The December 12, 1997 Issue of IBPP provides an analysis supporting the trading and purchasing of pollution- emissions rights as means to responsibly confront the threat of global warming. In November 1995 Cabinet resolved that the Minister for Fisheries would establish the Abrolhos Islands Management Advisory Committee (AIMAC) pursuant to Section 42 of the Fish Resources Management Act 1994. The role of AIMAC is to advise the Minister for Fisheries about the management of the Abrolhos Islands and the adjoining State Territorial Waters, as detailed in Section 2.2.3.1 of this report. The purpose of this research was to provide information to DoD decision makers regarding factors influencing hazardous waste site remediation policy for South Korea. This study addressed: International agreements and U.S. and South Korean laws and policies relevant to hazardous waste sites; objectives of DoD environmental policy makers; extent and effects of soil and groundwater contamination; cleanup precedents set in other foreign countries; availability of resources and technical capabilities to investigate and remediate hazardous waste sites in South Korea; and opportunities for cooperation between the U.S. and South Korean military with regard to hazardous waste site remediation. This paper examines why negotiations following the Framework Convention on Climate Change (FCCC) have stalled and makes suggestions on how to circumvent the obstacles. In particular, the paper: - illustrates how current barriers to international agreement on climate change (CC) decompose into the separate components-self-interest, morality and strategy and discuss how the recent country positions are mixing them. - discusses some elements of a conceptual framework that will serve as a benchmark for assessing the feasibility of a proposal for a CC agreement. - discusses a few modest proposals that could potentially end the current stalemate, and also the potential …

Fisheries Western Australia licensing arrangements allow all vessels with an unrestircted fishing boat licence ('wetline licence') to take scalefish throughout the State. These arrangements have led to a high level of excess capacity in the licensed 'wetline' fishing fleet to exploit the scalefish resources. The declaration of the Kimberley Interim Line Fishery and forthcoming declaration the Northern Demersal Scalefish Fishery have resolved this problem for the Kimberley waters. Why Targets Of Regulations Do Not Comply: The Case Of Conservation Compliance In The Corn Belt, J. Dixon Esseks, Steven E. Kraft, Edward J. Furlong

This article employs survey data to test hypotheses about Corn Belt farmers’ intentions to apply conservation compliance plans. The data came from winter 1995 telephone interviews with a random sample of 839 farmers in that five-state region who had USDA-approved plans for their high4 erodible cropland For ethical and practical reasons noncompliance was measured indirectly-the respondents’ estimates of the percentage of their peers in the county who would “not apply their plans to any meaningful extent in 1995.” Regression analysis found that, as predicted by deterrence theory, farmers who believed in high probabilities of violations being detected or penalized were …
