The COVID-19 pandemic has amplified the realities of systemic health inequities within the United States. While the virus has severely impacted the entire country, people of color bear the brunt of this pandemic, from surges of COVID-19 cases in their communities to spikes in unemployment rates. Simultaneously, citizens are dealing with the impacts of natural disasters such as hurricanes along the Gulf Coast. The common denominator concerning these two stressors is that they can be exacerbated by institutional racism. It is now a maxim among scholars and policy-makers alike that disaster preparedness needs to involve community-based approaches in order to be effective. These include preparedness strategies in the household. But how do disaster preparedness policies and public discourses define “the household” in the first place? In this article, we explore how particular gendered notions of the household are reproduced in disaster preparedness policies and activities in Japan and the UK. Drawing on historical and cross-cultural analyses, we suggest that household preparedness efforts place the burden of labor on people coded as women—a phenomenon we call “the feminization of preparedness.” …

Three Chapters On Environmental Regulation, Pollution, And Trade Liberalization, Tingsi Wang

The dissertation consists of three chapters in environmental economics and international trade. The first chapter identifies the effects of environmental regulation on Chinese manufacturing firms' markups. Difference-in-difference and triple-differenced estimates show that more stringent environmental regulation decreases firms' markups. Furthermore, environmental regulation has a significant impact on non-exporters' markups, but it has no impact on exporters. Examining pre-trends, we find that SOEs did not change their behavior in anticipation of environmental regulation, but non-SOEs started to adjust before the regulation was implemented. The second chapter evaluates how the market size affects the impact of environmental stringency on firms' economic activity. …

Hunters form a diverse group with multiple motivations for seeking outdoor recreation experiences. A deeper understanding of hunters’ motivations may benefit wildlife managers in state agencies to cater services and regulations to meet the needs of this diverse group. To determine the motivations of wild turkey (Meleagris gallopavo) hunters in Tennessee, and their attitudes and preferences concerning turkey hunting and management, a self-administered questionnaire was developed and mailed to a sample of licensed Turkey hunters in Tennessee. This dissertation consists of three essays related to my research on environmental policy, emissions leakage, and public policy. In the first essay, I address how open economies respond to environmental policy instruments under uncertainty. I develop a dynamic stochastic general equilibrium model for a small open economy (SOE) and evaluate the macroeconomic fluctuations in response to cap-and-trade, pollution tax, and emissions intensity standard under two shocks: productivity and terms of trade. My findings suggest that cap-and-trade policies are most effective in dampening the macroeconomic volatility from productivity shock. Maximizing welfare in the economy requires effective policies that mitigate negative externalities and incentivize positive externalities. My first paper concerns emissions at manufacturing plants in the US, a major source of negative externalities. Globalization has created concerns that pollution can move across country boarders. Therefore, I study the environmental performance of foreign manufacturing establishments in the US to test if foreign establishments in pollution intensive industries are heavy emitters. I find that foreign firms are not dirtier than domestic establishments on average. However, they are significantly cleaner in industries with high fixed costs and dirtier in industries with low fixed …

Background: Scientific research in the 21st century is more data intensive and collaborative than in the past. It is important to study the data practices of researchers – data accessibility, discovery, re-use, preservation and, particularly, data sharing. Data sharing is a valuable part of the scientific method allowing for verification of results and extending research from prior results. Methodology/Principal Findings: A total of 1329 scientists participated in this survey exploring current data sharing practices and perceptions of the barriers and enablers of data sharing. As an alternative renewable source for bioenergy, forest biomass has recently drawn more attention from the U.S. government and the general public. Woody biomass policies have been adopted to encourage the new bioenergy industry. A variety of state policy incentives attempt to create a desirable legal climate and lure new firms, imposing two important questions regarding state government policies and the sustainable use of forest resources. In the past two decades, there has been a growing consensus regarding the inadequacies of the existing environmental policy regime and the need for reform to address complex, cross-jurisdictional sustainability challenges, such as nonpoint source pollution.
