Once considered a fringe and unreliable pedagogical approach for higher education, online learning has entered the mainstream. While the adoption of online learning has been on the rise for the past decade, higher education’s forced adoption of online learning in response to COVID-19 has accelerated the curve. It has raised questions on the viability, sustainability, and interest in online learning for teachers, students, and administrative leadership. The growth of the human population has led to the formation of largely populated agglomerations known as megacities. Although megacities can be found on multiple continents, Asia’s collection displays how megacities can develop in their own directions. Japan’s megacity of Tokyo, like other Japanese megacities, has adopted a western approach. China’s Beijing, on the other hand, continues to embrace its eastern roots. These megacities may differ in their ideologies, but they share in experiencing similar phenomena. One of these phenomena is population growth.

Perspectives On Abandoned Houses In A Time Of Dystopia, Kermit J. Lind

This article describes various perspectives on abandoned houses in urban neighborhoods and the reactions from those perspectives. It notes how conflicting reactions perpetuate the crisis of blight for individual residents and their communities. It argues that real solutions for management of abandonment must be based in local communities and tailored to local conditions. Priority must be placed on consistent maintenance in compliance with local housing and neighborhood health, safety and environmental codes. Housing preservation, rehabilitation, reutilization programs will not succeed without improved and sustained maintenance. Localities will need to take the lead in remodeling residential maintenance using new strategies, methods …

Problem: Given Cleveland’s prominence in the foreclosure crisis, discussions surrounding demolition, rehabilitation, and stabilization are particularly active and passionate in the region. It is surprising, though, that the role of historic preservation isn’t more thoroughly explored, both in Cleveland, and beyond. To fill a near void of empirical research, this paper offers a systematic investigation of the relationship between residential historic preservation and foreclosure. Research Strategy: This research brings together parcel-level foreclosure filing data and parcel-level program data of the Heritage Home Program of The Cleveland Restoration Society. This study found that – based on certain configurations of communities and cost considerations – it is economically viable to consolidate public safety answering points (PSAPs) in Highland Heights, Lyndhurst, Mayfield Heights, Mayfield Village and Richmond Heights, Ohio. When comparing 2012 staffing and noncapital costs to estimated staffing and noncapital costs for a consolidated PSAP, the consolidated PSAP would provide an estimated collective reduction in staffing and noncapital costs of ranging from $775,400 to $1.19 million. Analysis Of Median Household Income Differences Between Election Day-Vbm And Eip Voters, Mark Salling, Norman Robbins

Analysis of early in-person (EIP) voting in 2008 in Cuyahoga County shows that African-American, white, and Hispanic voters who used EIP voting had significantly lower incomes than members of those same groups who voted on election day or by mail. This result applies to those voting EIP on weekdays, extended weekday hours, weekends, and the three days before election day.

In the decade since the U.S. Supreme Court’s decision in Alameda Books v. City of Los Angeles, 535 U.S. 425 (2002), the adult entertainment industry has attacked the legal rationale local governments rely upon as the justification for their regulation of adult businesses: that such businesses are associated with so-called negative secondary effects. These attacks have taken a variety of forms, including: trying to subject the studies of secondary effects relied upon by local governments to the Daubert standard for admission of scientific evidence in federal litigation; producing studies that purport to show no association between adult businesses and negative …

The Effect Of Rluipa's Land Use Provisions On Local Government, Alan C. Weinstein

In the absence of perfect information about how RLUIPA has affected local governments, this article argues that the courts have adopted a pragmatic approach to maneuvering in the difficult terrain that RLUIPA occupies: combining appropriate judicial deference to a legislature that enacts a neutral law of general applicability with the heightened judicial scrutiny that becomes appropriate when that same law is applied to a specific zoning approval, a circumstance that frequently allows for subjectivity, and thus the potential for discrimination or arbitrariness against religious uses, in the approval process. Just as SVD [Slavic Village Development] fought back against predatory lending, mortgage fraud, and speculator flipping, the City of Cleveland and Cuyahoga County also sought to prevent these practices and stem the rising tide of foreclosures. This included legislation, litigation, and homeowner counseling. This article will focus on three examples of the response to the mortgage crisis in Cleveland: the Cleveland Housing Court, the Cuyahoga County Land Reutilization Corporation (land bank), and community development corporations (CDCs) and local intermediaries (namely, the Cleveland Housing Network (CHN) and Neighborhood Progress, Inc. The foreclosure crisis hit Cuyahoga County earlier and harder than the rest of the nation. The crisis continues to weaken the County’s already weak housing market, as evidenced by declining property values, increasing numbers of vacant and abandoned properties and the continuing high rates of foreclosure filings. In 1999, there were 4,900 residential foreclosure filings in Cuyahoga County. That number doubled to about 10,000 by 2005 and peaked in 2007 at close to 14,000. In 2011, the County had just over 11,000 residential foreclosure filings. In total, an estimated 68,000 homes in the County have been “touched” by foreclosure. The …

We provide here an analysis of the demographic and socioeconomic characteristics of the Cleveland Public Library’s (CPL) service area and that of the neighborhoods in which the library’s patrons live. We also describe the borrowing patterns for the branch and downtown, Main Library, locations. The census-based demographic and socioeconomic data used for the analysis include income, number of children, race, Hispanic ethnicity, language spoken at home, ability to speak English, public-versus-private school attendance by grade level, housing tenure (owner/renter), educational attainment, employment status, and place of employment (Cleveland versus other).
