Note On Fuel Consumption In Ocean Container Shipping: Bounds On Fuel Usage, Manwo Ng

This paper contributes to the literature by deriving upper and lower bounds on the fuel consumption in container shipping. The bounds are derived from sailing distances, port times, and the possible arrival times at ports/ the berth windows negotiated between the ocean carrier and the port operators. Crucially, the derived bounds can be used in conjunction with any of the common fuel consumption functions proposed in the literature. This latter is especially important since currently there is no consensus on a specific functional form for the fuel consumption function. The behavior of the bounds will be illustrated with numerical examples.

Climate and coastal hazards threaten the long-term viability of indefinite in-situ nuclear waste storage in the U.S., especially at vulnerable “stranded” sites like Humboldt Bay, California. The national policy framework is fundamentally incompatible with emergent climate realities and does not adequately accommodate uncertainty, localized hazard conditions, and the sociocultural and political dynamics that manifest in diverse and contested public arenas. I interviewed 21 community-experts working at the intersection of climate change and nuclear waste, and co-facilitated three scenario planning workshops to gather insights on how to responsibly manage Humboldt Bay’s nuclear waste in a climate-altered world. Climate change poses a significant threat to global ecosystems and human societies, driven largely by CO2 emissions from various economic activities. This macroeconomic cross-country study empirically assesses the effectiveness of carbon pricing in reducing CO2 emissions across three periods: 2012-2017, 2015-2019, and 2015-2020. Through a combination of research and interviews, this paper unpacks the policies that expose colonialist realities and how Puerto Rican mutual aid societies engaged with those policies in the aftermath of Hurricane Maria. Policies and decisions such as cabotage law under the Jones Act; the quality of Puerto Rican bonds being triple-tax exempt; the inability to refinance or default on debt; the Insular Cases and other Supreme Court cases; and PROMESA, have established a colonial relationship with significant material and political consequences for Puerto Rico. The Point-In-Time (PIT) count is a census of people experiencing both sheltered and unsheltered homelessness on a single night in January. The federal government requires this as a condition of funding it distributes to Continuums of Care (CoCs), networks of government agencies and service providers that manage homelessness services and funding in specific regions. Oregon has eight CoCs, five of which manage their own PIT count, which leads to variation in methodology and completeness. สารนิพนธ์เรื่อง ปัญหาและแนวทางแก้ไขปัญหางานพัสดุภาครัฐก่อนและหลังสถานการณ์โควิด-19 ศึกษากรณีธนาคารออมสิน โดยศึกษาด้วยวิธีวิจัยเชิงคุณภาพจากเอกสารที่เกี่ยวข้องและการสัมภาษณ์แบบเชิงลึกจากบุคลากร ที่เกี่ยวข้องกับงานพัสดุ ธนาคารออมสิน เพื่อศึกษาผลกระทบจากสถานการณ์การแพร่ระบาดของโรคโควิด-19 ปัญหาและความท้าทาย ตลอดจนวิธีการแก้ไขปัญหาของการบริหารงานพัสดุของธนาคารออมสินจากการศึกษาพบว่า ผลกระทบจากสถานการณ์การแพร่ระบาดของโรคโควิด-19 ส่งผลให้ธนาคารออมสินต้องพิจารณาชะลอหรือยกเลิกโครงการจัดซื้อจัดจ้างต่างๆ เพื่อเป็นการลดค่าใช้จ่ายที่ไม่จำเป็น ซึ่งโครงการต่างๆ ที่อยู่ระหว่างกระบวนการจัดซื้อจัดจ้างในช่วงสถานการณ์ดังกล่าว การดำเนินการตามขั้นตอนตามกฎหมาย ระเบียบ เป็นไปได้ยาก เนื่องจากในกระบวนการจัดซื้อจัดจ้างมีความจำเป็นจะต้องมีการประชุมหารือร่วมกันในรูปแบบคณะกรรมการต่างๆ และยังไม่สามารถประชุมผ่านสื่ออิเล็กทรอนิกส์ได้ เพราะกฎหมาย และระเบียบ ในขณะนั้น ยังไม่รับรองให้สามารถปฏิบัติได้ ประกอบกับการบริหารงานด้านทรัพยากรบุคคลมีความแตกต่างจากก่อนมีสถานการณ์โควิด-19 เพราะภายหลังเกิดสถานการณ์โควิด-19 ธนาคารออมสินมีการปรับลดอัตรากำลังโดยไม่ทดแทนพนักงานที่เกษียณอายุ ส่งผลให้การปฏิบัติงานเกิดความล่าช้า รวมทั้งการประสานงานกับหน่วยงานอื่น ๆ เป็นไปอย่างยากลำบาก เนื่องจากจะต้องมีการจัดทำเอกสารที่เกี่ยวข้องกับกระบวนการจัดซื้อจัดจ้างและการตรวจรับพัสดุ เช่น การกำหนดรายละเอียดขอบเขตของงาน (Term of Reference : TOR) การกำหนดวิธีการจัดซื้อจัดจ้าง การจัดทำจัดสัญญาและการตรวจรับงาน ตลอดจนการจัดเก็บเอกสารในรูปแบบอิเล็กทรอนิกส์ ซึ่งอุปกรณ์หรือเครื่องมือไม่สอดคล้องกับมาตรการลดงานเอกสารขององค์กรอย่างไรก็ตาม แนวทางการพัฒนาและข้อเสนอแนะในการปรับปรุงกระบวนการทำงานให้มีความคล่องตัว ในการปฏิบัติงาน หน่วยงานควรกำหนดแนวทางปฏิบัติที่ชัดเจนเป็นไปในทิศทางเดียวกัน และปรับเปลี่ยนรูปแบบการทำงานให้สามารถจัดทำและนำเสนองานให้ผู้บริหารอนุมัติในรูปแบบระบบอิเล็กทรอนิกส์ รวมถึงการจัดเก็บรวบรวมข้อมูลในรูปแบบระบบออนไลน์ ทั้งนี้แม้ว่าภายหลังจากที่สถานการณ์การแพร่ระบาดของโรคโควิด-19 ได้ยุติลง องค์กรควรที่จะถอดบทเรียนจากสถานการณ์ดังกล่าวมาใช้ในการเรียนรู้ โดยเฉพาะการใช้ลายมือชื่ออิเล็กทรอนิกส์ หรือการยอมรับเรื่องการใช้เอกสารอิเล็กทรอนิกส์ ระเบียบวิธีปฏิบัติต่างๆ เพื่อลดระยะเวลาหรือขั้นตอนการปฏิบัติต่างๆ เพื่อให้กระบวนการจัดซื้อจัดจ้างไปเป็นอย่างรวดเร็วและกระชับเวลาได้มากยิ่งขึ้น

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาผลการดำเนินงานตามแผนการขับเคลื่อนองค์กรคุณธรรมของกรมการพัฒนาชุมชน และเพื่อศึกษาผลสัมฤทธิ์ของแผนการขับเคลื่อนองค์กรคุณธรรมของกรมการพัฒนาชุมชน โดยใช้ระเบียบวิธีวิจัยเชิงคุณภาพ ได้แก่ การเก็บข้อมูลจากเอกสารของหน่วยงานและการสัมภาษณ์ผู้ปฏิบัติงานและผู้มีความรู้เกี่ยวกับการขับเคลื่อนองค์กรคุณธรรมภาครัฐ และ มีประสบการณ์ในการส่งเสริมคุณธรรม ของกรมการพัฒนาชุมชน จำนวนรวม 8 คน โดยมีข้อค้นพบ จากงานวิจัยฉบับนี้ ผลการดำเนินงานตามแผนการขับเคลื่อนองค์กรคุณธรรม คือ 1) กิจกรรม โครงการ ที่เกี่ยวข้องกับการส่งเสริมองค์กรคุณธรรม 2) การมีส่วนร่วม ความสามัคคีของบุคลากร 3) พฤติกรรม หรืออุปนิสัยของบุคลากร 4) วัฒนธรรมองค์กร 5) ประสิทธิภาพการดำเนินงาน และ ในส่วนของผลสัมฤทธิ์การดำเนินงานตามแผนการขับเคลื่อนองค์กรคุณธรรม 1) ผลผลิต (Outputs) รูปเล่มเอกสารสรุปและรายงานผลการดำเนินงาน และวิดีทัศน์เผยแพร่ประชาสัมพันธ์ผลสำเร็จของการดำเนินงาน 2) ผลลัพธ์ (Outcomes) การจัดการความรู้ และ ความเข้าใจการถ่ายทอดองค์ความรู้ 3) ความคุ้มค่า คือการดำเนินงานด้าน การส่งเสริมองค์กรคุณธรรมไม่ได้มีการจัดทำงบประมาณ เพิ่มเติม โดยพบว่า การดำเนินงานตามแผน การขับเคลื่อนองค์กรคุณธรรมของกรมการพัฒนาชุมชน ส่งผลให้องค์กรมีแนวทางการปฏิบัติที่มีคุณธรรมก่อให้เกิดโครงการ กิจกรรมใหม่ๆ ที่สร้างคุณธรรมให้กับบุคลากรในองค์กร โดยเน้นการมีส่วนร่วม ของทุกฝ่ายในแผนการขับเคลื่อนองค์กรคุณธรรมให้บุคลากรทุกระดับมีส่วนในการแสดงความคิดเห็นและ ร่วมดำเนินการโครงการ กิจกรรมต่าง ๆ เพื่อทำให้เกิดพฤติกรรมหรืออุปนิสัยที่มีคุณธรรม ส่งผลต่อประสิทธิภาพการปฏิบัติงานตามภารกิจหน้าที่ของบุคลากร และได้เกิดผลสัมฤทธิ์การส่งเสริมองค์กรคุณธรรม ส่งผลต่อความสำเร็จของการดำเนินงานตามเป้าหมายของแผนการขับเคลื่อน องค์กรคุณธรรมในองค์กร

งานวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาถึงการยอมรับการเปลี่ยนแปลงไปสู่องค์กรแห่งยุคดิจิทัล และปัจจัยที่ส่งผลต่อการยอมรับการเปลี่ยนแปลงไปสู่องค์กรแห่งยุคดิจิทัลของบุคลากรกรมสวัสดิการและคุ้มครองแรงงาน สังกัดส่วนกลาง โดยเป็นงานวิจัยเชิงปริมาณ ใช้วิธีการเก็บข้อมูลในรูปแบบแบบสอบถามจากกลุ่มตัวอย่างของข้าราชการ พนักงานราชการ และลูกจ้างประจำ ที่ปฏิบัติงานในตำแหน่งต่าง ๆ จากหน่วยงานภายในสังกัดส่วนกลางของกรมสวัสดิการและคุ้มครองแรงงาน รวมจำนวน 256 คน และประมวลผลข้อมูลผ่านโปรแกรมสำเร็จรูปทางสถิติ SPSS โดยใช้สถิติเชิงพรรณนา และสถิติเชิงอนุมาน ในการวิเคราะห์ข้อมูล ผลการวิจัยพบว่ากลุ่มตัวอย่างในภาพรวมยอมรับการเปลี่ยนแปลงไปสู่องค์กรแห่งยุคดิจิทัลระดับมาก เมื่อพิจารณาถึงปัจจัยที่ส่งผลต่อการยอมรับการเปลี่ยนแปลงดังกล่าว ในส่วนของปัจจัยทางด้านภูมิหลังของประชากร พบว่าตำแหน่งงานนิติกรมีระดับการยอมรับการเปลี่ยนแปลงสูงกว่าตำแหน่งงานเจ้าพนักงานธุรการ และในส่วนของปัจจัยจูงใจ พบว่าปัจจัยด้านการสื่อสารนโยบายและการปฏิบัติ และปัจจัยด้านระบบการดำเนินงาน ส่งผลต่อระดับการยอมรับการเปลี่ยนแปลงไปสู่องค์กรแห่งยุคดิจิทัลของบุคลากรอย่างมีนัยสำคัญทางสถิติ ส่วนปัจจัยด้านโครงสร้างพื้นฐานทางเทคโนโลยี และปัจจัยด้านการพัฒนาบุคลากร ไม่ส่งผลต่อการยอมรับการเปลี่ยนแปลงไปสู่องค์กรแห่งยุคดิจิทัลของบุคลากรอย่างมีนัยสำคัญทางสถิติ ดังนั้นกรมจึงควรมุ่งพัฒนาการสื่อสารนโยบายและการมีคู่มือการปฏิบัติงาน รวมถึงการพัฒนาระบบการดำเนินงานให้มีความง่ายในการใช้งาน และอาจมีการพัฒนาในด้านอื่น ๆ ควบคู่ไปด้วย เช่น การพัฒนาบุคลากร โดยเฉพาะการจัดอบรมให้ความรู้ เพื่อเป็นช่องทางในการสื่อสารนโยบาย และเพื่อทำให้บุคลากรมีระดับการยอมรับการเปลี่ยนแปลงไปสู่องค์กรแห่งยุคดิจิทัลเพิ่มขึ้น

งานวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาองค์การที่ผ่านกระบวนการแปรรูปรัฐวิสาหกิจ โดยมุ่งเน้นกรณีศึกษาของบริษัท ท่าอากาศยานไทย จำกัด (มหาชน) (ทอท.) ซึ่งเป็นองค์กรสำคัญที่มีบทบาทในการบริหารจัดการท่าอากาศยานหลักของประเทศไทย งานวิจัยนี้วิเคราะห์การเปลี่ยนแปลงที่เกิดขึ้นในด้านโครงสร้างองค์การ การบริหารจัดการ และประสิทธิภาพการดำเนินงาน หลังจากการแปรรูปรัฐวิสาหกิจเป็นองค์การมหาชนตั้งแต่ปี พ.ศ. 2545 จนถึงปัจจุบัน โดยใช้กรอบการวิจัยที่ครอบคลุมทั้งมิติด้านการเงิน การให้บริการ กระบวนการภายใน และการเรียนรู้และพัฒนา เพื่อวิเคราะห์ผลกระทบในเชิงลึกและประเด็นสำคัญที่เกี่ยวข้องวิธีการศึกษาใช้การวิจัยเชิงคุณภาพ โดยรวบรวมข้อมูลจากเอกสารที่เกี่ยวข้อง การสัมภาษณ์เชิงลึกกับผู้บริหารและบุคลากรของ ทอท. รวมถึงการสังเกตการณ์และการวิเคราะห์ข้อมูลเชิงเปรียบเทียบ ผลการศึกษาพบว่าการแปรรูปรัฐวิสาหกิจส่งผลให้เกิดการเปลี่ยนแปลงที่สำคัญในเชิงโครงสร้างองค์กร ซึ่งช่วยเพิ่มความยืดหยุ่นในการบริหารงาน และการพัฒนาโครงสร้างพื้นฐานด้านการบินเพื่อตอบสนองความต้องการที่เพิ่มขึ้น ทั้งนี้ การแปรรูปยังช่วยให้การดำเนินงานของ ทอท. มีความโปร่งใส และมีประสิทธิภาพมากยิ่งขึ้น แต่ในขณะเดียวกันยังคงมีความท้าทายที่เกี่ยวข้องกับการบริหารจัดการทรัพยากรมนุษย์และการพัฒนาประสิทธิภาพในระยะยาวผลการศึกษานี้ไม่เพียงแต่ช่วยให้เข้าใจถึงกระบวนการและผลลัพธ์ของการแปรรูปรัฐวิสาหกิจในกรณีของ ทอท. เท่านั้น แต่ยังสามารถนำไปปรับใช้ในการพัฒนานโยบายและแนวทางการบริหารจัดการองค์กรภาครัฐอื่น ๆ ที่ต้องการเปลี่ยนแปลงเพื่อเพิ่มประสิทธิภาพและตอบสนองความต้องการของผู้ใช้บริการในอนาคต

Complementary Health Approaches (CHAs) encompass a diverse range of practices which are often used both independently and alongside conventional medical treatments. Understanding how graduate students training in different fields perceive CHAs is important because these professional trainees will go on to occupy roles as healthcare practitioners, researchers, policy makers, and consumers. This study used sequential rank agreement methods (Ekstrøm, Gerds, & Jensen, 2019) to investigate variations in perceptions of CHAs in a sample of graduate students (N = 416) from 140 possible training programs. This Article critically examines the rise of cost-benefit analysis (CBA) in environmental policy and the profound disconnect that has persisted between the actual practice of CBA and its normative grounding. Although CBA is now synonymous with rational decision-making in federal agencies, this has not always been the case. This paper examines the current housing crisis in The Bronx that worsened during and after the COVID pandemic. It examines social and economic factors that contribute to low home ownership and housing instability. Through a comparison with European models, the author concludes that solutions to alleviate the crisis may include rental price caps, increased Airbnb regulations and government “subsidization instead of profitability”.

[Introduction] The maritime industry has witnessed an increasingly loud call to contribute to the global trend towards environmentally sustainable practices in recent years. In this context, the International Maritime Organization (IMO) has set the ambitious goal to reduce the greenhouse gas (GHG) emissions from shipping by at least 50% by 2050, compared to levels in 2008. To achieve such dramatic reductions, research contributing to sustainable maritime shipping has flourished in recent years. The goal of this special issue is to bring together the latest sustainable maritime transportation research in one place.

High-profile school shootings (i.e., rampage school shootings) have fueled empirical and general inquiry into school shooting characteristics and have been a point of emphasis for stakeholders (e.g., parents, teachers, and students) nationwide. The current chapter's goals are to provide a systematic overview of the available evidence examining school shooting incidents. Specifically, this review is intended to gather, summarize, and review relevant peer-reviewed studies on the topic, integrate and identify key findings and themes, identify gaps and limitations in the literature, and discuss implications for directions for future research.
