Policies and programs have been utilized throughout the United States (U.S.) to reduce water use as a strategy to ensure sufficient water supplies for future demand. As governmental leaders and policy makers face increasing freshwater scarcity and supply unpredictability, along with rising costs and decreased federal funding, Best Practices (BPs) in water conservation are increasingly important to facilitate decision-making in choosing which strategies to employ. This project uses policy analysis to review and summarize various BPs, referencing both academic and professional literature. This study explores the role of municipal governance in municipal-level stabilization of inner suburbs in St. Louis County, Missouri. The data, from 1970 to 2015, include a robust collection of official government archives collected from five municipalities in St. Louis County, historical documents, city-state-national statistical data, and related materials. Interviews of 25 stakeholders were conducted and data were analyzed based on the community power structure framework.

I outline five mature St. Louis inner suburbs’ evolution in municipal-level conditions from 1970 to 2015, and I detail the role each suburbs’ municipal governance played in the evolution of municipal-level conditions. I conclude, …

Using Multi-Sensory And Multi-Dimensional Immersive Virtual Reality In Participatory Planning, Mahbubur Meenar, Jennifer L. Kitson

In the last two decades, urban planners have embraced digital technologies to complement traditional public participation processes; research on the impact of smarter digital instruments, such as immersive virtual reality (IVR), however, is scant. We recruited 40 focus group participants to explore various formats of spatial planning scenario simulations in Glassboro, NJ, USA. Our study finds that the level of participation, memory recalls of scenarios, and emotional responses to design proposals are higher with multi-sensory and multi-dimensional IVR simulations than with standard presentations such as 2D videos of 3D model simulations, coupled with verbal presentations. The current arguments to increase voting by mail rather than at the polls may result in suppressing voting by Black and Hispanic voters unless outreach to those populations can increase their confidence in and preference for using the postal service to cast their votes in the 2020 general election and beyond. This is a particularly important in the coming election due to the likely exposure to COVID‐19 at the polling places should the pandemic be still a significant health risk at places of congregation.

Small cities, with their mix of urban capacity and small-town charm, are a promising environment for interactive and inclusive citizen engagement. However, small cities have received very limited attention by sociological and planning literature, and even less attention has been paid to the leaders of small city communities. This study contributes to this gap through an analysis of the dynamics of participation between small city leaders and their constituents from the leaders’ perspective. This dissertation considers three separate optimization problems related to sustainable urban and environmental systems. The first problem relates to the nightly relocation and recharging operations for Free-floating electric vehicle sharing (FFEVS) systems. Such operations involve a crew of drivers to move the shared electric vehicles (EVs), and a fleet of shuttles to transport those drivers. Mixed integer programs are used to model the relocation and recharging operations. Two approaches are devised: sequential and synchronized approaches. In the sequential approach, the movement of EVs is first decided, then the routing of shuttles and drivers is determined. In the synchronized approach, all …

The goal of this project was to attract K-12 students to transportation engineering careers through STEM outreach programs. To accomplish this goal, the object of the project was to design and implement maritime freight oriented educational outreach activities centered on traffic sensing technologies for middle, high school, and first-year college students. In MarTREC Project 5011 (Evaluating the Performance of Intermodal Connectors), the research team designed a low-cost, easily implementable LiDAR and Bluetooth sensor bundle that was capable of detecting, characterizing, and tracking freight trucks as they traveled to and from inland waterway port areas. The emerging literature on the globalization of real estate has addressed how internationally circulating capital has increasingly found its ways into housing markets of the "Global South". Urban schools have struggled to overcome the achievement gap, including the most recent issue of inequity of discipline within the schools. A causal-comparative design was used to find whether the varying strategies alleged to successfully decrease discipline issues are as effective within urban elementary schools as in suburban schools. The sample included 790 public, elementary, urban or suburban schools within the state of Ohio that drew on ex post facto data of discipline incidents and enrollment from the school years of 2017-2018 and 2018-2019 acquired from the Ohio Department of Education. Spatial optimization represents a set of powerful spatial analysis techniques that can be used to identify optimal solution(s) and even generate a large number of competitive alternatives. The formulation of such problems involves maximizing or minimizing one or more objectives while satisfying a number of constraints. Solution techniques range from exact models solved with such approaches as linear programming and integer programming, or heuristic algorithms, i.e. Tabu Search, Simulated Annealing, and Genetic Algorithms. To better address climate unpredictability, green infrastructure is increasingly deployed alongside gray infrastructure as an alternative strategy for flood risk mitigation. Previous research has not clearly distinguished the flood-mitigation effects of green infrastructure at the local scale due to its complex range of functions including socioeconomic benefits, ecosystem services, and amenity value. Using data on 3768 housing sales from 2009 to 2019 in Hong Kong, we employ a difference-in-differences framework to examine the effect of green infrastructure on perceptions of flood risk mitigation, with housing prices as a proxy for risk perception. Oregon Population Forecast Program

Different areas within Oregon counties experience different growth patterns. Those patterns combine to collectively determine county‐level demographic changes. Clackamas County is comprised of three types of areas: areas within Metro’s jurisdiction, UGB areas outside of Metro’s jurisdiction (Barlow, Canby, Estacada, Molalla, and Sandy), and areas outside of both Metro and those UGBs. In this report, we focus on Clackamas County as a whole as well as non‐ Metro sub‐areas.
