Leanne Serbulo presented a timeline of civil rights struggles in Portland, Oregon, at a public history roundtable at the Oregon Historical Society commemorating the fiftieth anniversary of the 1968 Fair Housing Act. In this record of her presentation, Serbulo documents milestones in dismantling racial discrimination between 1949 and 1990. For this timeline, Serbulo researched Metropolitan Human Relations Commission (MHRC) records held at the Portland City Archives and traces how the commission navigated the process of improving race relations in the city and Multnomah County. Public policy and planning decisions require glimpses into the future, to assess how the social-ecological systems we plan for might evolve with or without policy intervention. To do so, one approach gaining currency is using anticipatory tools rather than predictions. Anticipation entails generating a range of possible systems futures (scenarios), instead of attempting to predict the one that will prevail. We use here a scenario-generating model, to anticipate where in a region businesses are likely to locate in time. Using data for Northeast Ohio, including the Cleveland–Akron–Lorain– Elyria, Ohio Combined Statistical Area, we estimate the model parameters. We evaluate its …

This presentation will describe the results of an assessment of these equity impacts in the context of lower-income areas of Portland, Oregon, based on a mixture of quantitative and qualitative research.

Metropolitan Planning Organizations (MPO) sit at a unique nexus of government arrangements and missions that could be effective for addressing issues of climate change. Using survey and secondary data this study investigates the potential of metropolitan planning organizations to play a formative role in climate change action and policy. We examine factors that promote MPOs involvement in climate change issues by bridging two types of literatures in a quantitative modeling framework: the institutional responses to environmental change, driven by conceptualization of urban systems as social-ecological systems, and the public policy, regional planning and local politics literature. This report identifies and describes national trends in the progression of agricultural cooperatives since 1913 with an emphasis on 2000s. As the number of agricultural cooperatives in the U.S. has declined, their size, represented by business volume and the number of members, increased. Based on 1976-2016 data, cooperatives’ total assets and equity have been increasing and were projected to grow in 2017. On average, 2% of cooperatives in the U.S. merged or were acquired . Average incidence rates of mergers and acquisitions during 2000-2012 (33 incidences) were lower than during 1980-1999 (83 incidences). Over time, the number of grain cooperatives …

This report relates the results of an investigation into market conditions for a proposed microgrid in downtown Cleveland, Ohio, as well the potential for additional jobs, income, and tax revenues that might accompany such an enterprise. Power interruptions have been estimated to cost commercial and industrial customers more than $100 billion each year in the United States.1 Because microgrids can reduce or eliminate power disruptions, the proposed microgrid could position Cleveland to capture growth among those industries that experience relatively greater losses when power outages occur. This includes momentary interruptions, which account for a “substantial portion”2 of such costs. The …

Cleveland’s Slavic Village (and Broadway) is a neighborhood on the southeast side of Cleveland bordering the industrial valley. It grew with the arrival of European immigrants attracted by the jobs in the factories in the adjacent valley. Centered at Broadway and East 55th Street, the bustling neighborhood had commercial strips and churches serving a growing population. The total population peaked at 60,257 in 1950. As de-industrialization occurred in post-World War II Cleveland, so too did it affect Slavic Village as jobs left. By 2000, its population was about half (30,524) of what it had been half a century earlier. However, …

If you look today at the skyline of downtowns throughout the Middle East and beyond, the joint-stock corporation has transformed the urban landscape. The corporation makes itself present through the proliferation of its urban mega-projects, including skyscrapers, downtown developments and gated communities; retail malls and artificial islands; airports and ports; and highways. Built into these corporate urban structures are edifices of politics, ideology and certain forms of socio-spatial and temporal organization. The corporation, however, has largely escaped critical scholarly analysis in Geography and/or Urban and Middle East Studies. In this thesis, I argue that the corporation is far more than …

Given that we have had historic increases in inequality, as well as stagnant poverty levels for several decades, I will tell the story of poverty and inequality in the U.S. from the perspective of the metrics of happiness and well-being. My research—and the book that resulted—found that inequality is part of this story, but not the only part. The story was much more complicated than I anticipated. This qualitative case study explored the perceptions of educators regarding the impact nonprofit sanctioned programs and services have on schools rated as failing, or academically unacceptable by the Louisiana Department of Education during the 2014-2015, 2015-2016, and 2016-2017 school years. The schools represented in this study are in an urban Louisiana community, serving grades K-8. Each of the schools represented in this study partnered with at least four nonprofit agencies that provide services in after school enrichment, community learning centers, fight diversion programs for students, mini grant programs for teachers, and sex respect/teenage pregnancy prevention for middle school campuses. We are eager to shine a spotlight on the landscape performance of two Great Plains projects: P Street Corridor, a revitalized downtown streetscape in Lincoln, Nebraska, and Tom Hanafan River’s Edge Park, a waterfront redevelopment in Council Bluffs, Iowa. Working on the post-occupancy study of both projects has been extremely beneficial in understanding how reclaiming underutilized sites can create high-performing landscapes. This dissertation investigated the perceptions of alumni who participated in a civic leadership program (LP) in a large, metropolitan city with over 1.7 million residents in its local community. The program, with a 42 year-long history, had no formal data on its participants, the program, or its efficacy. The research investigated the expectations, experience, and engagement of participants over its 42-year history. This radio documentary uses the personal stories of homeowners fighting to keep their homes in Worcester Massachusetts to explore the state of Foreclosure in Worcester ten years after the Great Recession. It follows the Worcester Anti-Foreclosure Team (WAFT) and its members in their fight against illegal foreclosures and their battles in Worcester Housing Court. Grounded in personal narratives, the documentary highlights systemic issues with the banking and legal system.

Diverse forms of conservation and development are transforming the material landscapes and related livelihoods of communities in rural places around the world. While many studies focus on changing protected area governance and ecotourism efforts associated with nature protection, other studies focus on residential development in areas experiencing amenity migration. We use a comparative political ecology approach that draws on key insights from the political ecology literature, first, on neoliberal protected area expansion, and, second, on exurbia that highlight the dynamics of competing rural capitalisms and reterritorialization in areas experiencing amenity migration to explore these coupled conservation and development dynamics.
