Varying internal and external stimulants naturally oscillate the creation of objective intelligence analysis; however, the most egregious offender to accuracy and completeness is the natural human mental process. No element of intelligence analysis is more formidable than the cognitive process that houses specific deviations, known as biases, as it yields inaccuracies and alters what is believed to be a rational response to a complex analytical problem. The phenomenon of ethnocentrism is consistently identified as an analytical limitation of intelligence professionals, derived from cognitive bias. DeepSeek has rapidly expanded globally on a large scale through the open-source model, prompting various sectors to reflect on the value and significance of open-source. This study argues that open-source is an effective way to build consensus and organize high-density talent, as it is supported by objective laws. These include sociological principles such as breaking knowledge monopolies and promoting knowledge dissemination, as well as economic principles like “transaction cost” and the “Jevons effect”. Nanoscale science and technology (nano S&T) are at the frontier of global strategic high-tech competition. After examining nearly 160 strategy and planning documents released by scientific and technological powerhouses from 2000 to 2023, the study finds ten common approaches adopted by the powerhouses to advance nano S&T as follows. (1) Recognizing nano S&T as a key area for the economy and global competition. (2) Establishing cross-department organizations to meet the cross-disciplinary nature of nano S&T.
