In this report, we explore the progress made over the past two decades toward achieving equal participation by women in research and innovation. Utility-scale solar energy is the fastest-growing source of energy in the United States, and it provides many benefits related to climate change mitigation, pollution reduction, and tax revenue for the impacted localities. However, the rapid expansion of this technology raises some concerns, including the possible loss of farmland, forest land, and sensitive ecosystems, as well as potential environmental justice impacts from concentrating these facilities in low-income and/or minority communities.

In Virginia, 94 utility-scale solar facilities – defined as systems with a generating capacity of 5 megawatts (MW) AC or greater – have been built since December 2016. Hundreds more projects, …

In June 2022, the U.S. Supreme Court’s Dobbs ruling overturned Roe v. Wade, reversing the nearly 50-year-old landmark decision that affirmed a woman’s constitutional right to abortion. Several months later, voters turned out in record numbers for the 2022 midterms, though a widely predicted “Red Wave” vote did not materialize. There has since been speculation that overturning Roe v. Wade played a crucial role in the midterms, generating a “Blue Tsunami” or “Roevember” driven largely by young, pro-choice women voting out of self-interest. We posit instead that group empathy was the key motivational mechanism in the link between opposition to …

Distributed solar energy is growing rapidly in Virginia, and prices are dropping. If these trends continue, the state has the potential to meet a significant percentage of its electricity needs via distributed solar, supporting thousands of jobs and achieving substantial economic benefits in the process. However, reaching these targets will require the continuation of a positive policy and regulatory environment. This includes the removal of several remaining policy barriers, particularly related to shared / community solar, and avoiding some of the negative policy changes that have slowed distributed solar in other states.

Moral injury has been widely studied in male combat-deployed active-duty personnel and veterans, with little inclusion of non-combat or never-deployed experiences. Moral injury research has primarily focused on adverse outcomes. Within military moral injury research, there is limited information on individual branches of service or rank-specific experiences. The purpose of this study was to explore moral injury event exposure and posttraumatic growth within a single branch of service, the Marine Corps, with a focus on rank status and the inclusion of non-combat and never-deployed veterans. Low-lying coastal cities, exemplified by Norfolk, Virginia, face the challenge of street flooding caused by rainfall and tides, which strain transportation and sewer systems and can lead to personal and property damage. While high-fidelity, physics-based simulations provide accurate predictions of urban pluvial flooding, their computational complexity renders them unsuitable for real-time applications. Using data from Norfolk rainfall events between 2016 and 2018, this study compares the performance of a previous surrogate model based on a random forest algorithm with two deep learning models: Long Short-Term Memory (LSTM) and Gated Recurrent Unit (GRU). Maine Provider Attitudes Towards Contingency Management For Substance Use Disorders, Evelyn Ali, Mary Lindsey Smith Phd

This report summarizes healthcare provider attitudes toward Contingency Management (CM), including barriers and facilitators to its implementation. A 17-question electronic survey, including the Contingency Management Beliefs Questionnaire (CMBQ), was distributed to providers across Maine. Of 131 eligible respondents, 80% reported treating SUD, yet only 27% had experience with CM. While training and organizational support were cited as barriers, overall attitudes toward CM were favorable. Providers expressed strong willingness to implement CM, citing its potential to engage clients and support treatment adherence. The report concludes that positive perceptions of CM outweigh concerns and suggests that training and organizational support could enhance …

Purpose: Few studies have addressed beliefs about treatment for opioid use disorder (OUD) among family members of people with OUD, particularly in rural communities. This study examined the beliefs of rural family members of people with OUD regarding treatment, including medication for OUD (MOUD), and recovery. Methods: Semi-structured qualitative interviews were conducted with rural Vermont family members of people with OUD. Twenty family members completed interviews, and data were analyzed using thematic analysis. Results: Four primary themes related to beliefs about OUD treatment emerged: (1) MOUD is another form of addiction or dependency and should be used short-term; (2) essential …

This study’s objective was to use data from existing traffic signal infrastructure to estimate pedestrian volumes. Pedestrian push-button actuations were collected from signal controller logs at 49 intersections in western Oregon and an additional 16 intersections in eastern Oregon. These actuations were then compared to observed pedestrian counts, totaling over 34,000 people, obtained from video recordings. After exploring various options, a simple quadratic relationship was modeled using a single measure of pedestrian signal activity: the number of push-button presses (filtered to remove multiple presses within 15 seconds). The model’s predictions showed a correlation of 0.86 with observed pedestrian volumes and …

Gendered, classed, and racialized bodies differentially experience state-sanctioned violence and societal norms. Body protests — when the body manifests the political messages by drawing attention to itself — manifest in these intersections. Women engaging in body protests garner more attention; a body that is sexualized, controlled, and subjugated draws attention to itself as a political act. To understand this, I ask, what explains the specific tactics that women employ in acts of political resistance?
