Omnibus Bill C-38 exempted oil pipelines from the terms of the Environmental Protection Act, prompting protests from First Nations people through whose reserves it would pass. Omnibus Bill C-45 removes thousands of lakes and rivers from protection of the Navigable Lakes and Waters Protection Act and permits the government sale of native lands without consultation. the last remnants of native mixed-grass prairie in the region. The Northern Great Plains Inventory & Monitoring Network (NGPN) surveyed 8 long-term monitoring plots in Scotts Bluff National Monument in 2012 as part of an effort to better understand the condition of plant communities in the park. We measured plant diversity and cover, estimated tree and shrub density, looked for the presence of exotic species that are of concern to park management, and evaluated the amount of human and natural disturbance at all plots. The National Park Service has generally interpreted its sites in the Great Plains in terms of a Eurocentric narrative of westward expansion. Though some sites are changing (e.g., Little Bighorn), others are not (e.g., Scotts Bluff). Even those sites that have changed still retain important elements of traditional narratives, which often date to the 1930s or to the Mission 66 period (1956-66). The newest sites, such as Washita Battlefield, tell newer stories that resonate well with today's visitors. These provide a model for revising older sites. We discuss global climate mitigation that builds on existing unilateral measures to cut emissions. We document and discuss the rationale for such unilateral measures argue that such measures have the potential to generate positive spillover effects both within and across countries. In a simple dynamic model of learning we show that while single countries on their own may never get to the point of switching completely to low emission activities, a learning process with positive spillovers across nations is more likely to deliver a global switch to low emissions. Since the oil embargo of 1973, the United States has struggled to implement a sustainable and comprehensive national energy policy. Forging a consistent policy approach has been complicated by more recent emerging trends: how to combat global climate change, the continued emergence of viable alternative energy options, and the hydrocarbon renaissance.

This presentation will discuss several major themes that have impacted energy policy-making since the 1970s and how they are reflected in key issues debated in the current election year. It will then pose some thoughts on how to move away from the burdens of the past and move forward.

The ability to harness energy is fundamental to economic and social development. Worldwide, almost 3 billion people have little or no access to beneficial energy resources for cooking, heating, water sanitation, illumination, transportation, or basic mechanical needs. Energy poverty exacerbates ill health and economic hardship, and reduces educational opportunities, particularly for women and children. Specifically, access to efficient and affordable energy services is a prerequisite for achieving the Millennium Development Goal (MDG) relating to poverty eradication.
