A Housing Allocation Formula For Nebraska Cities Of The First Class: City Of Bellevue, 1978, Jack Ruff, David R. Dimartino, Jody Josephs

The Federal government, through its various agencies, has sponsored many different housing programs in recent years. Each. new and revised program requires state and local officials to re-examine the total housing situation within their jurisdictions. Their eligibility for Federal funding is dependent upon their re-examination of the types of housing needs in their areas, the magnitude of each need category, and the data available to document their needs. Therefore, it is desirable (if not necessary) to develop a standardized procedure by which appropriate needs can be identified, analyzed, and balanced among housing types, household types, and areas.

At the peak of the construction season, July figures indicated that construction of single-family houses in the Douglas-Sarpy County area continued at the fast pace established in 1977. Despite the high rates of loan interest and inflation, new housing sales exceeded those of a year ago from April through July .¹

As in similar schools in cities throughout the nation, Omaha's Mercy High School has been confronted with enrollment declines during the past decade, with the city expanding toward the west and as educational preferences of Omaha Catholic families change. The Board of Directors was asked to consider four alternatives for changing the basic program of Mercy High School in order to reverse this trend. The Center for Applied Urban Research was then asked to assist the Board in assessing which of the alternatives would have the greatest potential for maintaining Mercy's educational excellence.

The achievement of an optimal allocation of rural lands between agricultural and nonagricultural uses requires attention to the suitability of the land for both uses. A complete study of land use would include a cataloguing and classification of those factors or conditions that make rural land suitable for agricultural and nonagricultural uses, with special attention to differentiation between the two, and an identification and classification of the rural areas suitable for rural residential development.

The Attraction Of Interstate Radial Freeway Corridors For New Office Sites, Murray Frost, Armin K. Ludwig

This paper discuses the impact of Interstate radial freeway corridors upon the location of new office developments in the 1970-76 period in seven United States cities. Data indicated that in each of the seven cities, greater growth occurred outside of the downtown Core than in it. Growth of the office sites compared to previous development ranged from 12% to 110% in the Cores with an average of 24%, compared to 106% to 307% for non-Core areas with an average of 207%. This study sought to explore the resettlement of Indochinese refugees to their new life in Portland, Oregon. Three basic areas were under consideration. The first area dealt with demographic data: who are the refugees and what are their pasts? The second area focused on aspects of successful resettlement: what do refugees seek in order to consider themselves successfully resettled, and how do their ideas of successful resettlement collate with their present state of resettlement? This paper examines the responses to national opinion surveys taken between 1935 and 1976 on questions related to the federal government's role in providing social welfare programs and recent survey findings on defense spending. The paper's major findings are that: 1) in general, the public supports the basic concept of providing aid to the needy through the government but shows less consistent support when specific spending proposals are mentioned: and 2) as theshareof the federal budget allocated for defense spending has been decreasing, polls have shown an increasing proportion of the public expressing support for greater delcense spending. The structure of employment by industry and occupation in the Omaha Standard Metropolitan Statistical Area (SMSA) 1 has been changing. Trends in various industries and occupations in the Omaha SMSA do not, however, differ ·significantly from national trends. Agricultural employment is increasing in absolute numbers, but represents a declining proportion of the Omaha SMSA labor force, as is true for the nation. Similarly, employment in the manufacturing sector has become less and less important as a proportion of all employment. Estimates and projections of employment by industries and by occupations have been presented and analyzed elsewhere with emphasis upon general trends in such employment in the Omaha SMSA.
