Race And Wealth Disparity: The Role Of Law And The Legal System, Beverly Moran, Stephanie Wildman

In response to the prevalent view that American law and legal institutions are class and color blind, this Article provides examples of how legal institutions sometimes do create and maintain racialized wealth disparities. The Article offers examples of this phenomenon by examining a sequence of federal judicial decisions, the federal taxing statutes, the role of legal education, and access to legal services. These examples are instructive because they cut across a broad spectrum of components of the American legal system. The Pipeline to Public Service Initiative asked the McCormack Graduate School’s Center for Women in Politics & Public Policy at the University of Massachusetts Boston to ascertain the racial diversity in state and local government. The project had the following three goals:

--To identify the race (and gender) of those holding top-level positions filled through gubernatorial appointments, e.g., secretaries, commissioners, directors, deputy commissioners/directors, and undersecretaries, in the Commonwealth’s executive offices and major departments.

This paper reviews the economic policy since the handover. Evidence is presented and the case is argued that the serious recession and fiscal problems in 1998 were essentially a result of misguided housing policy. Hong Kong’s subsequent recovery and return to fiscal health, too, were essentially a result of a bold effort to reverse that misguided policy in late 2002. The paper commends the SAR government for its pragmatism and courage in the “incursion” in the stock market in the summer of 1998. Using a power transition perspective, this presentation analyzes the regional and global implications of different enlargement formulations of the European Union (EU) during the first half of the 21st century. First, it assesses the consequences of expanded EU membership with varying enlargement scenarios on global power distributions and considers the EU's position in the new world order. Next, it examines EU's external economic and security relations and considers how they might be affected by future enlargement of the Union.

Renewable Energy Under The Kyoto Protocol: The Case For Mixing Instruments, David M. Driesen

This paper suggests that a mixture of measures may be needed to encourage renewable energy under the Kyoto Protocol. It explains that the goal of maximizing short term cost effectiveness tends to conflict with the goal of encouraging the long-term technological development that the world will need to move away from fossil fuels. Because of this tension, policy-makers should not, and generally have not, regarded global emissions trading as a panacea. Low-wage workers have always faced difficulties earning enough to meet their basic needs in the context of the complex financial tradeoffs between receiving public benefits and taking on any or more employment. However, welfare reform and skyrocketing housing and medical costs have exacerbated these challenges to low income families, policy makers, and the providers and agencies that serve them. Employment – often at low-wages – is imperative for most families and, even with supplementary public benefits, financial independence is not easy to achieve for many working families. The Class Content Of Preferences Towards Anti-Inflation And Anti Unemployment Policies, Arjun Jayadev

This paper assesses class based preferences towards anti-inflationary and anti-unemployment policy. Using a consistent cross-country social survey, I find that the working class broadly defined, and those with lower occupational skill and status are more likely to prioritize combating unemployment rather than inflation. The result is robust to the inclusion of several plausible controls. The idea that the working class is less ‘relatively inflation averse’ is consistent with earlier predictions coming from large body of political economy research in the 1970s. The finding that inflation and unemployment aversion have a distinct class character has implications for current debates on the …

By examining the Washington to Puerto Rico flow of funds in some detail and comparing it with the flow of federal funds to the states, this paper demonstrates that the island’s receipt of funds is not uniquely large and cannot be viewed as representing the “largess” of U.S. taxpayers. The funds coming from Washington to Puerto Rico cannot bear the weight of responsibility for the island’s economic problems that various sources have placed upon them. Puerto Rico’s economic ills have to be explained by a larger set of factors. Nonetheless, some of the Washington to Puerto Rico transfer programs may …

Last year the baby boom generation began turning 60. Consequently, the number of senior citizens is expected to double by the year 2030. On average, a person reaching the age of 60 can expect to live an additional 22 years. (NCHS, 2003) Along with increased life expectancy comes a greater probability for chronic illness, physical impairment and loss of independence. Of those 85 and older, 55% will need some type of long-term care or personal assistance. (CBO, 2004)

It was a result of the lack of long-term preparation for adjustment to changes in the industrial structure.
