The shape of urban settlements plays a fundamental role in their sustainable planning. Properly defining the boundaries of cities is challenging and remains an open problem in the science of cities. Here, we propose a worldwide model to define urban settlements beyond their administrative boundaries through a bottom-up approach that takes into account geographical biases intrinsically associated with most societies around the world, and reflected in their different regional growing dynamics. The generality of the model allows one to study the scaling laws of cities at all geographical levels: countries, continents and the entire world. Our definition of cities is …

This thesis outlines a technique for rapid documentation of historic sites in volatile cultural landscapes. Using Holt Cemetery as an exemplary case study, a workflow was developed incorporating RTK terrain survey, UAS aerial imagery, photogrammetry, GIS, and smartphone data collection in order to create a multifaceted database of the material and spatial conditions, as well as the patterns of use, that exist at the cemetery.

This dissertation is a case study of the New Orleans Police Department and identified factors that affected the retention of law enforcement officers post-Hurricane Katrina. The NOPD was chosen because the agency was an extreme case and experienced the unprecedented separation of over 300 officers during and post- Hurricane Katrina. The variables examined included tenure, age, salary, education, and job satisfaction, as well as, race, sex, marital status, and New Orleans residency.

From the early 1960s through the mid-1990s, crime in New York City ran rampant. With a gradually dwindling police during this time, a high unemployment rate, and an rapidly increasing metropolitan population, crime peaked in the early 1990s, with the murder rate hitting a record-high of 2,245 in 1990. When Mayor Rudy Giuliani took office in 1994 and appoint Bill Bratton as the NYPD police commissioner, these rates immediately plunged. The theme of this portfolio is how different tools and approaches can be used for advancing transportation equity. Broadly defined, transportation equity is about fairness in transportation. There are a number of ways this fairness can be assessed. The most common way to assess transportation equity is by looking at the fairness of outcomes, distributed geographically, socially, or even by mode of transportation. Harnessing scholarship focused on literacy and poverty, in this article we aim to complicate the common understanding of the digital divide. First, we argue that the dominant literature on the digital divide misses broader connections between technological exclusion and broader forms of economic and social exclusion. Accordingly, and following recent qualitative research on the digital divide, we believe future scholarship must examine the complicated relationships between poverty, inequality, and the digital divide and we look to poverty scholarship to understand the complicated and shifting nature of poverty. In particular, critics of the social component of this supposedly balanced sustainability model have characterized holistic sustainability rhetoric as an appropriation of equity discourse to serve the interests of a narrow set of affluent consumers. LGBTQ youth are at a much higher risk for experiencing homelessness, victimization, abuse, and disconnection from social and medical services than their non-LGBTQ peers. This research paper uses a mixed-methods approach to identify the specific needs of unaccompanied LGBTQ youth in Worcester, Massachusetts, and how the youth service sector can better meet the needs of this population. Analysis of data from unaccompanied LGBTQ youth and the providers who serve them revealed a disconnect between service providers, and a lack of resources that accommodate the intersections of homelessness and LGBTQ identities. This article focuses on the complex relationship between development and disaster risk. Development and disaster risk are closely linked as the people and assets exposed to risk, as well as their vulnerability and capacity, are largely determined by development processes. The variegated landscape of food production and consumption reveals a great deal about socionatural relations and processes of urbanization and globalization under capitalism. Food production has changed dramatically over time, shifting away (but never fully divorced) from the rural agrarian landscape to spaces that are characterized as industrial and/or urban. Workers transform nature at each stage in the food production process, not only on farms but also in processing plants, grocery stores, restaurants, and other spaces. The US Department of Transportation requires metropolitan planning organizations (MPOs) to consider social equity in their plans and projects in accordance with civil rights–related laws. In this paper, we suggest four interpretations of directives’ distributional standards in relation to accessibility. Employing this framework, we review the equity assessments of regional plans of the ten largest MPOs in the United States. Against our expectations, we find that MPOs tend to employ relatively strong distributional standards, albeit never explicitly. We argue that more explicit guidance regarding standards would improve the fairness and consistency of planning practice

This report presents a preliminary feasibility assessment of harbor-wide barrier systems designed to protect Boston Harbor from coastal flooding caused by sea level rise (SLR) and storm surges. Conducted by the Sustainable Solutions Lab at the University of Massachusetts Boston and supported by the Boston Green Ribbon Commission, the study evaluates two primary configurations: an Outer Harbor Barrier (OHB) and an Inner Harbor Barrier (IHB). Using hydrodynamic modeling, economic cost-benefit analysis, and social vulnerability assessments, the study finds that while both barrier systems may reduce risk from extreme storm events, they do not mitigate regular tidal flooding without frequent gate …
