In New York City's water supply watersheds, controversy over water quality protection underscores both the need to expand the scope of water resource management and the challenges to doing so. This paper describes the response of watershed residents to !'Jew York City's efforts to avoid filtration mandated by the 1986 Safe Drinking Water Act Amendments and 1989 Surface Water Treatment Rule. The emergence of a spectrum of stakeholder groups representing land owners, sport fishermen, businesses, environmental groups and local communities has brought social and economic issues not previously part of the City's water management program to the center of the …

Water is essential to life in the arid environment of the western United States. For centuries, humans have used the Colorado River to fulfill their needs and until the past 100 years, the use of the river was sustainable. Over the last 100 years, the Colorado River has been dammed and diverted to "reclaim" the arid west for man's use. The protection of water quality at its source — the watershed — recognizes that minimizing land use impacts and allowing natural processes to provide in situ biological treatment can complement conventional engineering methods. In contrast to the enormous costs projected for drinking water filtration, the judicious application of watershed management principles and practices is a way to balance the needs of people with the capacity of the natural resource base over time. The gray wolf once inhabited a wide variety of habitats throughout most of the northern hemisphere north of 20°N latitude. Because the animal preyed on livestock and competed with humans for wild prey, it was extirpated from much of its range outside of wilderness areas. Environmental awareness in the late 1960s brought for the wolf legal protection, increased research, and favorable media coverage. The species has increased in both Europe and North America, is beginning to reoccupy semiwilderness and agricultural land, and is causing increased damage to livestock. Because of the wolfs high reproductive rate and long dispersal tendencies, the …

In 1992 Colorado voters approved the dedication of a portion of lottery proceeds to a trust fund for parks, wildlife, trails and open spaces. The fund will produce over $30 million during the next five years, and $35 million annually thereafter that will be dedicated to these purposes. This paper seeks to examine the key issues of both State and Commonwealth native title legislation for the fishing industry and fisheries management in Western Australia. Considerations for Aboriginal involvement in the industry and long-standing as well as recent concessionary arrangements for traditional usage of fish resources are examined. Industry reactions and future plans to accommodate native title in a positive framework are explored.

Solid waste management has been influenced by the growing trend to apply market-based incentives to environmental problems. The impetus to reform solid waste management procedures in part stems from the increasing costs associated with solid waste disposal, thus encouraging municipalities to seek innovative ways to reduce solid waste generation. One method adopted by numerous municipalities in Maine is known as variable cost pricing. Alternatively, this system is referred to as unit pricing, volume-based fees, and pay-by-the-bag (PB). Under this system, waste collection fees are based on the volume of solid waste disposal. A household's solid waste disposal costs change with …

A Ten-Year History Of The Demography And Productivity Of An Arctic Wolf Pack, L. David Mech

A pack of two to eight adult wolves (Canis lupus arctos) and their pups was observed during ten summers (1986–95) on Ellesmere Island, Northwest Territories, Canada. The author habituated the wolf pack to his presence in the first summer and reinforced the habituation each summer thereafter. The first alpha female produced four to six pups each year between 1986 and 1989. However, her daughter, who succeeded her as the alpha female, produced only one to three pups each year between 1990 and 1992 and in 1994, and apparently did not whelp in 1993 or in 1995. While environmental and economic needs have long been considered to be in direct opposition to one another, a new approach to environmental conservation is emerging. Called the "ecosystem" approach, it focuses not only on protecting the environment and its species, but also seeks new ways of balancing these interests with human needs. The article is drawn from a speech delivered by John C. Sawhill at the Summer Lecture Series of the College of the Atlantic,Bar Harbor,Maine, on August 2, 1994. Maine, like the nation, has focused a great deal of recent attention on determining acceptable levels of environmental and human health risk. Barbara discusses the role and uses of scientific information in risk assessment and public policy debate. Similar to Kevin Boyle's previous article (featured in the December 1994 issue of Maine Policy Review), Knuth discusses the 1992 Maine Board of Environmental Protection hearings which focused on the human consumption of fish potentially contaminated with dioxin.

Turning back the assault on the natural world is a monumental and complex task; even the first step – planning a network of reserves – is an enormous undertaking. This paper is intended as a general guide to the steps needed to produce a regional proposal for a Wildlands reserve system. It is based on an assessment of work underway in some regions, and extensive discussion with regional groups throughout the continent.

In the coastal zone, relationships between natural, social and economic processes are often intense. This complexity has led to a host of government agencies involved in the planning and management of coastal environments. Unfortunately, these institutions often work at cross purposes, generating inefficiencies and exacerbating conflict. This conflict is compounded by the increasing participation of non-governmental groups and local interests in resource use decision-making. Further, reduced spending by the public sector is restricting government programs. Shark Bay was inscribed on the World Heritage List in December 1991 on the basis of its natural values. The Department of Conservation and Land Management (CALM) is the management agency with responsibility for the oversight and development of management plans dealing with both the marine and terrestrial aspects of the World Heritage Area. This Draft plan deals with the management of fish resources in the Shark Bay World Heritage Area which are the responsibility of the Fisheries Department of Western Australia.

The failures of past restrictions on fishing effort to fully halt the decline of the breeding stock led to the formation of a sub-committee of the Rock Lobster Industry Advisory Committee. The prime objective of the sub-committee is to evaluate effective long term strategies for managing the fishery so that breeding stock is maintained at an adequate level despite the inevitable increases in catching efficiency. The purpose of this report is firstly to advise industry of the management proposals for the 1994/95 seasons and secondly to form a basis for industry consultation on management arrangements for the 1995/96 season.

Since 1965, the Western Rock Lobster Fishery has been managed by what is essentially a license limitation scheme invoiving restricted entry for boats, and strict controls on the aggregate number of pots which can be used by the commercial fishing sector. By most measures, management of this fishery has been highly successful. Biological over-exploitation of the fish stock has been prevented, at least until recently. Notwithstanding these achievements, there is widespread concern that the future profitability, and even the viability of the industry is under threat unless the current management practices are reformed. In October 1992 a special Sub-Committee of the Rock Lobster Industry Advisory Committee was set up to consider and evaluate future management strategies for the rock lobster fishery. Pursuant to this the Director of Fisheries commissioned a marketing study that is the basis of this report. This study was commenced in early October 1993 and completed in May 1994. Lake Mead and Lake Mohave, created by Hoover and Davis Dams respectively, were combined, along with much of the surrounding area, into the Lake Mead National Recreation Area in 1964. The enabling legislation is specific about the duty the National Park Service has to the public to create and maintain this, and other, national recreation areas for the benefit of the visitors, the environment, and future generations. By investigating human impacts on the physical environment (water quality, litter, etc.) and by querying park users on their opinions (with respect to crowding, visitor behavior, etc.), insight can be gained about appropriate …
