In the evolving Canadian landscape, permanent residency acquisition has undergone a transformative shift from land sales to educational credential procurement. Canadian higher education markets post-secondary qualifications to international students (IS) seeking migration routes, posing nuanced challenges. IS, despite holding higher education credentials, often find themselves relegated to non-field specific jobs due to existing disparities in the Canadian job market. Proposed regulations for alcohol advertising prevent beverage companies from targeting people under the legal drinking age. However, similar regulations for alcohol alternative beverages are less explored, which could allow alcohol alternative products to create awareness for alcoholic beverages among youth. Alcohol alternatives beverages, including no-alcohol and low-alcohol products, are increasing in popularity and can function as compliments to alcoholic products to decrease the total alcohol volume consumed or as substitutes for alcoholic products. A successful local government exemplifies inclusivity, innovation, and deliberate decision-making, all advancing responsible management of taxpayers' resources. In this qualitative investigation, a phenomenological approach is employed to delve into the lived experiences of local elected officials. The aim of this study was to gain insights into the capacity of these local elected officials for success in governance. Subsequently, the insights from these local elected officials' experiences are harnessed to evaluate their influence and impact on municipal performance.

Does Child Care Works Work? An Exploration Of Pennsylvania’S Child Care Subsidy Program, Samantha J. Martin

This article explores the theory and implementation behind Child Care Works, Pennsylvania's child care subsidy program. The article then studies and evaluates the policy through three criterion: effectiveness in providing families with low cost but high quality child care, efficiency in how it uses resources dedicated to childcare in the state, and the equitable distribution of access to childcare. Child Care Works has the potential to increase access to childcare and employment in Pennsylvania, but the current budget does not allot enough money to the program for it to be as helpful as it could be.

This chapter examines the drivers of academisation in order to better understand the emergence, growth, and impact of academy schools in England. It traces the expansion of academy schools as part of ongoing educational reforms that were reinforced by a neoliberal narrative and facilitated by the state through subsidies and the underfunding and disinvestment of state-run schools. In recent decades, grant funding from federal and state governments has played an increasing role in school finance. However, prior research shows that education grants are not always effective, and the resources distributed to school districts are often not efficient. Increased federal and state funding does not always improve schools’ effectiveness but instead may trigger greater bureaucracy and a mass-production vision in local education administration.

El artículo revisa las respuestas iniciales de los gobiernos de Guatemala, El Salvador, Costa Rica y Panamá ante la pandemia del Covid-19. A partir de una revisión de documentos oficiales, se identifican y comparan las características de las respuestas que estos gobiernos ejecutan durante el primer semestre del 2020. Se concluye que, si bien los gobiernos desarrollan principalmente medidas de bioseguridad, hay diferencias importantes en las estrategias adoptadas por estos, posiblemente motivadas por las características sociales, política y económicas imperantes en dichos países. Beginning from the framework of welfare state regimes in rich capitalist countries, this article radically redefines it and applies the new model to regions and countries which experience problematic states as well as imperfect markets. A broader, comparative typology of regimes (welfare state, informal security, insecurity) is proposed, which captures the essential relationships between social and cultural conditions, institutional performance, welfare outcomes, and path dependence. Using this model, different regions of the world (East Asia, South Asia, Latin America, and sub-Saharan Africa) are compared. To resolve the graduation gap among Black and Hispanic students in Central Florida, the development of equity-centered practices to improve high school graduation rates is essential. Accrediting agencies assess higher education institutions using performance indicators that are outdated and assessed incorrectly. This research uses various quantitative methods including multiple regression to provide data to understand the financial impacts of these indicators on mission driven historically Black colleges and universities (HBCUs). The research question guiding this research examined whether academic accrediting agencies’, such as the Southern Association of Colleges and Schools, performance indicators affect state funding allocations for HBCUs. Comprised of three essays, my dissertation is linked by a common focus: the relationship between state or local governance arrangements and inequality or facets of social equity. I draw upon a range of literatures to motivate my research questions and inform my methodologies—welfare and social policy, public economics, intergovernmental relations, public finance and management.
