This dissertation investigates the transformative potential of Community Land Trusts (CLTs) in reimagining land and homeownership within the context of capitalist real estate markets. Utilizing a qualitative research framework that combines narrative inquiry with Emergent Strategy and Community Cultural Wealth theories, this study explores the intricacies of developing CLTs as a counter-narrative to traditional models of property ownership. Through extensive narrative analysis of four distinct CLTs in California, this research highlights the complex challenges and innovative strategies employed to scale CLTs in competitive urban markets. This applied dissertation investigates the prevalence and impact of mental health stigma among law enforcement officers (LEOs) in the United States. Despite growing awareness of the importance of mental health in the law enforcement community, stigma surrounding mental illness remains a significant barrier to help-seeking behaviors among officers. The study employed a research design that examined attitudes, perceptions, and experiences related to mental health stigma among LEOs.

Through online self-assessment surveys administered via a secure portal, participants provided insights into their attitudes toward mental illness, perceptions of stigma, and willingness to seek help for mental health concerns.

Qualitative methods for impact assessment (IA) represent a broad spectrum of approaches that are important for realising effective IA practice. The purpose of this paper is to identify and promote qualitative methods that are available for use in contemporary and future (next-generation) IA processes. From an extensive literature review, an international survey (145 responses), expert interviews (48 interviewees), and a workshop attended by 27 IA practitioners, 17 qualitative method categories were identified. Introduction: Cigarette smoking is disproportionately high among lesbian, gay, and bisexual (LGB) adults. Yet, collapsing these identities into a monolith can disguise important within group disparities (e.g., lesbian/gay versus bisexual female). The purpose of this study is to report recent national prevalence estimates and trends of cigarette smoking behaviors and nicotine dependence by sexual identity and sex. Background: Compared to civilians and non-medical personnel, military medical doctors are at increased risk for sleep disturbances and impaired psychological well-being. Despite their responsibility and workload, no research has examined sleep disturbances and psychological well-being among the medical doctors (MDs) of the Swiss Armed Forces (SAF). Digital environmental information presented with low web accessibility reduces parti-cipation in environmental advocacy and information seeking behaviors for many people with disabilities, creating a consequential digital divide. We use WEB AIM computer automated analysis of web accessibility to assess the general accessibility of online environmental communication messages. Results show 95.3% of the popular websites in our sample had indicators of potentially critical accessibility errors. Our findings highlight the importance of addressing digital environmental information accessibility shortcomings so that educational, informational and persuasive environ-mental messages can increase environmental literacy of vulnerable populations and help to bridge the digital divide.

In recent years, we have seen an anti-administrativist turn in the federal judiciary, with the Supreme Court limiting agency power in important respects. These shifting sands in administrative law seem to be motivated, at least in part, by the Court’s perception of the rise of presidential administration and decline in legislative activity. As part of the Widener Commonwealth Law Review Judging in Administrative Law Symposium, this Essay assesses how the Court has responded to concerns about over-presidentialism and then sketches out several ways Congress can respond to reassert itself in federal lawmaking.

Subconcussive blast exposure has been shown to alter neurological functioning. However, the extent to which neurological dysfunction persists after blast exposure is unknown. This longitudinal study examined the potential short- and long-term effects of repeated subconcussive blast exposure on neuromotor performance from heavy weapons training in military personnel. A total of 214 participants were assessed; 137 were exposed to repeated subconcussive blasts and 77 were not exposed to blasts (controls). Participants completed a short stepping-in-place task while an Android smartphone app placed on their thigh recorded movement kinematics. Seasonal reproduction can provide species with fitness advantages by allowing the birth of young to coincide with favorable environmental conditions, particularly in environments with high seasonal and intra-annual variation in these conditions. Seven of the eight species in the bear family (Ursidae) reproduce seasonally in both managed care and the wild; however, data for the eighth species, the sun bear (Helarctos malayanus), is unclear. This dissertation is a contextual autoethnography of my lived experience with stigmatization, stereotypes, and institutional obstructions as a divorced single mother who previously experienced intimate partner violence and was diagnosed with post-traumatic stress disorder. การวิจัยนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาประสิทธิภาพการดำเนินงานตามนโยบายด้านการพัฒนาอุตสาหกรรมป้องกันประเทศ ของสถาบันเทคโนโลยีป้องกันประเทศ 2) เพื่อศึกษาปัญหาอุปสรรคในการดำเนินงานตามนโยบายและนำผลการศึกษาไปจัดทำเป็นข้อเสนอแนะแนวทางในการเพิ่มประสิทธิภาพการดำเนินงานของสถาบันเทคโนโลยีป้องกันประเทศ สำหรับงานวิจัยฉบับนี้เป็นการวิจัยเชิงคุณภาพ ดำเนินการวิจัยด้วยวิธีการศึกษาข้อมูลทางเอกสารและเก็บรวบรวมข้อมูลด้วยการสัมภาษณ์ผู้ให้ข้อมูลสำคัญจากกลุ่มตัวอย่างจำนวน 10 คน ประกอบด้วย ผู้บังคับบัญชาระดับสูงจากกระทรวงกลาโหม ผู้บริหารและเจ้าหน้าที่จากสถาบันเทคโนโลยีป้องกันประเทศ ผู้แทนจากสำนักงานคณะกรรมการพัฒนาระบบราชการ (ก.พ.ร.) และผู้แทนจากบริษัทร่วมทุน โดยผู้วิจัยได้นำแนวคิดทฤษฎีการวัดผลการดำเนินงานแบบดุลยภาพ (Balanced Scorecard หรือ BSC) มาใช้เป็นกรอบแนวความคิดเพื่อวิเคราะห์ประสิทธิภาพการดำเนินงานของสถาบันเทคโนโลยีป้องกันประเทศ ผลจากการศึกษาพบว่าประสิทธิภาพการดำเนินงานตามนโยบายด้านการพัฒนาอุตสาหกรรมป้องกันประเทศ ของสถาบันเทคโนโลยีป้องกันประเทศจากมุมมองการวัดผลประสิทธิภาพทั้ง 4 มิติ ตามแนวคิด BSC พบว่าในมิติด้านการบรรลุเป้าหมายองค์กรมีประสิทธิภาพดีเป็นไปตามตัวชี้วัดของ ก.พ.ร. และค่าเป้าหมายขององค์กร ส่วนมิติด้านคุณภาพการให้บริการประสิทธิภาพด้านผลสำเร็จของงานดี แต่ต้องปรับปรุงประสิทธิภาพในการให้บริการเนื่องจากมีกระบวนการขั้นตอนให้บริการที่มีความล่าช้าและยึดติดรูปแบบระบบการทำงานแบบราชการซึ่งขัดกับรูปแบบการดำเนินงานขององค์การมหาชน โดยต้องลดกระบวนงานขั้นตอน ปรับกฏหมายให้เอื้อประโยชน์ให้การดำเนินงานมีความรวดเร็วเพื่อไม่ให้เกิดการเสียประโยชน์ทางด้านธุรกิจจากกระบวนการจัดตั้งบริษัทร่วมทุน ที่ต้องใช้เวลานาน ส่วนมิติด้านกระบวนการภายในองค์กรและมิติด้านการพัฒนาองค์กรสู่ความเป็นเลิศพบว่าประสิทธิภาพด้านการพัฒนาองค์กรดี แต่ควรปรับปรุงด้านกระบวนการทำงานและพัฒนาทักษะของบุคลากรรวมถึงต้องปรับสภาพแวดล้อมของการทำงานการสร้างความตระหนักรับรู้และสร้างความเข้าใจของเจ้าหน้าที่ของสถาบันเทคโนโลยีป้องกันประเทศให้มีความเข้าใจในวิสัยทัศน์ขององค์กร และมีการเปิดกว้างในการทำงานร่วมกันเป็นทีมทั้งภายในและภายนอกองค์กร เพื่อเป็นรากฐานสำคัญในการดำเนินงานตามนโยบายพัฒนาเทคโนโลยีป้องกันประเทศอย่างเป็นระบบ ปัญหาและอุปสรรคในการดำเนินงานตามนโยบายด้านการพัฒนาอุตสาหกรรมป้องกันประเทศของสถาบันเทคโนโลยีป้องกันประเทศพบว่า กฏหมาย ระเบียบ คำสั่ง ข้อบังคับ ไม่รองรับกับการพัฒนาด้านอุตสาหกรรมป้องกันประเทศ ระเบียบของหน่วยงานมีความซ้ำซ้อนไม่มีการทำงานประสานกันทั้งระบบ รวมถึงความไม่ชัดเจนในมาตรการการดำเนินงานตามนโยบายของรัฐบาล ตลอดจนกองทัพไม่ให้การสนับสนุนการจัดซื้ออาวุธยุทโธปกรณ์ที่ผลิตภายในประเทศ และการถูกจำกัดงบประมาณด้านการวิจัยและพัฒนาเทคโนโลยีป้องกันประเทศ ซึ่งส่งผลให้ไม่สามารถพัฒนาบุคลากรที่มีความรู้ความสามารถด้านการพัฒนาเทคโนโลยีป้องกันประเทศได้อย่างมีประสิทธิภาพ

การแก้ไขปัญหาการบุกรุกที่ดินราชพัสดุ กรณีศึกษา "โครงการนำร่องหนองวัวซอโมเดล" จังหวัดอุดรธานี, กานต์พิชชา อินทสุภา

การศึกษาเรื่อง “การแก้ไขปัญหาการบุกรุกที่ดินราชพัสดุ: กรณีศึกษา โครงการนำร่องหนองวัวซอโมเดล จังหวัดอุดรธานี” มีวัตถุประสงค์ 1) เพื่อศึกษาปัจจัยที่ส่งผลต่อการบุกรุก ที่ดินราชพัสดุแปลงหมายเลขทะเบียนที่ อด.1816 (บางส่วน) ตำบลหมากหญ้า อำเภอหนองวัวซอ จังหวัดอุดรธานี 2) เพื่อวิเคราะห์นโยบายในการแก้ไขปัญหาการบุกรุกที่ดินราชพัสดุของกรมธนารักษ์ และ 3) เพื่อเสนอแนะแนวทางแก้ไขปัญหาการบุกรุกที่ดินราชพัสดุ การวิจัยครั้งนี้ใช้ระเบียบวิธีวิจัยเชิงคุณภาพ ประกอบด้วย การวิเคราะห์เอกสารและ การสัมภาษณ์เชิงลึก กลุ่มตัวอย่าง คือ เจ้าหน้าที่กรมธนารักษ์ ผู้มีส่วนเกี่ยวข้องกับนโยบาย และราษฎรผู้ถือครองที่ดินราชพัสดุในพื้นที่ศึกษา ผลการศึกษาพบว่า ปัจจัยการบุกรุกที่ราชพัสดุเกิดจาก 1) ปัญหาการขาดแคลนที่ดินของราษฎรเพื่อเป็นที่อยู่อาศัยและที่ดินทำกิน 2) หน่วยงาน ผู้ครอบครองใช้ประโยชน์ในที่ราชพัสดุมีการปล่อยปละละเลยให้เกิดการบุกรุกและไม่มี การดำเนินการแก้ไขปัญหาจนเกิดเป็นชุมชนในพื้นที่ นโยบายในการแก้ไขปัญหาของกรมธนารักษ์ คือ การทำงานร่วมกับกระทรวงกลาโหม (กองทัพบก) ภายใต้โครงการ “ธนารักษ์เอื้อราษฎร์” นโยบายดังกล่าวได้จัดให้ราษฎรผู้ถือครองที่ราชพัสดุเช่า เพื่ออยู่อาศัยและประกอบการเกษตร การจัดทำนโยบายดังกล่าวมีปัญหาและอุปสรรคที่เกิดขึ้น คือ ปัญหาด้านการให้ข้อมูลที่ไม่ชัดเจน ในเรื่องสถานะที่ดิน และค่าธรรมเนียมที่เกิดขึ้นและปัญหาด้านการประชาสัมพันธ์และการเข้าถึงกลุ่มราษฎรเป้าหมายให้เข้าร่วมโครงการ ข้อเสนอแนะ คือ 1) กรมธนารักษ์ควรใช้นโยบายป้องกันการบุกรุกที่ราชพัสดุ และเฝ้าระวังอย่างต่อเนื่องเพื่อลดปัญหาที่อาจจะเกิดขึ้น 2) การให้ข้อมูล ที่ชัดเจนครบถ้วนกำหนดเงื่อนไขเรื่องการโอนสิทธิให้ถึงมือราษฎรอย่างชัดเจน และ 3) มีมาตรการดูแล กำกับติดตาม ขยายผล กลุ่มที่เข้าร่วมโครงการและไม่เข้าร่วมโครงการ

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาการนำเทคโนโลยีดิจิทัล (DigitalHR) มาใช้ในการสรรหาบุคลากรตำแหน่งวิศวกรโยธาซึ่งการศึกษาครั้งนี้เป็นการดำเนินการวิจัยเชิงคุณภาพ (Qualitative Research)เก็บข้อมูลเป็นการสัมภาษณ์ (interview) และนำเสนอผ่านวิธีวิเคราะห์เชิงเนื้อหา จากการศึกษาพบว่าเมื่อมีการนำเทคโนโลยีดิจิทัล (Digital HR) มาประยุกต์ใช้โดยตำแหน่งสายงานวิศวกรที่องค์กรธุรกิจที่ปรึกษาด้านวิศวกรรมต้องทำการสรรหาคัดเลือกบ่อยที่สุดตำแหน่งวิศวกรโยธาเป็นผู้ถูกสรรหาและคัดเลือกบ่อยที่สุดและเป็นจำนวนมากที่สุดในองค์กรและกระบวนการสรรหาที่นิยมใช้มากที่สุด คือ การสรรหาบุคลากรภายนอกองค์กร (External Recruitment) การพัฒนาและการนําเทคโนโลยีมาประยุกต์ใช้ในองค์กรเกิดขึ้นอย่างต่อเนื่อง โดยเฉพาะอย่างยิ่งในงานด้านการบริหารทรัพยากรมนุษย์ที่มีแนวโน้มในการปรับเปลี่ยนกระบวนการให้เป็นดิจิทัลมากยิ่งขึ้น (Digital HR) ซึ่งเทคโนโลยีที่มาพร้อมกับความสามารถที่มีประสิทธิภาพความน่าเชื่อถือและความน่าสนใจเข้ามามีบทบาทในการทํางานร่วมกันหรือแทนที่ในบางตําแหน่งงานของมนุษย์ ตลอดจนการนําเทคโนโลยีโซเชียลมีเดีย (Social) เทคโนโลยีโทรศัพท์เคลื่อนที่ (Mobile) การวิเคราะห์ข้อมูล (Analytic) และคลาวด์ (Cloud) หรือ SMAC มาบูรณาการให้เกิดเป็นแพลตฟอร์มรูปแบบใหม่ในช่องทางการสรรหาบุคลากรในยุคดิจิทัลป็นเครื่องมือที่ใช้เป็นช่องทางในการประกาศรับสมัครงานในปัจจุบัน อีกทั้งการประมวลผลข้อมูลที่เกี่ยวข้องกับการค้นหาผู้สมัครงาน การใช้เทคโนโลยีปัญญาประดิษฐ์ (Artificial Intelligence: AI) เข้ามาช่วยในการวิเคราะห์ค้นหาผู้สมัครที่เหมาะสมได้แก่ เว็บไซต์สมัครงานของทางองค์กร แพลตฟอร์มออนไลน์ เว็บไซต์สมัครงาน ซึ่งช่องทางนี้ผู้สมัครสามารถเห็นการประกาศได้ทันทีแบบเรียลไทม์ การนำเทคโนโลยีเข้ามาใช้งานอย่างเต็มที่ในการสรรหาบุคลากร ออนไลน์ผ่านระบบอินเทอร์เน็ตและได้รับการพัฒนาอย่างต่อเนื่องทั้งรูปแบบของสื่อความสะดวกและความง่ายในการใช้งานสื่อสังคมและเครือข่ายสังคมเป็นอีกช่องทางหนึ่งที่ถูกนำมาใช้ในการนำเสนอภาพลักษณ์ขององค์กร การประชาสัมพันธ์ข่าวสารต่างๆรวมไปถึงเป็นช่องทางในการเปิดรับสมัครงานกันอย่างแพร่หลายในงานสรรหา เพื่อเสริมประสิทธิภาพของระบบการสรรหาออนไลน์ให้ดียิ่งขึ้น เพื่อความสะดวกรวดเร็วและตอบสนองให้ทันกับความต้องการขององค์กรสมัยใหม่ อันจะช่วยให้องค์กรสามารถสรรหาบุคลากรได้อย่างรวดเร็วและหลากหลายมากขึ้น จากการศึกษาครั้งนี้สามารถนำไปเป็นข้อเสนอแนะในการบริหารองค์กร ให้สามารถปรับตัวให้ทันต่อการเปลี่ยนแปลงและเป็นแนวทางในการนำเทคโนโลยีดิจิทัล (Digital HR) มาปรับใช้เพื่อช่วยเพิ่มประสิทธิภาพในการสรรหาบุคลากรในองค์กรต่อไป

การพัฒนาโครงการคนละครึ่งจากผลการศึกษาของผู้ประกอบการรายย่อย ณ อำเภอปลวกแดง เทศบาลเมืองปลวกแดง จังหวัดระยอง, ณัฐพล รุ่งเกียรติวงศ์

สารนิพนธ์ฉบับนี้ศึกษาการพัฒนาโครงการคนละครึ่งจากผลการศึกษาของผู้ประกอบการ โดยมุ่งเน้นศึกษาในพื้นที่เทศบาลตำบลปลวกแดง จังหวัดระยอง โดยมีวัตถุประสงค์เพื่อศึกษาผลกระทบทางภาษีของผู้ประกอบการจากการเข้าร่วมนโยบายคนละครึ่งระยะที่ 1-5 และศึกษาข้อดีและข้อเสียจากผลกระทบจากมาตรการทางภาษีภายใต้นโยบายคนละครึ่ง รวมทั้งหาแนวทางในการปรับปรุงและแก้ไขปัญหาที่เกิดจากผลกระทบมาตรการทางภาษีของโครงการคนละครึ่ง และจัดทำเป็นข้อเสนอแนะให้เป็นแนวทางดำเนินนโยบายของภาครัฐต่อไป ซึ่งผู้วิจัยใช้วิธีการศึกษาแบบเชิงคุณภาพ ผ่านการรวบรวมข้อมูลโดยวิธีการสัมภาษณ์เชิงลึกและการสนทนากลุ่มของผู้ที่เกี่ยวข้องกับโครงการคนละครึ่งระยะที่ 1-5 และเป็นผู้ที่ได้รับผลกระทบจากการเข้าร่วมโครงการคนละครึ่งโดยตรง ในขณะเดียวกันได้มีการรวบรวมข้อมูลจากผู้ที่มีความรู้ความเชี่ยวชาญด้านเศรษฐกิจต่อโครงการคนละครึ่ง ผลการศึกษาพบว่า เกิดปัญหาความเหลื่อมล้ำของผู้บริโภคที่มีความสามารถเข้าถึงเทคโนโลยีสารสนเทศได้ไม่เท่ากัน เนื่องจากกระบวนการตั้งแต่เข้าร่วมโครงการ จนไปถึงการนำเงินอุดหนุนของหน่วยงานภาครัฐไปชำระสินค้าและบริการ นอกจากนี้การโดนมาตรการทางภาษีย้อนหลังของผู้ประกอบการทั้งขนาดเล็ก ขนาดกลาง และขนาดใหญ่ ทำให้ประชาชนไม่ไว้ใจรัฐบาลได้ถ้าหากในอนาคตรัฐบาลกำหนดมาตรการออกนโยบายช่วยเหลือสถานประกอบการหรือผู้บริโภคในอนาคตออกมาอีกครั้ง นอกจากนี้สถานประกอบการทั้งขนาดเล็ก ขนาดกลางและขนาดใหญ่ยังขาดความรู้ความเข้าใจเรื่องมาตรการชำระภาษี รวมทั้งปัญหาเรื่องเสถียรภาพของระบบเทคโนโลยีสารสนเทศที่ใช้ขับเคลื่อนนโยบายของรัฐบาลเนื่องจากแอพพลิเคชั่นที่ใช้คือแอพพลิเคชั่นของกระเป๋าตังเพียงแอพเดียว ทำให้เกิดปัญหาเรืองระบบการใช้แอพพลิเคชั่นในช่วงการนำโครงการคนละครึ่งระยะที่ 1-5 ไปปฏิบัติจริง สำหรับข้อเสนอแนะแนวทางในการปรับปรุงและแก้ไขปัญหาที่เกิดขึ้นผลกระทบมาตรการเก็บภาษีและพัฒนาโครงการคนละครึ่งระยะที่ 1-5 จัดตั้งองค์กรในการสนับสนุนและช่วยเหลือเรื่ององค์ความรู้ในการชำระภาษีของผู้ประกอบการที่มีขนาดเล็ก ขนาดกลาง และขนาดใหญ่ ผ่านการติดต่อสายด่วน หรือการสนับสนุนส่งเจ้าหน้าที่ที่มีความรู้ความสามารถด้านภาษีให้การช่วยเหลือเรื่องการชำระภาษีแก่สถานประกอบการ นอกจากนี้หน่วยงานภาครัฐควรกำหนดมาตรการชำระภาษีของสถานประกอบการที่ไม่ยุ่งยากและความซับซ้อนจนเกินไป รวมทั้งหากหน่วยงานภาครัฐมีการนำระบบฐานข้อมูลของผู้เข้าร่วมโครงการคนละครึ่งหรือโครงการช่วยเหลือให้เงินอุดหนุนที่มีลักษณะคล้ายคลึงกันนอกจากเพื่อวัตถุประสงค์การกระตุ้นเศรษฐกิจหรือไปใช้เพื่อวัตถุประสงค์ในการจัดเก็บภาษี จะต้องมีการประกาศแจ้งให้แก่ผู้เข้าร่วมโครงการรับทราบล่วงหน้า เพื่อให้ผู้เข้าร่วมโครงการทั้งในมุมของผู้บริโภคและสถานประกอบการสามารถเตรียมความพร้อมในการรับความเสี่ยงจากผลกระทบทางด้านการชำระภาษีตามกฎหมายที่บัญญัติไว้

งานวิจัยนี้มีวัตถุประสงค์เพื่อ 1) เพื่อศึกษาและระบุกลุ่มผู้มีส่วนได้ส่วนเสียในการกำหนดนโยบายการใช้พลังงานอย่างมีประสิทธิภาพของกลุ่มประเทศตัวอย่างที่กำหนด 2) เพื่อวิเคราะห์บทบาทและวิธีการมีส่วนร่วมของกลุ่มผู้มีส่วนได้ส่วนเสียในการกำหนดนโยบายการใช้พลังงานอย่างมีประสิทธิภาพของกลุ่มประเทศตัวอย่างที่กำหนด และ 3) เพื่อให้ข้อเสนอแนะด้านการมีส่วนร่วมของกลุ่มผู้มีส่วนได้เสียจากการวิเคราะห์ปัจจัยแห่งความสำเร็จของกลุ่มประเทศตัวอย่างที่กำหนด ต่อการกำหนดนโยบายการใช้พลังงานอย่างมีประสิทธิภาพของประเทศไทย การศึกษาวิจัยเชิงคุณภาพ (Qualitative Research) นี้ใช้เทคนิคการวิจัยเชิงเอกสาร (Documentary Research) โดยทบทวนวรรณกรรม เช่น เอกสารของรัฐ ข่าว และข้อมูลบนเว็บไซต์ที่เกี่ยวข้องกับนโยบายพลังงานที่สอดคล้องกับแนวคิดด้านการใช้พลังงานอย่างมีประสิทธิภาพของ 6 ประเทศ ได้แก่ ราชอาณาจักรสวีเดน ราชอาณาจักรเดนมาร์ก สหพันธ์สาธรณรัฐเยอรมนี สหราชอาณาจักร สาธารณรัฐสิงคโปร์ และประเทศญี่ปุ่น โดยแสดงให้เห็นถึงความเหมือนและความแตกต่างในการให้ผู้มีส่วนได้ส่วนเสียมีส่วนร่วมในการกำหนดนโยบาย นำมาซึ่งองค์ความรู้และความเข้าใจในการเปิดโอกาสให้ผู้มีส่วนได้ส่วนเสียมีส่วนร่วมสำหรับการกำหนดนโยบาย เพื่อเป็นข้อเสนอแนะในการพัฒนาการมีส่วนร่วมของผู้มีส่วนได้ส่วนเสียด้านนโยบายการใช้พลังงานอย่างมีประสิทธิภาพแก่ประเทศไทย ผลการศึกษาพบว่า ประการแรก ประเทศกลุ่มตัวอย่างสามารถแบ่งกลุ่มผู้มีส่วนได้ส่วนเสียเป็น 2 กลุ่มหลัก ได้แก่ 1) กลุ่มผู้มีส่วนได้ส่วนเสียหลัก (Primary Stakeholders) มักประกอบด้วยหน่วยงานภาครัฐ เทศบาล และภาคอุตสาหกรรม ที่มีอำนาจและความชอบธรรมในการกำหนดนโยบายโดยตรง และมีการตอบสนองต่อการแก้ไขปัญหาอย่างเร่งด่วน และ 2) กลุ่มผู้มีส่วนได้ส่วนเสียรอง (Secondary Stakeholders) มักประกอบด้วยประชาชนที่ได้รับผลกระทบโดยตรงจากการกำหนดนโยบาย องค์กรด้านสิ่งแวดล้อม และสถาบันการวิจัยที่มีส่วนในการวิจัยและพัฒนา และประการที่สอง ปัจจัยแห่งความสำเร็จในการมีส่วนร่วมของผู้มีส่วนได้ส่วนเสียต่อการกำหนดนโยบายการใช้พลังงานอย่างมีประสิทธิภาพในกลุ่มประเทศตัวอย่างที่ศึกษา ได้แก่ 1) การสนับสนุนจากภาครัฐที่ช่วยสร้างทิศทางและความมั่นใจในการปฏิบัติตามนโยบาย 2) ความสอดคล้องกับกฎระเบียบที่เป็นมาตรฐานสากลที่สร้างกรอบการทำงานที่ชัดเจน 3) ผลประโยชน์ทางเศรษฐกิจที่กระตุ้นให้มีการลงทุนในเทคโนโลยีและการวิจัยใหม่ ๆ 4) การใช้เทคโนโลยีและนวัตกรรมที่เป็นมิตรต่อสิ่งแวดล้อมในการพัฒนาโซลูชั่นที่ทันสมัย และ 5) การสื่อสารและการมีส่วนร่วมของสาธารณชนที่โปร่งใส ซึ่งช่วยเพิ่มความตระหนักรู้และแก้ไขข้อกังวลเกี่ยวกับผลกระทบต่อชีวิตประชาชนและสังคม ผู้วิจัยจึงเสนอว่า ภาครัฐของประเทศไทยควรทบทวนกระบวนการมีส่วนร่วมของผู้มีส่วนได้ส่วนเสียในการกำหนดนโยบายการใช้พลังงานอย่างมีประสิทธิภาพตามประเด็นทั้งสองที่ได้กล่าวมา
