Artificial intelligence is increasingly shaping how individuals access information, make decisions, and interact with digital environments. The Cognitive Attentional Standards Platform (C.A.S.) was developed to assess attention related harms, cognitive safety, digital autonomy, and platform influence across digital systems (Clark, 2026). However, the growth of generative AI, conversational agents, and algorithmic decision support technologies has introduced new forms of influence that may not be fully captured by existing assessment domains. The People’s Beach at Jacob Riis Park on the Rockaway Peninsula of Queens, New York, is a vibrant place of queer and trans public-space placemaking—and especially Black and working class queer and trans placemaking. A distinct queer ecology emerges in the interplay of the dynamic movement of the barrier island, queer and trans—especially queer and trans Afro-diasporic—mobilities. This queer ecology, while articulated with, also defies and exceeds logics and workings of private property. In Charleston, South Carolina, for all but one year from 1790 to 1860, the enslaved and free Black population outnumbered that of the white. Through manumission, the process of an enslaved person gaining their freedom, the free Black population grew substantially and reached a peak in South Carolina during the nineteenth century. This large community of free people of color (FPOC), shifted the social climate by upsetting the balance of white power, thus increasing racial conflict, tension, and legislation that aimed to control the movement of FPOC.

This project takes the car as a historical signifier of a rhetorical racialization process that enables a hypermobile white, masculine, neoliberal identity that pervades conceptions of mobility in the West. I locate these overlapping social formations under a cultural logic of good life automobility (GLA) that positions cars, a quintessential form of private property, as a motivator for a contemporary “good life” citizenship identity that cultivates neoliberal subjectivities of free movement and market consumption in contempt of socialized and racialized public transit futures. Gentrification—broadly, the replacement of a less powerful group by a more powerful one in an urban context—is oft-discussed in the popular press, but its definition is much-debated in the urban planning literature. Furthermore, academic treatments of displacement understandably focus on measurable yet fairly abstract indicators like changes in rent or income, whereas neighborhood change is often registered by residents on the ground using visual, but difficult-to-quantify markers like retail turnover. This policy primer provides an overview of Nevada’s transferable tax credit program for film and other productions and reviews articles, reports, audits, and studies of film tax credits as a tool for economic development in the United States. This review considers a significant body of work analyzing the use of film tax credits in support of economic development. Studies and state audits often show that because film tax credits do not create the number and quality of full-time jobs necessary to merit their costs and do little to stimulate other related industries, they are a poor financial choice for state …

This paper argues that the emergence of new frontiers of smart transformation, such as underground spaces, can pose significant challenges to the implementation of “smart” technological solutions. Exploring the case of Singapore’s Digital Underground initiative, we show that elements such as material complexity, co-ordination between stakeholders, and the availability of appropriate regulatory and administrative frameworks can problematize the implementation of subterranean smart initiatives. By considering multistake-holder perspectives on these “more-than-technological” factors, this paper offers lessons for urban planners, policymakers, and developers in cities around the world that are keen to leverage technology to unlock the potential of underground space.

The concept of "coolness" (清涼) embodied fundamentally different bodily and cultural experiences in Chinese and Western traditions. With the introduction of Western-style summer resorts by foreign missionaries in the 1890s, these divergent understandings converged and clashed in new spatial forms. This study examines Mokanshan (莫干山), located in Zhejiang province and recognized as one of the Republican era’s “Four Great Summer Retreats” (民國四大避暑地), as a paradigmatic case of transnational leisure. Initially developed by missionaries as a health-oriented retreat, a transnationally managed enclave, and a nostalgic “overseas home” for expatriates, Mokanshan reflected a hybrid model of modern leisure shaped by foreign institutions. …

The archival research of this project explores four distinct eras, grouped around major events in the history of the university: 1961-1971, for the founding of the university and open admissions struggle; 1980-1990, for the response to the ‘70s fiscal crisis and introduction of the Board of Trustees; 2000-2010 for the post-open admissions era and the centralization of CUNY; and 2020-present, for COVID and a new fight for racial equity. The overall goal is to understand the ethnic and racial impacts of redevelopment and how populations were treated differently during the two styles of redevelopment that were employed in the city. Despite Oregon's expanded investments in affordable housing development and eviction prevention, over 5,400 eviction cases were filed in the state’s subsidized housing from January 2019 to December 2023. This report maps out the landscape of subsidized housing eviction in Oregon and brings attention to the high share of eviction judgments in subsidized eviction cases, the disproportionate rate of eviction filings from housing-authority-contracted management companies and nonprofit housing providers, and the great disparities in legal representation between landlords and tenants.

This dissertation discusses the mobility politics of container shipping and argues that technological development, political-economic order, and social infrastructure co-produce one another. Containerization, the use of standardized containers to carry cargo across modes of transportation that is said to have revolutionized and globalized international trade since the late 1950s, has served to expand and extend the power of international coalitions of states and corporations to control the movements of commodities (shipments) and labor (seafarers). Through a quantitative analysis of the relationship between New York city council campaigns’ spending and election results between 2001 and 2017, controlling for key factors such as incumbency, I find substantial and statistically significant positive effects for radio advertising on election outcomes. I find small but significant effects for mail, and smaller sized effects for canvassing. My findings underscore the need for further study of the role of ethnic and community media outlets, such as radio, in shaping voter behavior. In this paper, I critically explore the subjectivities of Hunters Point Naval Shipyard (HPNS), part of the largest redevelopment project in San Francisco since 1906. Applying an abolition ecologies framework, I ask what explains the duplicity of the Shipyard as a site of radioactive contamination and capital accumulation, and in the same time-space one that creates the conditions for radical place-making.
