The Octofoil is the offical publication of the Ninth Infantry Division Association, Inc., an organization formed by the officers and men of the 9th Infantry Division in order to perpetuate the memory of fallen comrades, preserve the esprit de corps of the Division, promote peace and serve as an information bureau about the 9th Infantry Division. The Association is made up of 9th Infantry veterans from WWII and Vietnam, spouses, widows and lineal descendants.

This study described the roles of the Armed Forces of the Philippines (AFP) in Disaster Risk Reduction Management (DRRM) in Metro Manila and how climate-induced hazards impact the role of the military. It used a qualitative approach, which involved semi- structured interviews among AFP officers and barangay leaders with expertise and experience in DRRM and an analysis of selected policy documents and military doctrine. However, accounting methods for steel products and aluminum products are still not fully comparable with each other. If emissions are measured and allocated differently for these products, then these accounting differences have the potential to influence materials choices for manufacturers concerned about reducing their reported GHG footprint. As of 2023, the financial system is woefully misaligned with the world’s climate goals. Six times the current annual level of investment in non-fossil fuel investments is needed between 2023 and 2030 to stay on a 1.5ºC warming pathway. The ratio of clean-energy lending and equity underwriting by banks relative to fossil fuels needs to reach 4 to 1 by 2030, whereas for 1,142 assessed banks, the ratio was between 0.8 and 1 at the end of 2021.

Background: In the United States, there are nearly 53 million individuals serving as caregivers to a loved one. Half of all caregivers are caring for a parent or parent-in-law, and 79% of caregivers are caring for a person aged 50 or older. In New York State, there are an estimated 4.1 million caregivers who collectively provide over 2.6 billion hours of unpaid care, with those caring for a person at the end of life providing twice as many hours of caregiving per week compared to other caregivers. Idaho is one of the fastest-growing states in the US. The stressors of population growth and climate change are increasing the strain on its water resources, emphasizing the need for water management strategies. Public support, however, can vary by a range of factors, including geography. This study aims to assess the rural and urban distinctions of support for water resource management. In 2014, 401 people from Idaho’s general public responded to an online survey, with 375 of the respondents georeferenced into three groups: urban areas; urban clusters (small towns); and rural. This case study is part of the Intergenerational Peacebuilding Among Women: Leveraging the Power of Collaboration report created by the Women PeaceMakers program. In this case study, Woman PeaceMaker Fellow Ramatoulie Isatou Jallow explores the state of intergenerational peacebuilding and coalition-building for women-led civil society organizations in Botswana. This research demonstrates that there is a need for dialogues around positive peace in Botswana, as well as for more synergy and trust between different generations of women. Furthermore, with more extensive education on the concept of intergenerational coalition-building, women and women-led CSOs can form these coalitions across generations more deliberately.

The 82nd Avenue Tree Canopy Development project envisions a climate resilient corridor with abundant tree canopy on 82nd Avenue that contributes to a more sustainable Portland. It aims to develop a community-centered tree canopy plan to mitigate negative impacts caused by the current treeless streetscape. An evidence-based analysis will guide a tree planting framework along 82nd Avenue from I-84 to Foster-Powell. The final report will include policies supporting tree canopy development, strengthening the coalition's Portland Clean Energy Fund application, fostering collaboration between landowners and government agencies, and promoting tree preservation strategies.

A large body of research has been produced to explain global punitive trends in recent decades. Neoliberalism, an economic philosophy expressed by market deregulation, privatization, and the retrenchment of social supports, has been offered as an explanation for increases in cross-national punitiveness. According to neoliberal penality theory, neoliberalism has shifted principles guiding punishment practices and the treatment of offenders, which has resulted in harsher national responses to crime. However, many tenets of this theory have not yet been tested empirically. Through a quantitative analysis of the relationship between New York city council campaigns’ spending and election results between 2001 and 2017, controlling for key factors such as incumbency, I find substantial and statistically significant positive effects for radio advertising on election outcomes. I find small but significant effects for mail, and smaller sized effects for canvassing. My findings underscore the need for further study of the role of ethnic and community media outlets, such as radio, in shaping voter behavior. Many studies have examined unaccompanied youth experiencing homelessness; however, a relative silence persists about the lives of youth and young adults (YYA) while in family homeless shelters. This study aims to fill the gap in the literature about the lives of youth residing in family shelters and to learn about successful transitions from adolescence to young adulthood while experiencing family homelessness. College choice models have been used since the 1980s to try and explain the processes and influences high school students use to decide if and which college to attend after graduation. These models focused solely on college attendance and lacked attention to the nuanced needs and resources found in rural communities. The growth of non-state actors has significantly changed the nature of conflict. Rebel groups increasingly challenge state rule while private military and security companies (PMSCs) increasingly enter conflict spaces on behalf of a variety of actors, including states seeking to suppress insurgencies. This case study of the Revolutionary United Front (RUF) during Sierra Leone’s civil war between 1991-2002 contributes to emerging work on rebel behavior by examining how rebel’s legitimacy-seeking behavior might evolve when PMSCs enter a conflict context. Objectives: The Kaposi sarcoma (KS) T0 versus T1 staging classification does not address the unique clinical features of paediatric KS in human gammaherpesvirus 8 (HHV-8) endemic regions of Africa. This study seeks to define patterns of childhood KS using a paediatric-specific approach.

Methods: The Lilongwe paediatric KS staging classification categorizes disease based on clinical phenotype: stage 1 = mild/moderate KS limited to cutaneous/oral involvement, stage 2 = primarily lymphadenopathic disease, stage 3 = woody edema KS, stage 4 = visceral and/or severe/disseminated mucocutaneous disease. Characteristics and outcomes were evaluated from paediatric referral centres in Lilongwe, Malawi, and Mbeya, Tanzania.

This essay proposes an expansion of the concept of narrative competence, beyond close reading, to include two more skills: the collaborative construction and compelling performance of stories. To show how this enhanced form of narrative competence can be attained, the essay describes Off Script, a cocurricular medical storytelling program with three phases: 1) creative writing workshop, 2) dress rehearsal, and 3) public performance of stories. In these phases, Off Script combines literary studies, creative writing, reflective practice, collegial feedback, and drama. With increased narrative competence, Off Script participants are likely better equipped to engage in more impactful health advocacy and …

In this thesis I ask: What policies should the City of Portland, Oregon, enact to increase the supply of affordable housing? To answer this question, I first outline the current state of housing in Portland and current policies affecting housing in Portland. I then provide a review of scholars' findings on effective housing policies in the United States, Europe, Australia, and Thailand. Finally, I compare these scholars' recommendations to the current policies in Portland to determine what policies the City of Portland should maintain, how policies can be improved, and what policies should be considered for new implementation. Off the southern part of Japan is the small archipelago of Okinawa. Of Japan's total land mass, Okinawa makes up only 0.6% of the country, yet it hosts over 70% of the land occupied by U.S. military bases. Since the end of World War II, Okinawa has existed under dual-subjugation by Japan and the U.S., which has created the grounds for systemic gendered and militarized violence. The COVID-19 pandemic has had a profound effect on Collaborative Governance Facilitation, prompting a need to examine continuing impacts and repercussions. This study investigates the effects of COVID-19 on Collaborative Governance Facilitation by exploring the perspectives of facilitators who worked through this period. Using a qualitative approach, and incorporating elements of Grounded Theory and Phenomenology, a focus group was conducted with facilitators operating in the greater Pacific Northwest that identified several emerging themes and patterns in the facilitators' pandemic experiences.
