This paper investigates how a change in a region's energy cost share (ECS), a ratio of a region's energy expenditure as a fraction of its gross domestic product (GDP), affects the region's social and economic development. Nations from four regions of the world, namely Australasia, Europe, North America, and the BRICS nations (Brazil, Russia, India, China, and South Africa) were chosen for this study. Using time series data from the period of 1978 to 2010, the annual ECS of each country was compared to the year-on-year GDP change, as well as the components of the human development index (HDI). The National Oceanic and Atmospheric Administration’s (NOAA’s) Economics: National Ocean Watch (ENOW) provides an annual time series of select employment, establishment, wage, and gross domestic product data for all 30 U.S. coastal and Great Lakes states as far back as 2005. As detailed in Section 4 of this report, ENOW covers 47 six-digit NAICS industries across the following six ocean- and Great Lakes– dependent sectors of the economy:

An Event Study Analysis Of Too-Big-To-Fail After The Dodd-Frank Act: Who Is Too Big To Fail?, Kyle D. Allen, Ken B. Cyree, Matthew D. Whitledge, Drew B. Winters

One feature of the Dodd-Frank Act is the elimination of too-big-to-fail (TBTF) banks. TBTF is a government guarantee of large banks that has been shown to increase the value of these banks, so removing the guarantee should result in a price decline of TBTF bank stock. Using event study methods, we find very limited reaction to the process of eliminating TBTF. Specifically, there is limited reaction among the largest banks and banks receiving special attention, such as Systemically Important Financial Institutions (SIFI) banks. Instead, smaller banks not receiving special attention show some evidence of negative returns with the elimination of …

This report analyzes the most common bundles of public assistance benefits for low-income residents of Massachusetts. The findings can be used to better understand the relative success of these public assistance programs at reaching low-income target populations. Furthermore, the combination of benefits received can help provide insights regarding where families might experience cliff effects; data that can be used to inform policy changes to help ameliorate cliff effects.

In 1908, Congress authorized payments to local governments, including counties and school districts, to compensate for the non-taxable status of the newly established forest reserves within their boundaries. The original program shared revenue generated from commercial activities on public lands, e.g. timber harvesting, not anticipating the major changes in the volume and types of activities on National Forest lands, particularly in the Pacific Northwest, that have played out over the past century. After the Vietnam War, increased defense funds assigned to the Army National Guard stimulated and supported small communities in Louisiana. Recruits from economically depressed regions lined up to join the Guard because of the competitive pay and the generous education benefits it offered. In the mid-1980s, when a state budgetary shortfall threatened to limit the stream of federal funds and close local armories, communities in Louisiana rallied to keep the doors of their armories open. This research conducts the first deep data analysis of the public complaints filed to the Consumer Financial Protection Bureau's Consumer Complaint database by San Francisco residents. In developing countries, menstruation poses two significant challenges for females. First, the resources required for periods are expensive for those in low-income communities. Hence, the absence of such menstrual products lowers females’ access to schooling and employment. Next, periods are also heavily stigmatized – especially in poorer or rural areas. Such taboos surrounding menstruation negatively impacts females’ psychological development and hamper their prospects of socialization. Thus, to analyze this issue, we ran a randomized control trial in Nepal, where we provided reusable menstrual pads and / or health seminar to 312 schoolgirls and 100 of their mothers. The Mid-Atlantic Regional Council on the Ocean (MARCO) has identified increased understanding of the possible effects of climate change on the socio-economic assets and systems of the region as a priority need. This is based both on recent experience studying climate change and concern for the economic values that have been placed at risk. Changes in ocean temperatures and chemistry are already affecting fisheries, while the critical marine transportation facilities of the region must now address concerns about sea level rise in addition to shifting global transportation markets.
