The Choose Energy report, "Electricity Generation by State," includes data on all 50 states and the District of Columbia.
When Words Flow Like Water: How The Enbridge Line 3 Pipeline Environmental Impact Statement Failed To Prevent Hydrogeologic Harm In Minnesota, Carly Gutzmann
When Words Flow Like Water: How The Enbridge Line 3 Pipeline Environmental Impact Statement Failed To Prevent Hydrogeologic Harm In Minnesota, Carly Gutzmann
Journal of Earth and Life Science
For the aquifers of Minnesota, the environmental impact statement (EIS) was a promise of protection that never left the page. An environmental impact statement is meant to be an aid in the decision making process in order to ensure that projects consider potential environmental harms that may occur. However, they are often used instead as another regulatory box to check, rather than as active considerations when planning. As such, a project plan can be flawed from the start—if project developers only consider environmental impacts after they have already put considerable time, effort, and funding into their project as-is, they may …
Powering The Machine, Draining The Planet: Whether U.S. Environmental Law Is Equipped To Regulate The Energy And Water Demands Of Ai Data Centers, Michael Marcu
Journal of Earth and Life Science
Artificial intelligence (AI) data centers have become one of the United States' fastest-growing and least-regulated sources of environmental stress. In 2024 alone, U.S. data centers consumed 183 terawatt-hours (TWh) of electricity more than the entire nation of Pakistan and consumed an estimated 17 billion gallons of water (IEA, 2025; Berkeley Lab, 2024). By 2030, electricity demand from these facilities is projected to reach 426 TWh, a 133% increase in six years (Pew Research Center, 2025). This paper examines whether the existing U.S. environmental regulatory framework put by the National Environmental Policy Act (NEPA), the Clean Water Act (CWA), and the …
Analysis Of Policies And Incentives For The Successful Implementation Of Hydrogen-Fueled Medium-Duty And Heavy-Duty Vehicles In Humboldt County, California, Alka Verma
Cal Poly Humboldt theses and projects
The 21st century has seen a significant rise in global greenhouse gas (GHG) emissions, with the transportation sector contributing 23% of these emissions. Medium-duty and heavy-duty vehicles (MD/HD) are particularly impactful, accounting for over a quarter of transport-related emissions. In Humboldt County, California, transportation represents 53% of total emissions, with MD/HD vehicles being a major contributor. As light-duty vehicles shift to zero-emission alternatives, the MD/HD sector faces unique challenges. Hydrogen fuel cell vehicles offer a promising solution, providing longer range, higher energy density, and quicker refueling compared to battery electric vehicles (BEVs). These features make hydrogen an attractive option for …

Developing A Waste-To-Energy Assessment Framework Integrating Engineering And Policy Dimensions Using A Triple Bottom Line Approach, Izech Brian O. Edwin, King Harold A. Recto
Electronics, Computer, and Communications Engineering Faculty Publications
The management of municipal solid waste (MSW) in swiftly urbanizing Philippine cities has emerged as a critical concern in both energy and governance. Dependence on landfills is approaching critical thresholds as disposal sites near saturation, transportation costs escalate, and host communities increasingly resist garbage transfers. In response, this study proposes a comprehensive Waste-to-Energy (WtE) assessment framework that integrates engineering evaluation with policy and stakeholder analysis to support sustainable decision- making.
Using Baguio City as a case study, the framework applies a Triple Bottom Line (TBL) approach to evaluate three waste management scenarios: (1) current landfill-dominated practices, (2) engineered landfill with …

Data-Driven Evaluation Of Sustainable Waste-To-Energy Pathways For Intelligent Urban Systems, Izech Brian O. Edwin, King Harold A. Recto
Electronics, Computer, and Communications Engineering Faculty Publications
The handling of municipal solid waste (MSW) in swiftly urbanizing Philippine cities poses intricate energy and governance challenges. In Baguio City, reliance on landfills has reached critical levels due to diminishing capacity, rising transport costs, and opposition to trash transfers by nearby LGUs. Although shaped by unique topographical and governance constraints, Baguio’s situation reflects issues faced by other rapidly growing Philippine cities; therefore, analyzing it offers insights for national MSW decision-making. This study applies a triple bottom line (TBL) framework to assess three management scenarios: (1) Status Quo, where all MSW is landfilled with no energy recovery; (2) Landfill with …

Shining Light On Policy: The Case For Solar Panel Mandates On New Construction Projects, Emily Glazier
Shining Light On Policy: The Case For Solar Panel Mandates On New Construction Projects, Emily Glazier
Cardozo Journal of Equal Rights & Social Justice
The note argues that solar panel mandates on new construction projects are a necessary and sensible approach to reducing greenhouse gas emissions and achieving climate goals, but their implementation must include provisions to protect vulnerable communities and address environmental justice concerns. While such mandates face legal and political challenges, the benefits of decreased emissions and energy independence outweigh the costs, particularly when paired with measures like community solar systems, incentives, and exemptions.

Evaluating Long-Range Transportation Plans For Mainstreaming Of Climate Adaptation Among Virginia Mpos, Sebastian L. Shetty
Theses and Dissertations
Despite the strides made towards addressing climate change through greenhouse gas (GHG) emissions reduction strategies, it has become increasingly apparent that attempting to mitigate the crisis in such a manner alone is insufficient. This thesis joins a growing body of research on how our societies must adapt to a changing climate, contributing more evidence on common barriers to adaptation and how they might be overcome. Through an attempt to evaluate the progress made towards mainstreaming, or integrating, climate change concerns into five Virginia MPOs’ long-range transportation plans (LRTPs), this study provides support for prior hypotheses around the potential for MPOs …

Honors Theses and Capstones
Marine renewable energy, energy harnessed from various ocean resources such as waves, tides, currents, thermal gradients, and marine streams, has incredible potential in the United States. Several European countries have realized the potential of the resource in the North Sea and Atlantic and have created incredibly successful industries already. The United Kingdom, particularly Scotland, is the world leader because of the comprehensive policy, labor force, and markets it has established in order to make MRE a competitive energy source. In the United States, the industry is immature, underfunded, and lacks policy support. In order to establish itself as a world …
Energy Demand And Economic Growth: Public Opinion And Mutual Exclusivity, Nicholas L. Silvis
Energy Demand And Economic Growth: Public Opinion And Mutual Exclusivity, Nicholas L. Silvis
Student Publications
The world is currently undergoing an energy transition from primarily fossil fuels to cleaner energy. The developing world is becoming more advanced, spawning relentless economic growth and an increase in energy consumption. Energy demand and economic growth are inextricably linked which poses a paradoxical question about future economic growth during a period of energy transition. Unfortunately, the transition requires large upfront costs with no guaranteed net benefit. A multitude of studies depict the impact of education, party identification, and age on how individuals perceive alternative energy. This study shows that views on governmental spending and party membership have a paradoxical …
Indigenous Communities Versus Oil Companies: Identifying Trends In Tactics And Success Of Indigenous-Led Anti-Petroleum Movements In The Ecuadorian Amazon, Ella V. H. Carlson
Indigenous Communities Versus Oil Companies: Identifying Trends In Tactics And Success Of Indigenous-Led Anti-Petroleum Movements In The Ecuadorian Amazon, Ella V. H. Carlson
Independent Study Project (ISP) Collection
In roughly the last 50 years, the Ecuadorian Amazon has become the epicenter of petroleum production in Ecuador. As oil companies attempt to exploit more and more of the rainforest, they have encroached on indigenous lands, leading to violations of indigenous rights through environmental destruction. As their territories have been invaded, indigenous groups throughout the Amazon have formed movements large and small in resistance to petroleum activities. Scholars have studied select campaigns in the past, but the literature lacks a comparative review of the characteristics of those movements. This paper compiles histories of seven campaigns against petroleum in the Ecuadorian …

Transformation of marine bioresources (main, co-product and by-products) into food, medicine, animal feed and related bio-based items i.e. cosmetics, nutritional supplements, enzymes, agrichemicals etc could help …
How Pennsylvanians Define Environmental Justice, Kayla Hofmann
How Pennsylvanians Define Environmental Justice, Kayla Hofmann
Sociology Summer Fellows
The Pennsylvania Department of Environmental Protection (DEP) defines an environmental justice area as any census tract that partially or wholly includes a 30 percent or greater minority population or 20 percent or more of a population living in poverty. However, little is known about how the average Pennsylvanian defines environmental justice, hindering our ability to determine whether the current definition is adequate. Using transcripts from nine listening sessions on the DEP’s tour of affected counties, I address 3 questions: (1) How do people define environmental justice? (2) What do people think are the most pressing issues in each county? And …
Movement For A Gasfield Free Northern Rivers And Its Applicability To Other Movements, Mariah Thomson
Movement For A Gasfield Free Northern Rivers And Its Applicability To Other Movements, Mariah Thomson
Independent Study Project (ISP) Collection
The Gasfield Free Northern Rivers campaign evolved into a broader social movement opposing unconventional gas extraction in the Northern Rivers, New South Wales, Australia. This movement manifested the Bentley blockade in which thousands of people collaborated to resist the invasive gas industry. This movement was successful in getting all gas exploration licenses in the region bought back by the NSW government, thus achieving the goal of keeping the Northern Rivers Gasfield Free. In this study I investigate how the GFNR campaign reached the scale of the Bentley blockade, and what aspects of this campaign and the broader movement are applicable …

Ecological Determinants Of Respiratory Health: Examining Associations Between Asthma Emergency Department Visits, Diesel Particulate Matter, And Public Parks And Open Space In Los Angeles, California, Jason A. Douglas, Reginald S. Archer, Serena E. Alexander
Health Sciences and Kinesiology Faculty Articles
Los Angeles County (LAC) low-income communities of color experience uneven asthma rates, evidenced by asthma emergency department visits (AEDV). This has partly been attributed to inequitable exposure to diesel particulate matter (DPM). Promisingly, public parks and open space (PPOS) contribute to DPM mitigation. However, low-income communities of color with limited access to PPOS may be deprived of associated public health benefits. Therefore, this novel study investigates the AEDV, DPM, PPOS nexus to address this public health dilemma and inform public policy in at-risk communities. Optimized Hotspot Analysis was used to examine geographic clustering of AEDVs, DPM, and PPOS at the …
An Examination Of The Need For Campaign Fianance Reform Through The Lens Of The United States Treaty Clause And Environmental Protection Treaties, Jordan Smith
William & Mary Environmental Law and Policy Review
The United States’ federal election system is constantly the focus of debate, including components from voting mechanisms, to candidate selection, and to the candidates themselves. Unsurprisingly, campaign finance has also been the source of much debate. For decades, scholars, politicians, lawyers, and laypersons have debated the merits and shortcomings of the campaign finance system enumerated in the United States Code. The landmark Citizens United v. Federal Election Commission (“FEC”) decision in 2010, in which the United States Supreme Court equated corporate speech to human speech, merely added fuel to the fire. The considerable volume of scholarship based upon campaign finance …
