The global COVID-19 pandemic has had sweeping impacts on our society; some of the most dire are economic in nature. In Ohio, stay-at-home orders enacted by Governor DeWine in March 2020 resulted in many Ohioans losing work, in part or altogether. The shutdowns also shifted consumption patterns, with more spending online and at grocery stores taking the place of entertainment, travel, and accommodations. To respond to the economic hardships felt by the pandemic, beginning in late March, the United States federal government issued multiple rounds of financial assistance in the form of business loans, stimulus checks, grants, and contracts. These three speakers from the Multnomah County Health Department will present the findings of their recent Crash and Safety report. They will discuss their data and methodology to connect the dots between chronic disease disparities, leading causes of death in communities, and transportation inequities as determinants to health. The pandemic has caused an unprecedented increase in unemployment, the closing or suspension of operations for many businesses, a drastic reduction in the capacity to produce many goods and services, and a significant reduction of disposable household income. To assist with these economic emergencies, federal, state, and local governments have passed legislation to aid households and businesses, including some programs for nonprofits. This dissertation explores the value of the car-share program and a new light rail system with respect to their impact on mobility and accessibility improvements in economically and transportation access-wise marginalized neighborhoods in NYC and its adjacent communities. It consists of three main essays that took deep dives into how each new service or system altered mobility or accessibility for those in need. The first essay (Chapter 2) investigates car-share vehicle utilization rates of the Zipcar across NYC. Using shared mobility data collected from different sources and multinomial models, this paper investigates its role in serving transit-dependent populations and whether shared mobility can reduce transit deserts in New York City (NYC). It has been found that shared mobility has an important role in serving low-income populations with no car access and physically challenged travelers. However, shared mobility activities in NYC highly concentrate in wealthier areas with better transit access and less transit-dependent population. The findings indicate that without effective and appropriate policy and planning guidance, shared mobility may exacerbate transport equity issues even though they appear to be …

Infrastructure crises are not only technical problems for engineers to solve—they also present social, ecological, financial, and political challenges. Addressing infrastructure problems thus requires a robust planning process that includes examination of the social and ecological systems supporting infrastructure, alongside technical systems. An integrative Social, Ecological, and Technological Systems (SETS) analysis of infrastructure solutions can complement the planning process by revealing potential trade-offs that are often overlooked in standard procedures. Sullivan responded and continues to respond to the COVID-19 pandemic. A community needs assessment was performed through the SOWK 382 course in partnership with United Way of the Wabash Valley. The needs assessment revealed how the community has responded in relation to mental health and addiction, food, schooling, and stability. The assessment reveals how Sullivan should respond to further help the community members during this pandemic.

The City of Sullivan identified the downtown area as an area for improvement and needed a way to depict areas. In ENVI 610, one graduate student was able to address the agreed upon goals of developing a 3D model of the downtown square. A recent report conducted by the Center for Economic Development includes a model for understanding and predicting economic growth in U.S. mid-sized regional economies to analyze structural and policy-based factors among similar regions. The Center used factor analysis as a data-reduction technique to identify the influences in mid-sized regional economies. This statistical analysis found five factors influencing the mid-sized regional economies reviewed for this report.
