State governance of colleges and universities is an indicator of the state’s relationship with key stakeholders, such as business leaders, elected officials, policy makers, and local residents. Accordingly, a state’s college governance structure shapes two-year public colleges’ institutional priorities and how these vital institutions respond to local workforce needs. Around the country, an important function of two-year colleges is to provide training and skills for regional workforces that align to local business and industry needs. This brief examines the origins of two-year colleges and compares Nevada’s college outcomes with those of similar states through.

For many years, professional baseball has enjoyed a privileged antitrust exemption apart from other professional sports. With the passing of the Curt Flood Act in 1998 this exemption was removed; however, the act may not be as influential as it seems. Court rulings were prominent in initiating and maintaining the antitrust exemption for professional baseball. These include the Supreme Court Trilogy, especially the case of Curt Flood, a baseball player who fought against the reserve clause system which limited his and other players’ employment options. This research seeks to explain budgetary transparency practices of individual US counties by examining the extent of information sharing with constituents via their websites. There are 3,138 counties and county-equivalents in the United States. This study evaluates a random sample of 400 US counties where 19% of the represented counties having populations of 100,000 or more residents, matching the same ratio of counties with populations of 100,000 or more residents nationally. We create a four-level categorical dependent variable measuring budget transparency. Using an ordered probit analysis with six independent variables we are able to explain the probability of counties having …

The urban/rural divide is pervasive in policy-making in Nebraska. In this nonpartisan state, coalitions based on spatial identity or whether the legislator is urban or rural seem to have greater weight than party especially in the creation of economic development policy. Often, economic development policies include locational considerations which give areas such as rural areas and economically distressed areas greater weight when distributing program funds. Introduction: In a significant geographical shift in the distribution of HIV infection, the US South - comprising 17 states - now has the greatest number of adults and adolescents with HIV (PLHIV) in the nation. More than 60% of PLHIV are not in HIV care in Alabama and Mississippi, contrasted with a national figure of 25%. Poorer HIV outcomes raise concerns about HIV-related inequities for southern PLHIV, which warrant further study. Both Ireland and Taiwan are considered to have experienced “economic miracles” that, ex ante, could not have been predicted when the two countries started along the road of industrial development in the late 1940s / early 1950s through to the end of the 1960s. This report is an evaluation of an innovative community-based intervention – the Food Dollars Program. Funded by the AARP Foundation, this program was designed and delivered by Action for Boston Community Development (ABCD) and their Elder Services staff in order to promote healthy eating and reduce food and economic insecurity among low-income elders in Boston. The impetus for creating this program arose from the challenges many low-income individuals face in purchasing and consuming healthy foods from the five food groups as recommended by the US Department of Agriculture (USDA) in their ChooseMyPlate model of healthy eating. Maine has seen membership in the Maine Retirement System fluctuate from 1991 to 2013 while members receiving benefits has increased year over year. In an article published in the Portland Press Herald on July 24, 2010 titled Maine’s Unfunded Pension Liability Looms as Election Issue, the unfunded liability is reported as having increased from $3.1 billion to $4.4 billion through the recent financial crisis beginning in 2008.

The unfunded liability exists because of insufficient historical general funding and increases in retirement benefits without increases in funding numerous times.

The Public Telecommunications Facilities Program (PTFP) was the largest source of capital funding for U.S. public broadcasters for nearly fifty years. Between 1963 and 2010, the PTFP distributed more than $800 million to support the construction of public broadcasting facilities. Though the PTFP itself was generally noncontroversial, the fortunes of the program were complicated by the partisan politics of public broadcasting and federal fiscal policy. This study provides evidence of the ambiguous and contingent nature of the American approach to public broadcasting, and demonstrates some of the problems associated with affirmative efforts by government to advance public communication.

Bhutan has adopted Gross National Happiness (GNH) as a way of determining its society’s success in contrast to purely economic goals and the singular use of the gross domestic product indicator. Streetcars have made a comeback in cities in North American in the last several decades; there are now over 45 cities operating, building, or planning streetcars. The majority of these streetcars are viewed primarily as catalysts for economic development, rather than as a means of public transportation. However, the streetcar’s claim of promoting development is backed by surprisingly little evidence.

Does Tax Revenue Diversification Help States Weather Economic Downturns? Evidence From The Great Recession, Nick Kilby

This capstone seeks to build on previous research to assess the validity of the claim that revenue diversification is an effective policy tool for states to use during recessions in order to stabilize their revenue flow. Revenue diversification is defined as the degree to which states take advantage of various tax sources, rather than reliance on a few or one in particular. Previous research, especially by Carroll (2005) and Suyderhound (1994), has shown that states with higher revenue diversification rates experience lower revenue shortfalls during recessions and other economic downturns on average.

Poverty, while an intuitive concept, proves harder to specify and measure, especially over time. Foster, Greer and Thorebecke (1984) introduced an axiomatically sound, and commonly used poverty index Pα that is later developed by Foster (2009) to include time spent in poverty. I use their dual-cutoff spells approach to determine the occurrence, depth, and severity of poverty in a longitudinal dataset.
