Using the Economic Innovations Group1 DCI (Distressed Communities Index),2 the Tables that follow report EDI for each of the 17 counties in Nevada, grouped within two time-frames (2007-2011 and 2012-2016), and showing change over time. The data provides the opportunity to compare how the Great Recession affected communities across the nation and how the ongoing recovery is reshaping the economies and social networks of our nation.

As such, actors both inside and outside of government are seeking new policy solutions that both effectively and efficiently address these issues. Significant hurdles to embarking on a new policy approach exist, however, including a lack of up-front funding and a reluctance to take on the risk inherent in implementing new programs. We examine the relationship between body mass index (BMI) and mental health for young adults and elderly individuals using data from the National Longitudinal Study of Adolescent Health and the Health & Retirement Study. While ordinary least squares (OLS) estimates show that BMI is significantly associated with worse mental health in both young adulthood and old age, they are likely to be confounded by (i) unobserved factors that affect both BMI and mental health and (ii) reverse causality. To tackle confounding, we take two complementary approaches. First, we use a polygenic score for BMI as an instrumental variable (IV) and …

In the Netherlands, the Betting and Gaming Act from 1964 largely determines the current structure of gambling markets. The policy was to channel consumers to a limited number of licensed operators. This led to state-owned monopolies for lotteries, sports betting and casinos, a private monopoly for horse race betting, a limited number of privately owned charity lotteries, and a large number of private slot machines operators.

Pending legislation proposes an online market without a limit on the number of operators. Furthermore, state ownership will be phased out, and introduced legislation to privatizing and expanding the number of casinos. The current …

This presentation will elaborate how tribal community leaders originally envisioned utilizing gaming revenues to fund cultural investments such as language retention or elders’ programs, and whether they and their fellow community members assigned cultural investments a greater value than economic investments (e.g., infrastructure such as paved roads). Preliminary research suggests that leaders seeking casino or gaming site construction commonly identified cultural investments as an essential element of community development initiatives, and that they could be considered unique from and complementary to economic development initiatives. This paper offers a comprehensive political history of the Rhode Island Earned Income Tax Credit (EITC) and an analysis of Rhode Island EITC recipients. It explores the history of the Rhode Island EITC, an income subsidy available to low-income workers, from its introduction in 1975 through 2018. It details the forces behind expansions and reforms and the effects of those changes. It also analyzes microdata to construct a profile of current EITC recipients. This paper concludes that the Rhode Island EITC has historically been viewed as both a poverty alleviation program and an incentive for labor market work. The Rhode …

In an effort to understand the effectiveness of the North American Free Trade Agreement, the author uses previous academic literature to assesses the success of the North American Free Trade Agreement’s primary and peripheral goals. To understand how North American citizens, perceive NAFTA and their future relationship with one another, the author uses survey data to analyze attitudes of American and Mexican citizens towards trade liberalization (NAFTA) and labor mobility. Regression analysis reveals that there is a positive relationship between labor mobility and trade liberalization for Mexican citizens but not for American citizens. Policymakers in OECD countries regularly cite reducing political violence as a fundamental purpose of foreign aid. For example, countries such as Pakistan and Iraq have received considerable amounts of aid meant to address the root causes of political violence. This project analyzes quantitative and qualitative evidence to assess whether foreign aid can reduce political violence. The quantitative and qualitative analyses study Boko Haram in Nigeria and the Revolutionary United Front in Sierra Leone to focus on regional and country-wide political violence. Aging populations in developing countries have spurred the introduction of public pension programs to preserve the standard of living for the elderly. The often-overlooked mechanism of intergenerational transfers, however, can dampen these intended policy effects, as adult children who make income contributions to their parents could adjust their behavior in response to changes in their parents’ income. Exploiting a unique policy intervention in China, we examine using a difference-in-difference-in-differences (DDD) approach how a new pension program impacts inter vivos transfers.
