California should adopt a phased supply chain accountability framework for electric vehicles sold in the state, combining the immediate implementation of a voluntary Fair Trade Decal program with the mandatory adoption of COFFEE (Corporate Operations Free From Environmental Evil) Standards based on CAFÉ standards, by 2035. This thesis identifies a critical gap in U.S. EV policy: current federal legislation regulates where batteries are sourced but not how cleanly or ethically they are produced. Egypt has enacted policies to promote the adoption of electric vehicles (EVs) in order to reduce their overall carbon footprint. However, the pace of transition remains limited, so the research aims to answer the following question: “How do current policies shape Egypt’s transition towards sustainable electric transport, and what additional measures can support this transition?" Artificial intelligence (AI) has the potential to create major economic and social benefits, but also to rapidly escalate electricity demand and its associated environmental impacts. Information availability has been a cornerstone of environmental law for half a century, and this Article argues that providing information to individual, corporate, and other users about the electricity demand and environmental impacts of AI can reduce those impacts without delaying development of the technology. This study highlights how fiscal policy tools can accelerate Egypt's climate transition, with emphasis on carbon taxes and fossil fuel subsidies reforms. It investigates how fiscal tools can reduce carbon emissions and promote economic development by primarily relying on qualitative interviews with policymakers, consultants, representatives of the private sector, and civil society actors, paralleled with some descriptive and comparative analysis. This report examins the extent of air pollution emissions resulting from the use of backup generators at data centers in Northern Virginia, including both actual current emissions and potential future emissions, and how those emissions totals compare to other sources of air pollution in the Northern Virginia region. It also examines how exposure to data center emissions correlates with demographic characteristics such as race, income, and education.

Battery storage is fundamental in the global initiative to mitigate anthropogenic climate change by decarbonizing the electric power grid and transportation sector. Battery storage stabilizes intermittent energy sources, such as solar and wind, and enables clean transportation through electric vehicles. Lithium-ion batteries are the most widely used battery chemistry globally due to their performance capabilities. Therefore, demand for lithium-ion batteries is projected to increase exponentially over the next several decades, driven by the growth of electric vehicles. Artificial intelligence (AI) data centers have become one of the United States' fastest-growing and least-regulated sources of environmental stress. In 2024 alone, U.S. data centers consumed 183 terawatt-hours (TWh) of electricity more than the entire nation of Pakistan and consumed an estimated 17 billion gallons of water (IEA, 2025; Berkeley Lab, 2024). By 2030, electricity demand from these facilities is projected to reach 426 TWh, a 133% increase in six years (Pew Research Center, 2025). The 21st century has seen a significant rise in global greenhouse gas (GHG) emissions, with the transportation sector contributing 23% of these emissions. Medium-duty and heavy-duty vehicles (MD/HD) are particularly impactful, accounting for over a quarter of transport-related emissions. In Humboldt County, California, transportation represents 53% of total emissions, with MD/HD vehicles being a major contributor. As light-duty vehicles shift to zero-emission alternatives, the MD/HD sector faces unique challenges. Hydrogen fuel cell vehicles offer a promising solution, providing longer range, higher energy density, and quicker refueling compared to battery electric vehicles (BEVs). Recent years have seen growing interest in subnational governments as arenas of climate governance, but limited systematic research exists on the extent, conditions, or pathways through which subnational climate policies can influence, or compensate for deficits in, national policies. This article addresses this gap by examining options for states to influence climate policy in the United States and Australia, two countries where federal governments have made limited progress in developing national climate policies. As an analytical framework, it conceives a typology of state government approaches to climate policy that distinguishes among compensating, horizontal diffusion, and bottom-up pathways. Extreme heat events, intensified by climate change, pose critical challenges to public health, infrastructure, and workforce resilience. Despite the urgency of these challenges, there is no systematic framework to identify workforce adaptive capacities that can help build regional heat resilience. This study introduces a novel large language model assisted approach, using task-level data from the O*NET dataset, to identify workforce capacities that enhance heat resilience. By defining heat-solution tasks as activities mitigating heat impacts, protecting public health, or improving infrastructure, we classify heat-solution occupations and dual-impact occupations, which are both vulnerable to heat and critical to heat resilience. This paper analyzes policies aimed at fostering a green economy in a resource-abundant, megadiverse nation such as Indonesia. This study use Delphi and Analytic Network Process methodologies, grounded in the perspectives of regulators, academics, experts, and practitioners in the green economy, to identify the determinants of green financial policies, revealing that fiscal instruments are of paramount importance. The challenge of energy transition is the high subsidy on fossil fuels and financing needs. Using social accounting matrix, this study examines the impact of energy transition plan and subsidy reform on economy, society and environment through three scenarios: business-as-usual scenario (Sim1), energy transition (Sim2) and phasing-out (Sim3). Sim2 and Sim3 are conducted without subsidy transfer (Sim2 & Sim3) and subsidy transfer for financing renewable power plants (Sim2.1 & Sim 3.1). The result is Sim3 has better economic, social and environmental impacts than Sim1. Electricity demand is soaring in Virginia, driven largely by the state’s booming data center industry. As the country’s cheapest source of new electricity supply, utility-scale solar (USS) is crucial to meeting this growing need.
Virginia has become a leading state for utility-scale solar development, and USS is projected to provide a substantial percentage of Virginia’s future electricity supply.
Concerns about the impacts of solar development, particularly on farm and forest land, is among the factors leading some localities to reject USS local land-use permits, and/or adopt more restrictive permitting regimes.

Public policies have been adopted and implemented at various government levels in the United States, aiming to facilitate the clean energy transition process. This dissertation examines three distinct but related dimensions of clean energy policies: policy effectiveness, policy coherence, and distributional policy impact. This dissertation consists of three essays that investigate the environmental and regulatory dimensions of unconventional oil and gas (UOG) development and place-based policy in the United States. The research examines how energy production activities interact with water resource management, regulatory compliance behavior, and regional economic resilience. By integrating empirical modeling, quasi-experimental methods, and policy evaluation, the dissertation provides new insights into how environmental risks and economic tradeoffs are shaped by regulatory constraints, strategic behavior of regulated entities, and government interventions in extractive regions. This thesis investigates how rural identity, environmental values, and place-based resentment interact to shape support for land use regulation in rural New England. Despite their vulnerability to climate change, rural communities often resist renewable energy development—a pattern commonly attributed to economic concerns or NIMBYism. Using an original survey of over 1,400 New England residents, this study tests six hypotheses through multivariate regression and subgroup analysis. Findings confirm that environmental identity is a strong predictor of support for land use regulation; however, this effect diminishes significantly among rural respondents. State public utility regulation in the energy sector is undergoing a rapid transformation driven by public and private investment in clean energy deployment, the corresponding threat to incumbent fossil fuel interests, and growing demands for energy justice. This transformation will impact many aspects of societal well-being—from energy insecurity in disadvantaged communities to dramatic shifts in energy-sector employment—so it is unsurprising that public utility commissions would engage with social policy concerns. Shining Light On Policy: The Case For Solar Panel Mandates On New Construction Projects, Emily Glazier

The note argues that solar panel mandates on new construction projects are a necessary and sensible approach to reducing greenhouse gas emissions and achieving climate goals, but their implementation must include provisions to protect vulnerable communities and address environmental justice concerns. While such mandates face legal and political challenges, the benefits of decreased emissions and energy independence outweigh the costs, particularly when paired with measures like community solar systems, incentives, and exemptions.
