Earlier this year, PSU’s Homelessness Research & Action Collaborative used a calculator developed by the University of Arizona and estimates of how many renter households are at risk of eviction to evaluate the downstream community costs of evictions in Oregon during the pandemic. In light of the state eviction moratorium that is set to expire this month and the CDC moratorium that expires at the end of July, the center is once again looking at the number of households at risk of eviction and the downstream costs.

This dissertation investigates three applications of emerging technologies for urban trans- portation. In the first chapter, we design a new market for fractional ownership of au- tonomous vehicles (AVs), in which an AV is co-leased by a group of individuals. We present a practical iterative auction based on the combinatorial clock auction to match the interested customers together and determine their payments. In designing such an auction, we con- sider continuous-time items (time slots) which are defined by bidders, and naturally exploit driverless mobility of AVs to form co-leasing groups. This paper examines and synthesizes existing critiques of contemporary community work in the United States. These critiques are substantiated and developed by a discussion of nonprofit history and formal structure, establishing the premise that contemporary community work is constrained both by its powerlessness and its collaboration with government. It is constrained to an extent that it cannot meaningfully address or remedy community problems. Theorists often see the root of this problem in the birth of neoliberalism in the 1970s, but this paper argues that it arises instead from liberal philosophy, and is rooted much more deeply in Western history and …

Often, the term elicits images of raised beds, hoop houses, and, in those instances where topsoil is both present and non-contaminated, in-ground gardens—what I call traditional urban agriculture (“TUA”). Vegetation is an important part of ecosystems, and the use of vegetation coverage as an indicator to study the spatio-temporal dynamics of regional vegetation is necessary for ecosystem health evaluation. The urban heat island effect can change the structure and functions of urban ecosystems, and affect the climate, hydrology, atmospheric environment, and energy metabolism of cities, as well as the health of residents. This paper presents a sustainable adaptive capacity framework for water management for municipalities, named Sustainable MAC-Water framework, after assessing the strengths and weaknesses of adaptive capacity in Mexico and its municipalities. It provides municipalities with an instrument to help them create sustainable adaptive capacity plans (Sustainable MAC plans) to prevent adverse impacts on water resources and related sectors. This report presents the results of a demographic study conducted by the Portland State University Population Research Center (PRC) for Portland Public Schools (PPS). The study includes analysis of population, housing, and enrollment trends affecting the District in recent years, and annual enrollment forecasts for the District overall, for students residing in each of its high school clusters (HSCLs), for students residing in each school attendance area, and for students enrolled at each school. This paper is a Geographic Information Systems (GIS) spatial analysis of the transportation accessibility and equity in Sacramento, California. A literature review examines discriminatory regulatory policies in the 1900s that wrote racial segregation into law. The effects of these policies have lasting effects on spatial dispersal of people and create barriers to accessibility and therefore result in inequitable transportation systems. The accessibility and equity analysis in Sacramento explores demographic data, job concentration and available modes of transportation, and commuter data. However, there is limited research on the specific impact of walking and cycling accessibility to multi-use paths on active travel behavior. Nature-exposure interventions on university campuses may serve as an effective addition to overburdened counseling and student support centers. Nature-exposure interventions can work as a preventative health measure on campuses, which can be used adjacently with existing health resources. This paper outlines the potential benefits of nature exposure for students’ physical health, mental well-being, and academic success. Detroit is regularly assumed to be a “food desert” despite contradicting evidence. With fruits and vegetables available at each of Detroit’s 70 independent, full-line grocery stores, there remains a lack of understanding among media and academics of residents’ perception and preferences for food access. A baseline study was initiated during the summer of 2014 to understand residents’ own perceptions of food access and to assess the socio-cultural foodways utilized by residents. Responding to the Government of New Brunswick’s Green Paper on Local Governance Reform released in April 2021, this report diagnoses the problems of the province’s existing system of local governance and proposes a solution that leverages existing assets to create a more equitable, democratic, responsive, and efficient local governance system. A reformed local governance system will help New Brunswickers confront difficult present and future economic and demographic challenges.
