This report examins the extent of air pollution emissions resulting from the use of backup generators at data centers in Northern Virginia, including both actual current emissions and potential future emissions, and how those emissions totals compare to other sources of air pollution in the Northern Virginia region. It also examines how exposure to data center emissions correlates with demographic characteristics such as race, income, and education.

Tribal land in Jharkhand, India, has been cultivated for generations by Adivasis, one of the largest aboriginal tribes of India. After India’s independence in 1947, the government-owned Heavy Engineering Corporation (HEC) was established as a tomb to the industrial development of a new India. Land for the massive project came from acquiring large tracts of Adivasi land. Even in cases where compensation was paid, the social and cultural costs borne by Adivasis far exceeded the land's market value. As of 2024, Virginia’s Central Region continues to produce one of the highest rates of foster care emancipations in the state, despite having minimal infrastructure to support young adults transitioning out of care. Each year, dozens of foster youth in the region age out of the system without reunification, adoption, or other forms of permanency, disproportionately entering adulthood without the stability of housing, employment, or accessible services. Although permanent supportive housing (PSH) has emerged as a nationally validated model for housing and service integration, few PSH developments in Virginia are designed specifically for aged-out foster youth or their families.

Distributed solar energy is growing rapidly in Virginia, and prices are dropping. If these trends continue, the state has the potential to meet a significant percentage of its electricity needs via distributed solar, supporting thousands of jobs and achieving substantial economic benefits in the process. However, reaching these targets will require the continuation of a positive policy and regulatory environment. This includes the removal of several remaining policy barriers, particularly related to shared / community solar, and avoiding some of the negative policy changes that have slowed distributed solar in other states.

Riverview Community Park began as an illegal DIY skatepark in the Maymont neighborhood of Richmond, Virginia. Now, although it is a city park, it is still entirely managed by volunteer community groups (skateboarders, the neighborhood Civic League, and a community garden) who view the park as a creative, experimental community-led spatial project. Due to a dearth of communication between the three groups, the park has suffered political strife between the groups and a chaotic physical atmosphere. This study examines the low-income energy efficiency programs funded by Virginia’s participation in the Regional Greenhouse Gas Initiative (RGGI). Its goal is to understand the extent to which those programs can address the problem of high energy burdens among Virginia’s low-income residents, and to estimate the impacts that those energy efficiency investments could have on the broader Virginia economy.

Our report begins with a review of existing research on “energy burdens,” or the concept that some residents, particularly those in lower income brackets, spend a disproportionate percentage of their incomes on home energy costs (heating, cooling, etc.). We then discuss …

Despite the strides made towards addressing climate change through greenhouse gas (GHG) emissions reduction strategies, it has become increasingly apparent that attempting to mitigate the crisis in such a manner alone is insufficient. This thesis joins a growing body of research on how our societies must adapt to a changing climate, contributing more evidence on common barriers to adaptation and how they might be overcome. Rapid urbanization is currently taking place in developing regions that have yet to address already existing and persistent inequities within their urban centers. There is perhaps no urban policy issue more critical for governments of the global South than the elimination of slums and informal settlements, along with the development of equitable access to affordable housing for low-income residents. Ethiopia has taken on this challenge through its Integrated Housing Development Program (IHDP), which incorporates slum clearance and resettlement through a government-led development of condominium housing targeting those displaced and other low and middle-income residents in the city.

Budgets are a prospective tool of governance, and appropriations are a planning vehicle reflecting: bureaucracies’ values, complex interactions, collective preferences, political influences, and available resources. Research spanning 30 years finds that environmental pollution is a key determinant of environmental budgets in the US, though myriad factors, actors, and subsystems are important to consider. Due to federalism and devolution of responsibilities and authorities, environmental governance falls largely to the states. While the dynamics that shape state environmental budget policy have received scholarly interest, theoretically-driven examinations of environmental appropriations remain limited within the public budgeting and environmental policy literature.

Historic preservation and urban renewal are often thought to be polar opposites. Where one seeks to preserve, the other generally seeks to destroy in order to rebuild. While the programs appear on the surface to be in opposition, this Thesis seeks to demonstrate that there is a fundamental connection between the underlying legal principles of historic zoning and urban renewal. To that end, the jurisprudence involving historic zoning and aesthetic regulations before and after the seminal urban renewal case of Berman v. Parker has been collected and analyzed. The paper describes the use of multiple objective decision analysis to qualitatively and quantitatively assess the quality of an endangered watershed and guide future efforts to improve the quality of the watershed. The Upham Brook watershed is an urban watershed that lies at the interface of declining inner city Richmond, Virginia and growth-oriented Henrico County. A section of stream within the watershed has been identified as so dangerously polluted that it threatens the health of the residents who live within the watershed boundaries.
