This Integrated Resource Plan (IRP) outlines the Public Service Company of Colorado’s (PSCo) strategy to accommodate the growing energy demand of its customers while transitioning to renewable energy. The IRP attempts to quantify the impact of Colorado’s clean energy and climate policy by comparing three different scenarios:

1. Reference Scenario. New capacity is met with the lowest cost of generation ignoring Colorado Renewable Energy Standard.

2. 100% Carbon Free by 2050. Additional capacity is met with lowest cost mix of renewables sufficient to meet Colorado’s Renewable Energy Standard.

This book review of The Culture Code summarizes three significant skills that contribute to creating a highly successful group. These skills include building safety, sharing vulnerability, and establishing purpose. Audiences are encouraged to appreciate the book for two reasons. First, it conveys that the approaches to strong group culture are multiple. Second, culture is one of the significant factors that policymakers should consider. By reading The Culture Code, readers can better understand how culture can help society be more inclusive and dynamic.

This paper analyzes COVID-19 stimulus checks in a variety of public policy frameworks. Punctuated equilibrium theory is useful in explaining the development and implementation of this policy action. Narrative policy framework provides context for how the stimulus checks were perceived by the public and how that perception influences future policy. The stimulus check policy is also analyzed from the perspective of both a rationalist and critical policy analyst. These three policy frameworks interact with one another to create a feedback loop that informs future crisis policy.

The minimum wage at its current level of $7.25 is not enough money for citizens to pay for all of their basic needs such as clothing, rent, food, and healthcare. Additionally, with increased inflation in almost all aspects of life, this minimum wage has not increased since 2008 making it even more difficult for individuals to survive. This article explores the theory and implementation behind Child Care Works, Pennsylvania's child care subsidy program. The article then studies and evaluates the policy through three criterion: effectiveness in providing families with low cost but high quality child care, efficiency in how it uses resources dedicated to childcare in the state, and the equitable distribution of access to childcare. Child Care Works has the potential to increase access to childcare and employment in Pennsylvania, but the current budget does not allot enough money to the program for it to be as helpful as it could be.

This paper analyzes H.R. 82 "The Social security Fairness Act" of 2021 by using SWOT (Strengths, Weaknesses, Opportunities, and Threats) analysis. The paper focuses on the Windfall Elimination Provision and Government Pension Offset provisions of the social security Act. When social security was initially passed, pension benefits were not extended to public sector employees until the reforms in 1950s. However, in the 1970s the Supreme Court declared that men were no longer required to prove that they were reliant on their spouses to be eligible for spousal or widower's benefits, thereby making thousands of male retirees eligible to receive benefits. …

The artists in these cities quickly adopted the usage of public art as means to insert political dialogue into the everyday life of their citizens. In this paper, I critically explore the subjectivities of Hunters Point Naval Shipyard (HPNS), part of the largest redevelopment project in San Francisco since 1906. Applying an abolition ecologies framework, I ask what explains the duplicity of the Shipyard as a site of radioactive contamination and capital accumulation, and in the same time-space one that creates the conditions for radical place-making. In February 1995, the Costa-Hawkins Rental Housing Act (AB1164) was passed in California. Developed by two Democratic state policymakers, Senator Jim Costa and Assemblymember Phil Hawkins, the act encompassed both Senate Bill 1257 and Assembly Bill 1169 (Goldberg 2, 2018). The Costa-Hawkins Act was a vacancy decontrol legislation that overruled strict rent control measures in cities across California. In combination with rent control and Costa-Hawkins, the passage of the Ellis Act (1985) by state legislators further contributed to the affordable housing crisis. A six-person team evolved including the personified project itself, united as one communal entity in collaboration. The project entailed creation of a bicicargo, or cargo bike–useful art becoming a mobile coffee bar and literal vehicle embodying justice through coffee offered freely in México, as facilitated through decolonized ethnography and Mesoamerican Community-Based Participatory Action Research (CBPAR). With drones, facial recognition software, and other advanced tools, surveillance has become more challenging for the subjects to detect, making it a formidable force. However, these advancements have raised concerns about privacy violations, disproportionate levels of surveillance and harassment, and the potential for suppression of free speech in authoritarian regimes. The aim of this research is to investigate pedestrian behavior at signalized intersections using state-of-the-art LIDAR sensing technologies and to use this data, along with vehicular data, to develop a more effective multimodal signal control system. In the presentation, the presenters will describe a novel method of collecting pedestrian crossing behaviors at signalized intersection, discuss the findings and implications of data analytics, and introduce a novel approach to dynamic flashing yellow arrow mechanisms to reduce the conflict between left turn vehicles and crossing pedestrians.

This study examined whether there was a significant relationship between the employee perception of the servant leadership behaviors of the nurse supervisor and the employee’s self-rating of burnout: exhaustion and disengagement, and servant leadership behaviors of the nurse supervisor, and engagement: vigor, dedication, and absorption. A growing number of studies recognize the effect of public opinion on foreign policy decision-making. While not having the authority to formulate foreign policy, the mass public can hold national leaders accountable in formal and informal ways. However, public opinion does not function as an automatic constraint on national leaders.
