We analyzed the impact of amenity and biodiversity protection as mandated in national forest plans on the implementation of hazardous fuel reduction treatments aimed at protecting the wildland urban interface (WUI) and restoring fire resilient forests. We used simulation modeling to delineate areas on national forests that can potentially transmit fires to adjacent WUI. We then intersected these areas with national forest planning maps to determine where mechanical treatments are allowed for restoration and fire protection, versus areas where they are prohibited. Differential Health And Social Needs Of Older Adults Waitlisted For Public Housing Or Housing Choice Vouchers, Paula C. Carder, Gretchen Luhr, Jacklyn Nicole Kohon

Affordable housing is an important form of income security for low-income older persons. This article describes characteristics of older persons waitlisted for either public housing or a housing choice voucher (HCV) (previously Section 8) in Portland, Oregon. 358 persons (32% response rate) completed a mailed survey with questions about demographics, health and housing status, food insecurity, and preference for housing with services. Findings indicate that many waitlisted older persons experienced homelessness or housing instability, poor health, high hospital use, and food insecurity. Public housing applicants were significantly more likely to report lower incomes, homelessness, and food insecurity than HCV applicants. …

School District Enrollment Forecast Reports

This report presents a range of three scenarios of district‐wide enrollment forecasts by grade level for the Oregon City School District (OCSD) for the 10 year period between 2015‐16 and 2024‐25. Each enrollment forecast scenario is related to population forecasts that incorporate different assumptions about growth within the District, with the primary differences being the contribution of net migration to the District’s population and age distribution. Individual school forecasts consistent with the middle range scenario are also presented for the 10 year period.

OBJECTIVES: To investigate whether walking mediates neighborhood built environment associations with weight status in middle- and older-aged women.

METHODS: Participants (N=5085; mean age=64 ± 7.7; 75.4% White non-Hispanic) were from the Women's Health Initiative San Diego cohort baseline visits. Body mass index (BMI) and waist circumference were measured objectively. Walking was assessed via survey. The geographic information system (GIS)-based home neighborhood activity supportiveness index included residential density, street connectivity, land use mix, and number of parks.

RESULTS: BMI was 0.22 units higher and the odds ratio for being obese (vs. normal or overweight) was 8% higher for every standard deviation …

Singapore has developed a unique housing system, with three-quarters of its housing stock built by the Housing & Development Board (HDB) and homeownership financed through Central Provident Fund (CPF) savings. As a result, the country’s homeownership rate of 90% is one of the highest among market economies. At different stages of its economic development, the Government of Singapore was faced with a different set of housing problems. Many cities have adopted minimum parking requirements, but we have relatively poor information about how parking infrastructure has grown.

In this research, using building and roadway growth models, we estimate how parking has grown in Los Angeles County from 1900 to 2010, and how parking infrastructure evolves, affects urban form, and relates to changes in automobile travel.

We find that since 1975, the ratio of residential offstreet parking spaces to automobiles in Los Angeles County is close to 1.0 and the greatest density of parking spaces is in the urban core. Most new growth in parking occurs outside of the …

For a number of reasons--congestion, public health, greenhouse gas emissions, energy use, demographic shifts, and community livability to name a few--the importance of walking and bicycling as transportation options will only continue to increase. Currently, policy interest and infrastructure funding for nonmotorized modes far outstrip our ability to model bike and walk travel. Dynamic transit assignment models have the potential to improve local transportation agencies’ capability to forecast the demand for public transit facilities under conditions of limited capacity or varying reliability. In order to be useful in practice, the simulated route choices of passengers in these models need to reflect the behavior of actual residents observed in local travel surveys. Shared space is a traffic calming technique as well as urban design concept. Also known as ‘Naked Streets’, this technique strives to fully integrate the roadway into the urban fabric by removing elements such as lane markings, curbs, and traffic signs. By removing these elements and creating a more plaza-like space, these spaces become ambiguous and no user group has priority. The technique is relatively new, and the majority of existing research concerns pedestrians only.

The overall goal of this research was to quantify the safety performance of alternative traffic control strategies to mitigate right-turning-vehicle/bicycle collisions, often called "right-hook" crashes, at signalized intersections in Oregon.

A two stage experiment was developed in the OSU high-fidelity driving simulator to investigate the causal factors of right-hook crashes at signalized intersections with a striped bike lane and no right-turn lane, and to then identify and evaluate alternative design treatments that could mitigate the occurrence of right-hook crashes.

The urban heat island impacts the thermal comfort of pedestrians in cities. In this paper, the effects of four heat mitigation strategies on micrometeorology and the thermal comfort of pedestrians were simulated for a neighborhood in eastern Los Angeles County. The strategies investigated include solar reflective ‘cool roofs’, vegetative ‘green roofs’, solar reflective ‘cool pavements’, and increased streetlevel trees. Aseries of micrometeorological simulations for an extreme heat day were carried out assuming widespread adoption of each mitigation strategy. Archaeological projects increasingly collect airborne LiDAR data to use as a remote sensing tool for survey and analysis. Publication possibilities for LiDAR datasets, however, are limited due to the large size and often proprietary nature of the data. Fortunately, web-based, geographic information systems (WebGIS) that can securely manage temporal and spatial data hold great promise as virtual research environments for working with and publishing LiDAR data. To test this and to obtain new data for archaeological research, in 2013, the MayaArch3D Project (www.mayaarch3d.org) collected LiDAR data for the archaeological site of Copan, Honduras. It is becoming increasingly evident across Europe and Ireland that there may be a generation of people who will never own their own home. This is not necessarily down to direct housing issues such as affordability or supply—there are broader forces at work here. These people have no predictability in their lives and no security. They are a large and growing social class. Yet they are relatively powerless and are at the mercy of forces way beyond our shores, so even national governments may find it difficult to help them. They are known as the precariat.

This study highlights the complex and generally overlooked relationship between development, urban space, and security, and does so through a multiyear ethnographic study of Rocinha, Brazil’s largest favela (slum/squatter community).

Since 2007 unprecedented resources have been devoted towards improving Rio de Janeiro’s favelas (slums), mainly in the form of large-scale favela upgrading and security programs. We find that local institutions inherited from the precolonial era continue to play an important role in natural resource governance in Africa. Using satellite image data, we find a significant and robust relationship between deforestation and precolonial succession rules of local leaders (local chiefs). In particular, we find that those precolonial areas where local leaders were appointed by ‘social standing’ have higher rates of deforestation compared to the base case of hereditary rule and where local leaders were appointed from above (by paramount chiefs). While the transmission mechanisms behind these results are complex, we suggest that areas where local leaders …

Over the past two years Sherlock Holmes’s evil foe Professor Moriarty has been wandering the corridors of the Department of the Environment, Community and Local Government, wreaking sublime havoc and leaving several reputation-damaging debacles in his wake. The damage has been so bad that in late 2014 an internal review was carried out. Released to RTE under freedom of information laws, the report was critical of the housing capabilities and activities of the department. Given its findings were from an internal probe, one wonders what an external investigation would have made of it. A lot more damning?

In Oregon, as elsewhere in the US, a greater percentage of men bicycle than women. This study illuminates the gender gap in bicycling by exploring differences in bicycling among women and men in Oregon. A one-day statewide travel survey of over 30,000 adults was examined. Comparisons between individual, household, and trip and activity characteristics for people grouped by gender (women vs. men) and bicycling (made a bicycle trip or normally commuted by bicycle vs. did not bicycle) were assessed using chi-squared tests of independence. Current housing policy is a ragbag of policies, each with their own timelines— some more specific than others, some more realistic, some embarrassingly awful and others potentially beneficial. With a general election in the offing, therefore, I’m curious to hear what the various parties and aspirant TDs have to say about housing. Pre-election housing policies are usually poorly thought-out, often populist and frequently have no evidence to justify them. Worse, they demonstrate little understanding of the likely intended and unintended outcomes of their proposals.
