Scholars offer competing explanations for how congressional polarization develops and operates. The literature variously points to shifting agendas, procedural change, or member adaptation or replacement. In this project, I study how congressional polarization occurs by asking what mechanisms account for the emergence of climate policy polarization. Climate policy is a useful test case to evaluate these competing theories. As a relatively low-salience, highly technical issue that is neither new nor inherently ideological, it is not an obvious candidate for deep partisan division. Yet climate policy has become sharply polarized, extending partisan disagreement even to the underlying science.

As global average temperatures continue to rise, the threat of climate change looms closer. To evade climate catastrophe, greenhouse gas emissions will need to be substantially reduced. Despite climate change’s imminent risks, in the United States, both the federal government and states remain resistant to transitioning away from fossil fuel energy sources. To combat this government inaction, some litigants have turned to an ancient doctrine. The public trust doctrine provides that sovereigns must protect natural resources from substantial impairment to ensure the public’s right to use those resources.

Embankments are essential components of transportation infrastructure, providing crucial support for long stretches of highways, railways, and other routes in California and around the world. Clay embankments are susceptible to weather-related deterioration processes that can gradually compromise their stability and, in some cases, lead to unexpected failures. Climate change, along with the associated shifts in weather patterns, is projected to adversely impact the weather-related deterioration processes, leading to exacerbated failures and/or shorter service life. As climate change creates extreme weather events, unprecedented disease and pest infestations, European farmers are challenged by these threats. Balancing sustainable and traditional practices while maintaining socio-economic stability under European Union agroregulations can be extremely difficult. An area of concern for the EU is viticulture, which is among the most climate-sensitive agricultural sectors. My study examines in what ways the EU’s regulations addressing climate-exacerbated pests and plant diseases influence the socioeconomics of different vineyard farms in Northern Italy. Climate change is no longer a distant threat, but a present crisis—making the question of how we act timelier than whether we act. This research investigates how people evaluate different approaches to climate action—specifically, mitigation (reducing emissions) and adaptation (coping with impacts)—through the lens of the Construal Level Theory (Liberman & Trope, 1998; Trope & Liberman, 2010). Across three studies, I examined how perceptions of desirability and feasibility influence preferences for different climate action strategies. Study 1 found that, to laypeople, mitigation was perceived as more desirable while adaptation was perceived as more feasible. Study 2 attempted to manipulate individuals’ …

The lack of progress in addressing climate change has led to increased interest in solar radiation modification (SRM)—a collection of large-scale interventions that cool the planet by managing the amount of solar radiation that reaches the earth. SRM complicates climate change governance because, in addition to advancing collective action to reduce greenhouse gas emissions, governance needs to restrain unilateral SRM action while balancing diverging actor interests, ethical risks and scientific uncertainty. In coastal urban areas, tidal flooding brings water carrying nutrients and particles back from land to estuarine and coastal waters. A statistical model to predict nutrient loads during tidal flooding events can help estimate nutrient loading from previous and future flooding events and adapt nutrient reduction strategies. We measured concentrations of dissolved inorganic nitrogen and phosphorus in floodwater at seven sentinel sites during 15 tidal flooding events from January 2019 to September 2020. This study investigates the causes and consequences of shoreline erosion at Kkotji Beach, a prominent tourist destination on the west coast of South Korea, where the degradation of the coastal environment has increasingly threatened the local tourism industry and economy, by employing a mixed-methods approach that combines field observations with MIKE 21 hydrodynamic simulations and by integrating perspectives from coastal engineering and the social sciences to develop practical, site-specific strategies for mitigating erosion, enhancing public awareness, and promoting sustainable coastal planning and development that support long-term environmental resilience and economic stability. Low-lying deltas worldwide are extremely vulnerable to sea-level rise. As the risks of climate-induced flooding become increasingly clear, the thirst for infrastructure-driven adaptation increases. This highlights a patent need to understand the impacts of engineering adaptation solutions, especially those targeting built structures such as dykes and sluices, on farmers from a bottom-up, farmer-centred perspective. The study addresses this call by examining cases where dyke policies, while successful in some dimensions, have undermined small-scale farmer livelihoods in Ca Mau ― Vietnam’s southernmost rural province. Grounded in a case study in Barbuda in the Caribbean, this research examines sustainability from the perspective of what arts and heritage can contribute to community engagement and local and broader understandings about the environment. This article documents a growing body of literature recognizing the role of arts and culture, including local knowledge and traditional ecological knowledge (TEK), in climate change endeavors. Art and TEK present expansive world views. Contextual information situates research done on the island of Barbuda pre- and post-Hurricane Irma. This article examines how rare earth minerals and the People's Republic of China's (PRC) strategic dominance in the global economy affect U.S. national security. The PRC's near monopoly on rare earth processing and its use of export controls as leverage pose significant risks to global supply chains and U.S. national security interests. In many developing cities, the scarcity of adequate observed precipitation stations, due to constraints such as limited space, urban growth, and maintenance challenges, compromises data reliability. This study explores the use of satellite-based precipitation products (SbPPs) as a solution to supplement missing data over the long term, thereby enabling more accurate environmental analysis and decision-making. Specifically, the effectiveness of SbPPs in Norfolk, Virginia, is assessed by comparing them with observed precipitation data from Norfolk International Airport (NIA) using common bias adjustment methods. Wildfires, weather extremes, and other conditions induced partially by climate change add urgency to the project of accelerating the clean energy transition from fossil fuels to zero-carbon energy infrastructure. Yet the hurdles to accomplishing such a massive industrial-scale transition are daunting. Indeed, large renewable energy generation projects regularly face denials or project-killing delays across the United States. Brazil is under unique pressure to adopt sustainable agricultural practices due to its intricate biodiversity and globally dominant agricultural sector. Increasing soil degradation, agricultural land expansion, and rising levels of atmospheric carbon are nationwide concerns that require multifaceted solutions. Integrated agricultural systems, which rehabilitate soils through crop, forage, and livestock rotation as well as biochar—a carbon-rich soil amendment—can address such concerns. In California (CA), the wildland-urban interface (WUI) faces escalating challenges due to surging population and real estate development. This study evaluates communities along CA's WUI that have witnessed substantial population growth from 2010 to 2021, utilizing demographic data and the 2020 WUI boundaries by the University of Wisconsin-Madison SILVIS Lab. Employing the Mann-Kendall test, we analyze yearly population trends for each census tract along the CA WUI and assess their significance. Climate change poses a significant threat to global ecosystems and human societies, driven largely by CO2 emissions from various economic activities. This macroeconomic cross-country study empirically assesses the effectiveness of carbon pricing in reducing CO2 emissions across three periods: 2012-2017, 2015-2019, and 2015-2020. Building on the foundational research by Best et al. This Article addresses the growing nexus between climate change and various conceptions of security with a particular emphasis on climate change's national security impacts. This Article argues that there is a growing connection between national security and climate change and a corresponding need to address the normative implications of "climatizing national security." Climate change and biodiversity loss have been recognized as complex, interconnected issues that require synergistic and mutually reinforcing policy solutions. Given the ambitious commitments by the Canadian government to abate the two “wicked problems”, this study investigates whether the government has constructed a policy framework that synthesizes climate and biodiversity concerns through policy integration and mainstreaming processes. Through a semi-systematic and comprehensive content analysis approach, this study assesses the degree to which biodiversity protection and climate mitigation have been effectively mainstreamed into federal policies, programs, and instruments. This thesis evaluates the adaptive capacity of Bangladesh’s agricultural sector in the context of climate change, focusing on policy and institutional capacities. An analytic framework is applied to assess policy coherence, resources, and implementation effectiveness of key national and international policies. The study also examines aspects of institutional capacity, such as administration, technological innovation, protective infrastructure, and access to benefits and resources. Through expert interviews and a comprehensive literature review, the research identifies both strengths and challenges in current efforts to enhance climate resilience. Infrastructure decisions today significantly impact future generations' quality of life, especially as severe storms and rising sea levels increasingly threaten communities across the United States. Decision-makers at all levels, including those involved in disaster prevention and response, must address climate change. In this article Stéphanie Heckman examines the process and outcomes of her graphic recording work and other forms of visual practice in the context of UN climate negotiations, reflecting on three years of collaboration with the UN Climate Change Secretariat, particularly during the eighteen-month Global Stocktake process. After a review of the history and science behind visual storytelling, she analyses one of the graphic recordings made for the third meeting of the Technical Dialogue of the Global Stocktake through the lens of Kelvy Bird’s ‘Levels of Scribing’ model.
