How should agencies and legislatures evaluate possible policies to mitigate the impacts of earthquakes, floods, hurricanes and other natural hazards? In particular, should governmental bodies adopt the sorts of policy-analytic and risk assessment techniques that are widely used in the area of environmental hazards (chemical toxins and radiation)? Environmental hazards policy analysis regularly employs proxy tests, in particular tests of technological “feasibility,” rather than focusing on a policy’s impact on well-being. When human welfare does enter the analysis, particular aspects of well-being, such as health and safety, are often given priority over others. “Individual risk” tests and other features of …

The Policy Research Initiative (PRI) Sustainable Development Team began working on the Canadian Water Sustainability Index (CWSI) in the summer of 20051 as part of a broader project on freshwater2. Inspired by the Water Poverty Index3, the PRI developed a draft framework4 for a composite water index that could be used to assess various elements of water well-being in Canadian communities. This draft CWSI framework provided the basis for a data review and an expert workshop. Blanding’S Turtle (Emydoidea Blandingii): A Technical Conservation Assessment, Justin D. Congdon, Douglas A. Keinath

Blanding’s turtles (Emydoidea blandingii) are secure in Nebraska, and they range from being vulnerable to threatened, or endangered throughout most of the rest of their distribution. In Region 2, they have not been reported from Kansas, they are extremely rare in South Dakota, and they occupy wetlands in the northern half of Nebraska. The largest population known within the range of Blanding’s turtles is at Valentine National Wildlife Refuge, Nebraska.

Regional Travel Options 2004-05 Program Evaluation, Jennifer Dill

Urban Studies and Planning Faculty Publications and Presentations

Regional Travel Options contracted with the Portland State University Center for Urban Studies to evaluate all program efforts over the 2004-05 fiscal year. Services provided were shown in relationship to the Regional Travel Options program 5-year strategic plan. The level of participation, satisfaction and the use of alternative travel options were measured where possible. Finally, the extent to which programs supported RTO objectives and connections to other regional goals was assessed. Results included auto-trip reductions. Recommendations for improving data collection were made. Each RTO-partner program is detailed individually in the appendices.

To address the negative environmental, political, and social consequences of the dominant, industrialized global food system, communities around the world have developed goals and values underlying a sustainable food system. Conceptualizing food production, distribution, and consumption as systems helps clarify the ways food affects social and natural environments, with the distribution element as the critical juncture where the product reaches the consumer.
