Measurement Of The Ocean Economy From National Income Accounts To The Sustainable Blue Economy, Charles S. Colgan

Journal of Ocean and Coastal Economics

The widespread efforts to incorporate the economic values of oceans into national income accounts have reached a stage where coordination of national efforts is desirable. A symposium held in 2015 began this process by bringing together representatives from ten countries. The symposium concluded that a definition of core ocean industries was possible but beyond that core the definition of ocean industries is in flux. Better coordination of ocean income accounts will require addressing issues of aggregation, geography, partial ocean industries, confidential, and imputation is also needed. At least two-thirds of global fish stocks are overfished or fully exploited (FAO, 2014). As a result, fisheries are not producing nearly as much food, profit, or livelihood opportunities as they could be. Well implemented and effective Rights Based Management (RBM) can reverse these trends, but designing and implementing such systems is challenging.

There are good design principles based on research and experience for designing RBM systems, focused on ensuring that stakeholders buy into management measures and that fishermen can capture the benefits of their own conservation efforts. Natural Disasters In Latin America: The Role Of Disaster Type And Productive Sector On The Urban-Rural Income Gap And Rural To Urban Migration, Madeline Alice Messick

This research provides insight into the impact of natural disasters as drivers of rural to urban migration in Latin America and the Caribbean (LAC). Disasters of varying types are predicted to have differing impacts on the productive sectors of agriculture, industry, and services; which due to the concentration of the various productive sectors in either urban or rural areas, subsequently changes the urban-rural wage differential. Changes to the wage differential (as measured by the urban-rural income gap) are predicted to lead to movement between urban and rural areas until a new equilibrium wage is reached.

The papers take up and make salient an array of the big questions of our day.

This dissertation is a case study of Better Work, a program run by the International Labor Organization and the International Finance Corporation. It aims to improve working conditions and productivity in the apparel industry. The purpose of this case study is to examine the role that international organizations can play in global governance. The research presented here comes from interviews, document analysis, and an examination of quantitative data on factories’ working conditions. A review of history shows that property markets have pronounced cycles and a continual struggle to provide affordable housing with much direct state provision and extensive subsidises for home ownership. While working at one of the largest resettlement agencies in New England, the author began to analyze how power itself is structured within the Refugee Resettlement Industry (RRI) nationally. This paper argues that the RRI is embedded within neoliberal governance and can be better understood and improved with this understanding. Happiness And Government: The Role Of Public Spending And Public Governance, Lok Sang Ho, Yew Kwang Ng

We use a quadratic form in the key spending variables to estimate optimal government spending, using World Value Survey data covering 78 countries. We found that the average of total public spending for countries of good public governance, at 36.45% of GDP, is almost identical to the average of estimates of optimal public spending at 36.49%. However, significant over-spending or under-spending is found for individual countries. Optimal spending on both healthcare and that for education increase with population aging. Spending on education is found to reduce optimal healthcare spending. Per capita GDP increases optimal healthcare spending but reduces optimal education …

In the United States, some, but far from all, employers offer certain forms of wage replacement when workers take a leave for medical or family reasons. In 2015, only 12% of all workers had access to paid family leave from their employers, 38% had access to short-term disability leave, and 65% had paid sick leave. Extending paid family and medical leave to all employees through a statewide program would share the costs and expand access, level the employment playing field, and reduce inequality among workers. Malnutrition is one of the biggest problems facing India today. Thus, the functioning of the Public Distribution System (PDS) - which provides subsidized food to hundreds of millions of people is critically important. However, while numerous studies have evaluated the performance of the PDS in rural areas, there is a notable lack of research in urban slums, a rapidly growing population. Through interviews with PDS beneficiaries and other stakeholders, the present study examines the PDS in one slum in Delhi and finds numerous problems, including low quality grain, corruption, and the lack of an effective complaint mechanism. This paper’s contribution to the understanding of marine recreational pursuits in Ireland is based on the estimation of the first sea angling demand function. We use this empirical work to inform the more general debate surrounding resource allocation between commercial fisheries and recreational anglers. The study compares the use of Poisson and negative binomial count data models to estimate sea angling trip demand. The models also account for truncation and endogenous stratification; two issues that need to be controlled for when dealing with on-site sampled populations.
