers markets in Gettysburg, Pennsylvania. Survey findings from the Gettysburg Farmers Market and the three Adams County Farmers Markets include customer demographic information, perspectives and shopping behavior as well as vendor product information, farm size and location and preference for market management. This study investigates children’s perspectives on how they experience their everyday walks through a city neighbourhood in Dublin, Ireland. Of particular interest in this research are the children’s views on the urban public realm which they traverse daily on their walks to school and various other destinations.
