An Examination Of A Brownfield: The Former North Las Vegas Armory Site, Rebecca L. Fowler

This thesis is a case study of the redevelopment project of the former Armory site in Las Vegas, Nevada, a United States Environmental Protection Agency Brownfield Pilot Project. This investigation uses benefit-cost analysis to determine whether the project is economically feasible. This examination includes a description of the Brownfield program, a description of the site, selection criteria, and the proposed future use of it. The results show that the benefits exceed the costs.

The City of Bend enters the new millennium following an unprecedented decade of development. Population was estimated at 47,635 in May of 1999. The city more than doubled its area with its 1998 annexations. Many public and private projects were built during the past decade, and many are in planning stages or under construction at this time. Given this history, it is prudent for city government to determine how well Bend’s citizens feel public services are performing, how they feel about communication with their government, and what their concerns are about Bend’s future course.

The residents of the St. Johns and Cathedral Park neighborhoods regard the St. johns Town center as a tremendous amenity. It has successfully served as a destination retail and employment district since the early 1900s but deterioration and a lack of infrastructure improvements are increasingly visible. As a Metro designated town center, the City of Portland is required to conduct a comprehensive planning effort similar to what occurred in the Hollywood Town Center. The project team offers a beginning to that process, with extensive community outreach and data analysis designed to evaluate the pedestrian realm and multi-modal means of access. …

Over the past 25 years, religious institutions have greatly increased their claims of violation of religious freedom when they are denied zoning approval or subjected to historic preservation regulations. While no one can definitively explain the causes of this increase in First Amendment challenges, it can partially be traced to recent changes in both our society and the way our political/legal system conceptualizes religious freedom.

In his recounting of the suburban migration from America's cities, journalist and broadcaster Ray Suarez laments the loss of the "old neighborhood". He extols its virtues while explaining its decline. Suarez's nostalgic examples recall the virtues of the extended family kinship, neighborliness, and other features of the "urban village." These are often associated with those urban neighborhoods populated by recent immigratns. These urban villages were thought to have peaked in the decades between the American Civil War and the onset of the First World War, when many U.S. cities industrialized and grew very rapidly. Despite the dismal record cities have compiled of late in defending their race-conscious contracting programs, this article seeks "to dispel the notion that strict scrutiny is 'strict in theory but fatal in fact.'" If a local government follows the course outlined above, and combines the ability to monitor and analyze all relevant contracting data with the enactment and implementation of a multi-faceted race-neutral program, it has laid a sound foundation for the subsequent enactment of race-conscious remedies that are narrowly-tailored to address statistically valid disparities in utilization of specific categories of MBEs that remain after the race-neutral program has been …

The Lloyd District is a high-density commercial and residential district located a short distance from downtown Portland, Oregon. Parking and transportation problems in the District have been a source of increasing contention for nearly a decade. As a result. in September of 1997. the City of Portland implemented a Lloyd District Partnership Plan, which consists of a number of elements aimed at curbing SOY use for the commute to and from the District. The GLEFC was asked by the United States Environmental Protection Agency’s (USEPA) Region 5 brownfields staff to provide an assessment of the viability and implementation of the Brownfields Cleanup Revolving Loan Fund (BCRLF) by the 12 pilot award recipients in the Region. The purpose of this report is to evaluate the administrative performance of the BCRLF at the 6-state regional level. It should be stressed that this is not an evaluation of the performance of individual pilots. The main focus of this charrette -- the stature of urban redevelopment relative to suburban "greenfield" development -- was epitomized by two Cleveland-area newspaper items (see Appendix A). One item announced an $850,000 federal grant to a suburb located at the rural fringe of the Cleveland metropolitan area. The grant from the Economic Development Administration of the U.S. Department of Commerce was for construction of a road that would open 250 acres of virgin land for industrial development.

Changes in the economy--at the local, regional, state, and national levels--as well as technological advances have altered how and where people work, which has brought attention to the issue of workforce development. Many public and private entities, Chambers of Commerce among them, now engage in some form of workforce development. This report examines a number of such efforts to determine the “best practices” of workforce development for Chambers of Commerce. This report first considers the complex world of workforce development. This project evaluated the recent construction of a public skatepark located in Tualatin Community Park. The skatepark is unique because a group of underrepresented youth initiated the idea of constructing it and helped bring it to fruition. The city has expressed a desire to see this level of energy and commitment duplicated in other youth-oriented initiatives, but needs to have a better understanding of how the skatepark project served as a positive youth development tool. In support of young people, the Tualtin City Council recently named youth issues as a "first tier" priority.

In this paper, we use the case of Chinese religion in Singapore to examine the relationships between religion and modernity, and between social processes, on the one hand, and spatial conceptions, forms and structures and temporal practices, on the other. Specifically, we look at how traditional Chinese rituals are being modified, reinterpreted and invented to fit with modern living. Such ritual transformations entail reconstructed notions of space and time. Through such transformations, modernity does not simply lead to the demise of religious beliefs and practices but allows for a continued role for religion in providing a meaning system for Chinese …

Over the past two decades there has been a marked expansion in legal challenges to local land use regulations claiming violations of the free speech clause of the First Amendment to the United States Constitution. First Amendment claims can arise whenever government enacts or enforces zoning or other regulations that deal with uses such as billboards or adult entertainment businesses. This article discusses why this litigation is taking place, provides an overview of First Amendment law, and offers local officials some guidelines to help avoid potential legal challenges.

A comparative analysis of southern Nevada municipalities, and their active participation to implement historical preservation is the foundation of research for this paper. The city of Las Vegas and surrounding municipalities have varying preservation programs in place. The distinctions between the municipalities historic preservation programs foster little protection for the historic site itself in most cases. Historic preservationists are actively bringing to the attention of government the importance of preservation, and are seeking more and more action on the part of the government to implement historic preservation mandates and protection.
