Yet, there is no agreement on a definition of democracy that can guide social change efforts. Popular financial reports are reports distributed to citizens and other interested parties who lack a background in formal government financial reporting but who desire an overview of the government’s financial status and activities. This paper examines the current state of local government popular financial reporting in the U.S. The results of a survey of large cities and counties indicate that 75 percent of these local governments have issued popular financial reports and that the types of reports and methods of distribution vary. Since 2009, researchers have analyzed the economic and employment impact of ARRA spending and tax policies. The current report is possible due to the efforts of Massachusetts policymakers who went beyond federal reporting requirements to require additional reporting on the number of workers who received ARRA-funded pay. ARRA workers’ demographic characteristics were also collected as part of the Massachusetts’ ARRA reporting requirements to allow for transparency and determine the fiscal policy’s impact on the state and local economy. The minimum wage is a legally mandated relationship between money and time. Traditionally, studies of the minimum wage have focused on the money side of this relationship (e.g. how much do minimum wage workers earn) while ignoring its temporal aspects (e.g. how long someone has to work to receive a particular income). This is a significant oversight because it overlooks the temporal investments that minimum wage workers must make in order to achieve a specific sum of money (e.g. there is a significant temporal difference if a minimum wage worker can achieve an income above a poverty threshold by working …

Effects Of Increased Variety On Demand, Pricing, And Welfare, William C. Horrace, Rui Hang, Jeffrey M. Perloff

We use order statistics to analytically derive demand functions when consumers choose from among the varieties of two brands—such as Coke and Pepsi—and an outside good. Soft-drinks have no price variability across varieties within a brand, so traditional demand systems (e.g., mixed logit) are not identified. In contrast, our demand system is identified and can be estimated using a nonlinear instrumental variable estimator. Our demand functions are higher-order polynomials, where the polynomial order is increasing in variety. Because these demand curves have convex and concave sections around an inflection point, firms are more likely to respond and make large price …

In pursuit of economic growth and development, countries have tried to strike a balance between competition and industrial policies across time. This paper will review the empirical evidence on industrial concentration and its economic correlates (notably firms’ performance as measured by profitability, factor productivity and innovation). It will also analyze how the introduction of competition policies and laws in South Korea, China, India, Indonesia and the Philippines affected industrial concentration. It will examine at what point in their industrialization and economic development these economies implemented these laws and policies. The minimum wage has been a prominent topic of discussion among labor economists. According to Neumark and Wascher, the minimum wage has been a core element of public policy for several decades. The effects of minimum wage were brought back to light during the State of the Union address by President Obama, in which he proposed increasing the minimum wage to $9.00, a 24% increase.

State government finance is a substantial endeavor in the United States. The management of a multitude of revenues and expenditures often involves some level of fiscal stress. In an age of increased public scrutiny, policymakers must be mindful of possible causes of fiscal stress, and the policy options available to mitigate fiscal stress and increase financial stability. This dissertation contains three essays that examine different elements of fiscal stress, and in some cases, the applicable policy responses.

The local government tax-exempt debt market is a growing, and complex, sector of public finance. As local governments turn to debt financing the factors that contribute to interest costs of that debt have become important considerations for local government officials and politicians. Governance at the local level involves a network of overlapping governments some of which share a tax base. This system of overlapping governments that share a tax base are subject to externalities that arise from taxation, expenditures, and debt. Fossil Fuel Subsidies: Impacts And Reform Strategies, Jennifer E. Good

This thesis uses cross-country panel regressions to identify the effects of fossil-fuel subsidies for both oil importers and oil exporters on GDP growth, industry growth, crowding out of government expenditures in education, health, and infrastructure, government debt, carbon dioxide emissions, inequality and poverty. Fossil-fuel subsidies are found to be associated with lower levels of growth and industry growth, less government expenditure on health and education, poorer infrastructure quality, more government debt, and higher rates of carbon dioxide emissions. No relationship is found between fossil fuel subsidies and poverty and inequality. These results confirm the arguments of those that argue that …

The major metropolitan areas of the Intermountain West finally put the housing bust behind them in the third quarter of 2012 and in most places made solid progress. House prices rose in all 10 major metropolitan markets in the months from June to September for the first time since the recession began. Likewise, output growth accelerated and the unemployment rate continued to fall. Unfortunately none of this prevented the region’s already feeble jobs recovery from slowing.

One rationale for large public investments in clean energy technology points to concerns that have not been addressed by other policies, most notably greenhouse gas emissions and energy security. Another inspiration for clean energy policy suggests that strategic government investments would increase domestic firms' market share of a growing industry and thus help domestic firms and workers. This lecture examines the economic case for clean energy policy in the United States and addresses the issues state and local governments confront in building a clean energy industry.

Commentaries on the financial meltdown that began with Lehman Brothers’ collapse in September 2008 trace its origins to greedy bankers exploiting lax regulatory practices to take excessive risks through exotic and arcane financial instruments. While not wishing to demur from this analysis this chapter takes issue with the frequent failure to acknowledge that this has come about as a consequence of the (mis)application of state power over the past 50 years (see Helleiner 1994).
