In Martin v. Corporation of the Presiding Bishop, 747 N.E. 2d 131 (Mass. 2001), the highest court in Massachusetts rules that the Dover Amendment, a state statutes that denies local government the authority to "prohibit, regulate, or restrict the use of land or structures for religious purposes..." authorized the town of Belmont to grant a church special permission to build a steeple for a newly built Church of Jesus Christ of Latter Day Saints temple that was taller than the local zoning provisions would normally allow. In 1998, the Sisters of Charity Foundation of Cleveland began a program-related initiative to increase the availability, affordability and quality of permanent, affordable housing units for low-income and underserved families and persons in Cuyahoga and Lorain Counties. The Affordable Housing Initiative will award approximately six million dollars to community organizations over a five-year period. As part of this initiative, the Foundation funded more than 25 grantees to undertake a variety of non-capital projects. The Maxine Goodman Levin College of Urban Affairs, Cleveland State University was asked to evaluate the overall initiative and the projects of each of the grantees.

The Beaumont Wilshire Neighborhood Center Study presents a comprehensive overview of NE Fremont between NE 33^rd and NE 50^th. It examines NE Fremont within the context of a neighborhood center or main street, which is defined as a neighborhood or community business district.

This study provides BWNA with information that it can use to preserve the character of the neighborhood and guide future growth. This chapter in Clark and lipset's book on class in American politics resulted from a multi-day workshop at the Woodrow Wilson Center for International Scholars in the summer of 1999. The piece reverses the normal causality of class politics. It does not analyze citizens in elections, but government officials creating policies. It asks why policies differ across localities (specifically public transit decisions in 42 U.S. metropolitan areas). It probes how some government officials work with an "upper-middle-class" citizenry in mind, while others do so less. The chapter then tests for differences across localities and finds quite distinct patterns. The chapter …

In this paper, I examine the role of cultural policy in a newly industrialised economy, which is at the same time a state with a short history and only nascent beginnings in nation-building and efforts to construct a distinctive cultural identity. Using Singapore as the site of analyses, develop an understanding of the intersection between the economic and socio-cultural agendas behind cultural development policies. I illustrate the hegemony of the economic, supported by the ideology and language of pragmatism and globalisation. The average American commuter, alone in an automobile, has a twenty-five-minute ride to work, a not unpleasant, usually overlooked part of the workday. But for millions of low-income people trying to establish themselves in the workforce, getting to work can be a major hurdle because their jobless neighborhoods are not well connected to areas where jobs are plentiful. Theirs is the longest commute. This is not a new problem. The decades-long decline of inner cities and the public transportation system are fairly well-documented phenomena. Redeeming The City: Exploring The Relationship Between Church And Metropolis, Meredith Ramsay

New England Journal of Public Policy

The author calls attention to a neglected force in urban political life by highlighting how positivism undermined scholarly interest in cultural forces, particularly religion. She shows that although community organizing was formerly led by leftist radicals, today it is led by the church. Five factors contribute to the leading role of congregations in grassroots organizing and urban revitalization. Analysis and interpretation of these factors led the author to conclude that secularization and urban restructuring have left only the church with a sufficient moral and institutional presence in distressed urban neighborhoods to spearhead a return to more direct participatory forms of …

Discussions of boards in the third sector literature usually proceed from assumptions grounded in Weber’s rational-legal authority and international management principles like those of Henri Fayol. The generalizations made about boards are based on rational-legal views of the board as the principal governing body of a nonprofit organization. Much less frequently examined are the roles and functions of boards in organizations grounded in other forms of authority. In particular, the relationship between charismatic authority and boards has seldom been studied. Portland Regional Planning History

All four plans were comprehensive. Their scope included transportation, housing, economic development, parks and open space, natural resources, urban design, and land use. Large scale planning efforts had previously focused on a limited set of concerns, such as parking, commercial revitalization, or housing. The Downtown Plan, Central City Plan, Albina Community Plan, and Outer Southeast Community Plan, on the other hand, evaluated, balanced, and integrated the different elements so that each action was taken in light of its effect on others. Extensive citizen involvement shaped the content of these plans and contributed to their success.

The World Birding Center is a unique and innovative partnership among Texas Parks & Wildlife Department and the cities of Brownsville, Mission, Weslaco, Harlingen, Edinburg, McAllen, Hidalgo, Roma, Rio Hondo and South Padre Island. The WBC is a first of its kind regional approach to nature conservation and birdwatching.

Edinburg's portion of the budget is 8.75%, and the City will fund salaries for a director and education coordinator and operations specific to the Edinburg center through the City's general fund.

This study describes the impact of GRC on the State of Ohio and on Northeast Ohio, where GRC is located. Northeast Ohio includes the eight counties in the Akron and Cleveland metropolitan areas.1 This report is an expansion and update of an earlier study, published in February 1996.2 As before, this study employs two methods to determine GRC’s influence on the state and local economies. The first method uses quantitative models to estimate the effect of GRC on the studied economies.
