The City of Richmond is beginning the process of creating a composting program for the first time in the city’s history. It is part of a cross-departmental collaborative plan to divert food waste from the landfill and into a new composting program. The Office of sustainability is in the process of drafting the RVAGreen 2050 Climate and Equity Master Plan for Richmond, which includes an ambitious zero-waste goal. In order to accomplish this future goal, the city must begin setting up the infrastructure to begin diverting waste from the landfill.

Elkton is a rural Virginia town eager to revitalize its downtown. After years of decline, there is a newfound interest in developing the downtown commercial district. This plan addresses community goals and current market conditions to provide implementable recommendations for revitalization in a rural context. The recommendations are modeled after the Main Street America Community Transformation strategy and primarily focus on vacant property abatement and utilizing urban design tactics to create a walkable district.

This paper examines the joint effect of political party affiliation and the urban landscape, as measured by access to parks, on case rates during the COVID-19 pandemic in the United States. The 2016 and 2020 U.S. Presidential Election returns are used as a proxy for a county’s political party affiliation prior to and during the COVID-19 pandemic. A county population’s spatial relationship to its parks encapsulates the green open space within an urban environment. Across the United States, cities are expanding. It is the role of the city leaders to promote policies that benefit both current and incoming residents. While these policies have intended results, the realized benefits and damages are challenging to define because they are the result of individual choices and the unique characteristics of the city. As a result, policymakers need to consider a complex web of factors such as employment, taxation, housing, mobility, and environmental quality. This collective case study research evaluated how the concentrated urban poverty revitalization model administered by Purpose Built Communities (PBC) works to mitigate or eliminate intergenerational poverty and create thriving neighborhoods. There are 5 elements to the PBC revitalization model: (a) mixed-income housing, (b) a cradle-to-college educational accountability system, (c) focus on community health, (d) a tightly defined geographic neighborhood, and (e) the assignment of a Community Quarterback (CQ). In response to interdependent challenges, city planners are increasingly adopting “green infrastructure” (GI). Reviewing 122 plans from 20 US cities, we identify what types of city plans address and define GI, including the concepts associated with GI, as well as the types, functions, and benefits of GI. The most common plans that feature GI, some of which focus exclusively on GI, comply with US Clean Water Act regulations for stormwater and sewer systems. Municipalities also address GI through diverse planning processes, including the creation of comprehensive citywide plans. Many of these plans (~40%) do not explicitly define GI. When they …

Abstract Many male African American ex-offenders lack resources that would allow them to become successful in reentering society. The purpose of this study was to explore the experiences of male African American ex-offenders regarding homelessness and the search for housing after release from incarceration. Schneider and Ingram’s theory of social construction of target populations was the framework for the investigation. Data were collected by conducting semistructured interviews with 12 adult African American male ex-offenders from the South Florida region of the United States who were experiencing homelessness. As the population continues to grow in China’s urban settings, the building sector contributes to increasing levels of greenhouse gas (GHG) emissions. Concrete and steel are the two most common construction materials used in China and account for 60% of the carbon emissions among all building components. One common argument for restrictive zoning is that zoning is more democratic than allowing landowners to build what they please. This article critiques that claim, suggesting that free markets are equally democratic because they allow for self-rule. Moreover, zoning is less democratic than other forms of government decisionmaking, because zoning hearings are often sparsely attended, and commenters at public meetings are unrepresentative of the public as a whole.

The building industry currently consumes over a third of energy produced and emits 39% of greenhouse gases globally produced by human activities. The manufacturing of building materials and the construction of buildings make up 11% of those emissions within the sector. Whole-building life-cycle assessment is a holistic and scientific tool to assess multiple environmental impacts with internationally accepted inventory databases. A comparison of the building lifecycle assessment results would help to select materials and designs to reduce total environmental impacts at the early planning stage for architects and developers, and to revise the building code to improve environmental performance. Manufacturing of building materials and construction of buildings make up 11% of the global greenhouse gas emission by sector. Mass timber construction has the potential to reduce greenhouse gas emissions by moving wood into buildings with designs that have traditionally been dominated by steel and concrete. The environmental impacts of mass timber buildings were compared against those of functionally equivalent conventional buildings. Three pairs of buildings were designed for the Pacific Northwest, Northeast and Southeast regions in the United States to conform to mass timber building types with 8, 12, or 18 stories.
